With a sense of responsibility, the Party Committee and Command of the Division 330 (the Military Region 9) has been focusing their leadership and direction over the implementation of the 12^th Politburo’s Directive 05-CT/TW via specific actions, thereby making a huge change its staff members’ awareness, responsibility, morality, and working method as well as contributing to its successful fulfillment of all assigned tasks.

Grasping the Politburo’s Directive 05, the Central Military Commission’s Directive 87-CT/QUTW, and higher echelons’ directions, the Division’s Party Committee and Command have formulated and implemented the Plan 586-KH/ĐU on “studying and following Ho Chi Minh’s ideology, morality and lifestyle in line with the implementation of the Resolution of the 12^th Party Central Committee’s 4^th Plenum on the Party building and rectification as well as the Campaign to promote tradition, devote talent, deserve to be Uncle Ho’s soldiers within the Division’s Party Committee in 2018”. This serves as the basis for all-level party committees and commands’ uniform, effective leadership, direction and implementation within the Division, contributing to improving the quality of a contingent of cadres and party members and building strong party organizations politically, morally, ideologically and organizationally on a par with their assigned mission.

To achieve the effectiveness, the Division’s Party Committee has focused on directing party committees and organizations, offices and units to consolidate the structure of the assistant groups, supplement the regulations on operation, and implement the action plans in accordance with reality. At the same time, it has heightened the role of party committees and commands in leading the implementation, while stepping up the work of propagation and education to raise cadres and troops’ awareness and responsibility. The Division’s offices and units have widely held political education courses on the position and importance of the Directive 05 to the work of building the Party and training cadres and party members, with a focus placed on building up the determination and introducing solutions to all cadres, party members and the masses as well as overcoming weaknesses in the Party building and the performance of the political task. As a result, most of cadres, party members and soldiers have clearly understood basic points and great values of Ho Chi Minh’s ideology, morality and lifestyle to their self-improvement while their awareness and responsibility towards the performance of their task have been raised. The signs of formalism, hesitancy to learn and train, and lack of enthusiasm for job have been detected and opportunely removed. With a sensible understanding, each person has “self-reviewed”, “self-corrected”, and “followed” Uncle Ho’s moral example according to their duties and responsibilities, being ready to undertake and successfully fulfill their assigned task.

Great importance has been attached to raising cadres and party members’ awareness and responsibility to set examples. To that end, each cadre must develop their plan and supplement the criteria for the implementation of the Directive 05 and submit their plan to their party cell for the approval. In addition to strictly maintaining 5 moral standards of cadres and party members as well as 6 moral standards of key cadres, the Division’s Party Committee has required party committee members and key cadres to well fulfill their duty and responsibility; to promote their role and capability; to act as the core within the party committee, command and unit, to practice thrift and fight against corruption and wastefulness; to heighten self-criticism and criticism; to seriously implement the Regulations 376-QyĐ/ĐU by the Military Region 9’s Party Committee. Party committees and cells must regularly inspect and supervise their party members’ implementation of the registered content while taking the results of studying and following Ho Chi Minh’s ideology, morality and lifestyle as one of the criteria for rewarding, assessing, and classifying collectives and persons as well as appointing cadres. It should be noted that the all-level party committees have closely associated the implementation of the Directive 05 with that of the Resolution of the 12^th Party Central Committee’s 4^th Plenum on the Party building and rectification. They have laid down guidelines and measures for overcoming weaknesses and helping party committee members, cadres and party members, particularly key ones at all levels adjust their conduct and method to meet the requirements of the Directive 05. Consequently, cadres and party members’ political will, morality, and working method have been improved while weaknesses in the Party building have been detected and resolutely eradicated. Most of party committee members and key cadres of offices and units have clearly expressed their responsibility to set examples in political ideology, morality, lifestyle and performance of the task; matched their word with their action; set store by the collective benefits; stayed close to the grassroots units and inferiors; harmoniously handled their relationships.

Under the motto of closely combining the studying with the following, and taking the latter as the main, the Division’s Party Committee has launched various emulation movements and campaigns and achieved practical results. The all-level party committees and commands have actively established and multiplied effective models and approaches, such as “Youth Branch without violations of discipline”, “Good training, strict discipline maintenance, fine lifestyle”, “the youth take the lead in building comprehensively strong unit”, etc. Besides, there have been movements, such as “good training, strict discipline, combat readiness maintenance”, “promoting initiatives, innovating training aids”, “managing and using petroleum safely, effectively, economically”, “United, disciplined, determined to win”, “staying close to grass-roots units, grasping the situation, giving sound, effective advice”, “setting examples, mercy, responsibility”, “military-civilian jars of rice”, “dutiful children, comradeship”, etc. Also, the all-level party committees and commands have always stayed close to all operations of their troops, well executed the work of preliminary and final reviews, commended and rewarded collectives and persons with the outstanding achievements in the performance of task on a periodic, unscheduled basis. The work of commendation and reward has been carried out in accordance with the regulations as the basis for cadres and troops’ self-improvement and for cadre assessment, planning and appointment. The Division’s Party Committee has demanded that in implementing the Directive 05, the all-level party committees and commands should attach great value to commending and multiplying typical examples, good deeds, and creative, effective models in line with the task performance of each person, office and unit. The collectives and persons who are commended and rewarded must be really examples. Executing higher echelons’ plans, the Division’s Party Committee has directed the organization of the Contest on propagating Ho Chi Minh’s ideology, morality, and lifestyle under the title “Uncle Ho’s teachings in the past”. Units of the Division have sent nearly 7,000 pieces of writing and 10 short plays, thereby translating the studying of Uncle Ho’s teachings into troops’ life.

The implementation of the Politburo’s Directive 05 has also made a change in the task of discipline maintenance and regularity building, which has helped achieve a sense of unity between will and action within the unit. Grounded on criteria and higher echelons’ directives and regulations, the Division’s Party Committee has directed its affiliates to concretize those into statutes relevant to each unit and office’s characteristics and situation; closely combine education with management and maintenance of the orders, especially those for training and combat readiness. At the same time, units have been required to step up the work of education to raise cadres and troops’ awareness and responsibility and basically change their working style under the military regulations. It is worth noting that its units have encouraged troops’ self-awareness towards the maintenance and observance of regulations. Units’ barracks have always been beautiful, clean, and green to meet the demands for cadres and troops’ study, work and daily life. The observance of the State’s law and the Military discipline among the Division’s staff has witnessed a positive change; the rate of discipline violations has decreased by 0.3% in comparison with 2015. Many units have had no cases of discipline violation to be handled, thereby creating the synergy within the Division and facilitating its successful fulfillment of all assigned missions.

It could be affirmed that the Division 330’s implementation of the Politburo’s Directive 05 has brought about practical results and contributed to positively changing all cadres and troops’ ways of thinking and working, awareness, responsibility and determination to overcome difficulties and challenges in the performance of the task as well as building pure, strong party organizations and comprehensively strong units within the Division.
