Fully aware of the significance of promoting the learning and following of Ho Chi Minh's thought, morality and style for building the Unit and performing the task of protecting the sovereignty of the sacred sea and islands of the Fatherland, the Party Committee and Command of Naval Region 4 have focused on thoroughly grasping and effectively implementing Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo (13^th tenure) on continuing to implement Directive No. 05-CT/TW, with many drastic and synchronous solutions, thereby creating synergy and excellently completing all assigned tasks.

In the past time, with determination, dynamism, creativity, effective movements and models, cadres and soldier of Naval Region 4 (NR4) have been deeply imbued with the studying and following of Ho Chi Minh's thought, morality and style, which contributes to building its party committees and organisations pure and strong, its mass organisations excellent, and its units all-strong “exemplary and typical”, acting as the core force in the protection of the country's sovereignty over sea and islands.

The current task of protecting the sovereignty of the sea and islands and building NR4 modern and regular is posing more challenging requirements. So as to successfully accomplish all assigned tasks, together with the comprehensive implementation of all aspects of work, the Party Committee and Command of NR4 have agreed on further promoting the studying and following of Ho Chi Minh's thought, morality and style in accordance with Conclusion No. 01-KL/TW of the Politburo (13^th tenure) (hereinafter referred to as Conclusion No. 01-KL/TW) with the following foci:

Strengthening education to improve awareness of cadres and soldiers of further promoting the learning and following of Ho Chi Minh's thought, morality and style in accordance with Conclusion No. 01-KL/TW. The Party Committee and Command of NR4 direct its agencies and units, especially the islands, radio stations, ships and combat units to flexibly apply various forms in grasping and studying and include the contents of learning and following in their annual political educational plans. This helps making its cadres and soldiers all aware that Marxism-Leninism and Ho Chi Minh's thought are the ideological foundation and lodestar for the Party's actions, and His thought, morality, and style are the great motivation and source of strength for the entire Party, people and Army to bring into full play our internal strength, overcome difficulties and challenges, and successfully realise the Resolution of the 13^th National Party Congress. Studying and following must become a routine of party organisations, agencies, units and each cadre and soldier. In addition, its units are required to thoroughly grasp and strictly implement Resolution No. 847-NQ/QUTW, dated December 28, 2021 of the Central Military Commission on promoting the qualities of "Uncle Ho's Soldiers", resolutely fighting against individualism in the new situation and Guideline No. 16-HD/BTGTW, dated July 27, 2021 of the Central Commission for Propaganda and Education on: “Studying and following Ho Chi Minh’s will of self-reliance and aspiration to develop a prosperous and happy country". Throughout the process, importance is attached to the application and concretisation of learning contents into criteria relevant to the characteristics and tasks of agencies and units to create unity in the awareness and responsibilities of Party committees and commanders at all levels and cadres, party members and the masses towards their assigned responsibilities and tasks, upholding the spirit of serving the Fatherland and the people, being worthy of the title of "Uncle Ho's Soldiers" - Naval soldiers.

NR4 troops study tradition

Closely combine studying and following Ho Chi Minh's thought, morality and style with the implementation of political tasks of the unit. Basing on the assigned tasks and 05 qualities of "Uncle Ho's Soldiers", and 10 manifestations of individualism that have been stipulated in Resolution No. 847-NQ/QUTW, agencies and units should continue to supplement, perfect and concretise 06 standards "Uncle Ho's Soldiers - Naval Soldiers" in the new period in accordance with functions and tasks. Party committees at all levels should continue to supplement plans to promote learning and following Ho Chi Minh's thought, morality and style in association with the implementation of programs and action plans to implement resolutions of their units. To make it effective, the Region strengthens the leadership and direction of Party committees, political commissars, junior commissars and political agencies, and promotes the vanguard and exemplary role of officials and party members, especially presiding cadres at all levels in words and actions, and consider this one of the standards for reviewing, commenting, emulating, rewarding, and evaluating cadres. At the same time, it requires that leaders and commanders at all levels actively grasp the situation, make sound forecast, and properly and promptly handle ideological problems arising right at the Party committees, agencies and units.

Units of the Region performing their duties at remote stations, post and on Spratly islands operate independently, distance away the leadership and direction of higher echelons, so promoting the responsibility and exemplary roles of cadres and party members, especially presiding ones at all levels, is an important solution in studying and following Uncle Ho. In order to well implement this content, the Regional Party Committee requires leaders and commanders at all levels to show firm thoughts, right views, enterprise and accountability, scientific and democratic leadership and command style. They must really be the nucleus of solidarity, gathering, motivating and promoting collective intelligence who always uphold the principles of democratic centralism, objectivity, fairness, openness, and transparency. Moreover, they must constantly study, cultivate, and practice revolutionary ethics, have exemplary personality and lifestyle; seriously practice industriousness, thrift, integrity, righteousness, impartiality, honesty, simplicity, sincerity, etc.

In order that the studying and following of Ho Chi Minh's thought, morality and style is seriously, effectively and substantively implemented, and that violations of Party discipline and the State's laws are early and promptly detected and prevented, NR4’s Party Committee and Command strengthen the inspection and supervision of the implementation of Conclusion No. 01-KL/TW in association with the Party building and rectification work. In order to make this work effective, NR4’s Party Committee directs its party committees and inspectorates at all levels to proactively develop inspection and supervision plans for party organisations and party members according to their functions and tasks, together with the inspection and supervision over the studying and following of Ho Chi Minh's thought, morality and style. Besides, NR4’s Party Committee and Command strengthen both scheduled and sudden inspections over the implementation of Conclusion No. 01-KL/TW of its agencies and units; link the inspection and supervision of Party committees and Inspectorates at all levels with the inspection and supervision of commanders and cadres. In particular, it promotes the role of mass organisations and Military Councils in supervising the exemplary roles of party organisations, cadres and party members, especially the presiding ones  through learning, working, living and performing tasks. In addition, it regularly conducts review of the study and practice of Ho Chi Minh's thought, morality and style; promptly praises and rewards collectives and individuals with achievements, new models, creative and effective ways of studying and following Uncle Ho which were widely spread, contributing to bringing the image of "Uncle Ho’s Soldiers – Naval Soldiers” to the entire army, people of the country and international friends when they come to visit the Region and Spratly Islands.

Along with the above solutions, Party committees and commanders of the NR4 also promote dynamism, creativity, and flexibly implement the Conclusion No. 01-KL/TW with relevance to the actual requirements of tasks so as to make studying and following of Ho Chi Minh's thought, morality and style become the need and routine work of organisations and individuals, so that they actively cultivate and train themselves; strive to overcome difficulties, and fulfill well their tasks, contributing to building all strong and "exemplary and typical" units and Naval Region 4 revolutionary, regular, elite, modern, always ready to fight to protect the sovereignty of the sea and sacred islands of the Fatherland.
