MR2’s Party Committe strengthens inspection and supervision work

In order to improve the efficiency of the Party building and rectification work, the Party Committee of the 2nd Military Region has determined that "Acceleration of the periodical or extraordinary inspection and supervision of the implementation of the Party's resolutions and conclusions" is the most important solution. If such requirement is well fulfilled, it will contribute to preventing and reversing degeneration of political ideology, ethics, and lifestyles and manifestations of "self-evolution" and "self-evolvement" to build a clean and strong Party Committee and a strong armed force of the Military Region.

Inspection and supervision are important elements in the Party's leadership. Since the leadership without examination is considered as useless. Recognizing that issue, party committees, party organizations, and inspection commissions at all levels within the 2nd Military Region’s Party Committee have synchronously implemented several solutions to lead the implementation of the inspection and supervision work in accordance with plans and schedules with focus placed on political tasks, Party building work, and training of cadres and party members. The Military Region Party Committee’s Inspection Commission, since 2015, has consulted with the Party Committee’s Standing Commission to develop leadership resolutions and promulgate regulations and plans for inspection and supervision work of the term 2015 - 2020 to implement in the Party Committee. At the same time, the inspection commissions at all levels have been regularly strengthened to ensure sufficient quantity, reasonable structure, and high quality to perform functions and tasks as defined in the Regulations, such as maintaining the inspection rules, regimes, and plans, participating in inspection teams to monitor the situation of units, and organizing professional training courses, etc. The 2nd Military Region Party Commission has directed the Inspection Commission, the party committees, and inspection commission at all levels to develop the regulations on working and coordination with the party committee and inspection commissions of the local Party Committees of the same level in inspecting and supervising party organizations and members of the Military Party Committee according to regulations and in line with the characteristics of the tasks. During the course of implementation, party committees and organizations have focused on the inspection work in accordance with Clause 2, Article 30 of the Party’s Constitution in association with the implementation of the Party Central Committee's Resolution No.4 (the 12th tenure) on the Party building and rectification, Directive No.05-CT/TW of the Politburo (the 12th tenure), and Directive No.87-CT/QUTW of the Standing Committee of the Central Military Commission on promoting learning and following Ho Chi Minh's ideals, ethics, and style. The implementation of Directive No.227-CT/QUTW of the Standing Committee of the Central Military Commission on the inspection of the Party Committee and the Standing Committee members of the 2nd Military Region according to Clause 2, Article 30, Clause 2, Article 30 of the Party’s Constitution has been strictly organized, meeting the specified purposes and requirements. As a result, the awareness and responsibility of the party committees, party organizations, inspection commission, cadres, and party members on the inspection and supervision work have been enhanced. Inspection agencies at all levels have been strengthened to operate closely to the functions, tasks, and practical situation of the Party Committee. At the same time, Party organizations and members with signs of violation have been promptly detected and inspected, and denunciations, petitions, and violators have been handled. The effectiveness of the inspection and supervision work has contributed positively to improving the quality of the party organizations and that of cadres and party members. For many years, the Party Committee of the 2nd Military Region has always been representatively clean and strong, and the Region’s armed forces have always been comprehensively strong to well and even excellently complete assigned tasks.

At present, the tasks of the Region’s armed forces have developed with increasingly high requirements in both favorable and difficult conditions. Meanwhile, the Region’s Party Committee still has cadres and members who have not strictly adhered to the principles of democratic centralism, Party disciplines, State law, and military regulations. Hostile forces are intensifying the implementation of the "Peaceful evolution" strategy and promoting "self-evolvement,", "self- evolution," and "depoliticization" of the Army. Therefore, the Region’s Party Commission requires the party committees, party organizations, and inspection commission at all levels to strengthen inspection and supervision work with the contents and solutions as follows:

Firstly, the propagation and education on the Party’s inspection and supervision work should be promoted. The Party Committees at all levels should concentrate on leading the renewal of contents and forms of inspection and supervision work with  attention paid to the close combination of regular and thematic propagation and education. The contents of propagation and education should focus on the policies, viewpoints, resolutions, directives, and regulations on Party building as well as the functions, tasks, principles, procedures, and regulations on the inspection and supervision work and implementation of Party disciplines, especially Regulation No.30-QĐ/TW of the Party Central Committee on the implementation of Chapter VII and Chapter VIII of the Party Statute, Decision No.86-QĐ/TW of the Politburo (the 12th tenure) on Party supervision work, Decision 102-QĐ/TW of Politburo (the 12th tenure) on disciplining violating party members, Resolution No.504-NQ/QUTW of the Standing Committee of the Central Military Commission on "Leadership of the inspection and supervision work in the Military Party Committee, in the 2015-2020 term", etc.

Secondly, viewpoints should be firmly grasped, and inspection and supervision should be synchronously combined. Accordingly, the Party committees should have a firm grasp of the viewpoint that "the supervision must be extended, and the inspection must have focus" with importance attached to inspecting and supervising the heads of the Party committees and Party organizations, the commanders of the agencies and units in the implementation of regulations, assigned tasks and duties, ethics, lifestyle, and working style. The inspection and supervision of the implementation of the 4th Plenum’s Resolution of the Party Central Committee (12th tenure), Directive No.05-CT/TW, and Directive No.87-CT/QUTW should be intensified to promptly detect and inspect Party organizations and party members when signs of violation occur at the grassroots level and review and handle petitions and denunciations in strict compliance with principles, regulations, and competence.

Thirdly, the efficiency and effectiveness of the inspection and supervision work and implementation of Party discipline should be improved. In order to do so, all levels should review, study, amend, supplement, and finalize regulations, rules, procedures, and guidelines on inspection and supervision work, implementation of Party discipline, and handling of petitions and denunciations to ensure uniformity in accordance with the provisions of the Party Statute and the superior-level guidance and to suit with the functions and tasks of the units. Inspection commissions at all levels should proactively advise and assist the Party committees in leading and directing the inspection and supervision work in accordance with the Party Statute and well implement the annual inspection and supervision programs and plans and those for the 2015-2020 term, first of all, at the direct subordinate party organizations, members of party standing committees of the same level, and officials managed by party standing committees. The contents of inspection and supervision should be comprehensive with focus on the leadership of the performance of political tasks, the principle of democratic centralism, solutions to implement the directives and resolutions of the superior levels, and the preservation of ethical qualities, lifestyle, and working style of cadres and party members. The superior inspection commissions should instruct the subordinate party committees, party organizations, and inspection commissions and closely coordinate the Party's inspection and supervision work with the inspection, investigation, and supervision work of the functional agencies. Concurrently, the local party committees and inspection commissions should be coordinated with in inspecting, supervising, and handling issues in relation to party members and party organizations of the local military party committees. The supervision of subordinate party organizations and party members should also be strengthened. In implementing, the guideline of "activeness, fighting, education, and effectiveness" should be grasped to promote the role of functional agencies, take initiative in detecting and inspecting signs of violation, and overcome the situation of evading or obstructing the inspection work. Consideration and disciplining of party members and party organizations as well as handling of complaints and petitions should be strict in accordance with regulations, procedures, and competence to ensure justice, accuracy, timeliness, humanitarian, and legality and create a high consensus from the grassroots level, avoiding level-exceeding and prolonged complaints and petitions.

Finally, commissions should be strengthened, and a contingent of inspectors with strong political will, good moral qualities, and excellent ability should be developed. The party committees should regularly pay much attention to consolidating and strengthening inspection commissions and commission agencies and developing the contingent of inspectors in line with reality in accordance with Guideline No.12-HD/UBKTTW issued on February 27th, 2015 by the Central Inspection Commission on "The structure and number of members of the inspection commissions of the above-grassroots and grassroots Party committees in the Military Party Committee" and Conclusion No.122-KL/TVQU issued on March 5th, 2015 by the Standing Committee of  Central Military Commission on "The structure of the director and standing deputy director of the inspection commissions  from the grassroots level to the level directly under to the Central Military Commission for the 2015-2020 term ".

With a comprehensive, open, democratic, prudent, strict, and accurate viewpoint and importance attached to prevention of discipline violations, the strengthening of inspection and supervision work will directly contribute to building the 2nd Military Region’s Party strong in politics, ideology, organization, and morality and capable of leading the Region’s comprehensively strong armed forces to well complete all assigned tasks.
