Imbued with President Ho Chi Minh's guidance: “The strong Party is because its cells are good. Good Party cells are because all Party members are good”  and “For our Party, building good and strong Party cells is an extremely important work”, the Military Region 4 Party Committee has always paid attention to and taken care of building pure and strong Party cells with a breakthrough in building the “three-good and three-no” model.

The Military Region 4 Party Committee has determined that building the Party cells under the “three-good and three-no” criteria is an important content and solution to contribute to effectively implementing the 4^th Central Resolution (the 12^th Tenure) on Party building and rectification in association with the Politburo's Directive No.05-CT/TW (the 12^th Tenure) on promoting the learning and following of Ho Chi Minh's thoughts, ethics, and style. At the same time, this is the concretization of the breakthrough in improving the leadership capacity and combat power of the grassroots Party committees defined in the Resolution of the 10^th Military Region Party Congress for the term 2015-2020. Accordingly, on March 23^rd, 2017, the Military Region Party Committee Standing Commission issued Directive No.184-CT/ĐU on building “three-good and three-no” Party cells and unanimously directed the implementation within the Military Region Party Committee. After nearly 3 years of implementation, with multiple creative and appropriate measures of the Party committees and organizations at all levels, the construction of Party Cells under the “three-good and three-no” criteria in the entire Military Region Party has achieved good results: Limitations and shortcomings in Party building in previous years have been basically overcome; The quality of development and implementation of resolutions at the Party cells have been improved; the contingent of cadres and Party members have well promoted the pioneering and exemplary senses in performance of tasks; the principle of democratic centralism has been upheld, and self-criticism and criticism in Party activities have been promoted; the observation of law and discipline of cadres and Party members has seen progressive changes; and manifestations of recession in internal political thoughts, ethics, and lifestyle have been prevented. Every year, after analyzing the quality of Party organizations and members, there are over 95% of Party cells and over 80% of Party members complete well and excellently the tasks; the comprehensive leadership capacity and combat power of the Party committees and cells are increasingly improved.

To gain the above results, first of all, the Standing Commission of the Military Region Party Committee and High Command have led and directed the Party committees and organizations to do well the education work to raise awareness and sense of responsibility for the Party committees, secretaries, and Party members on the positions, roles, functions, and tasks of the Party cells in building the Party and leading comprehensively strong agencies and units. Implementing that policy, the Party committees and cells have focused on educating, thoroughly grasping, and effectively implementing the directives, resolutions, and conclusions of the Central Executive Party Committee, the Politburo, the Secretariat, the Central Military Party Commission, and Party committees at all levels and the guidance of the Political General Department and superior functional agencies on the current building of the grassroots Party organizations, especially the building of clean and strong Party cells with comprehensive leadership capacity and high combat power to meet the requirements of tasks.

Good building and organization of the implementation of resolutions is the key step and an important content in leadership activities of the Party cells. The quality of the leadership resolutions of the Party cells decides the extent of the agencies and units’ completion of tasks. Thoroughly grasping and strictly implementing directives and instructions of the superiors, the Military Region Party Committee Standing Commission has organized training courses, experience drawing, seminars, Party cell secretary contests, ... to improve the quality of building and organizing the implementation of the Party cells’ resolutions. Thereby, the Party cells have strongly renewed the development of resolutions and regular conclusions towards: short, concise, specific, clear, straight to the point, easy to understand, easy to remember, and easy to implement. The democracy has been well promoted in the activities of the Party committees and cells in discussions and voting in accordance with the Party's regulations and Charter. The elaboration of plans and assignment of implementation of resolutions has been conducted closely with detailed decentralization and assignment in association with the responsibilities and tasks of each organization and individual. The resolutions of the Party cells have been censored and supervised by the superior Party committees in the organization of implementation. The Party committees and cells have well organized the dissemination of the resolutions for cadres, Party members, and the masses. At  the same time, the inspection and supervision have been strengthened to assess the proper extent of the implementation of resolutions, state the results, shortcomings, limitations, causes, and responsibilities of collectives and individuals, and then draw lessons in the organization of implementation.

A Party cell is the place to directly educate, manage, train, and struggle for the prevention of violations by cadres and Party members. Therefore, focusing on leading the implementation of the targets of education, management, and training of cadres and Party members is a very important content. In order to be effective, the Military Region Party Committee has led and directed to enhance the education and training of cadres and Party members in terms of quality, capacity, working style, and reputation to the masses, especially in implementing the tasks. Along with political education as prescribed, every year, the Party committees and cells within the Military Region Party Committee have organized for the cadres and Party members to study, research, and thoroughly grasp the Party’s guidelines and policies, the State’s policies and laws, and the tasks of the Army and the Military Region armed forces. 100% of cadres and party members commit to cultivating, training, and striving in association with the implementation of the 4^th Central Resolution (the 12^th Tenure) on building and regulating the Party, the Politburo’s Directive No.05-CT/TW (the 12^th Tenure), and the regulations of the Central Executive Committee, the Politburo, the Secretariat, and the Central Military Party Commission Standing Committee on the modeling responsibility and commit to overcoming shortcomings and limitations without violating State laws, Military disciplines, the provisions of the units and having social evils, etc.

The Military Region Party Committee and High Command have led and directed the Party committees and cells to strictly implement the principle of democratic centralism, self-criticism, and criticism. Thoroughly grasping and implementing Regulation No.104-QĐ/QU issued on February 16^th, 2017 by the Central Military Party Commission stipulating a number of basic issues on the implementation of the principle of democratic centralism of Party organizations in the Vietnamese People's Army, the Party committees and cells within the Military Region Party Committee have strictly abided by the principle of democratic centralism, proactively reviewed, supplemented, and strictly implemented regulations of working and leadership in important tasks. At the same time, democracy has been expanded and collective intelligence has been promoted in daily life, especially leadership activities, discussion of guidelines and measures to lead units to perform their tasks according to the functions and tasks of the Party committees and cells and responsibilities, obligations, and rights of Party members; an open and sincere atmosphere has been created for all cadres and Party members to express their political views, thoughts, and aspirations to build leadership resolutions of the Party cells. Party committees and cells have strictly maintained disciplines, self-criticism, and criticism and promoted self-awareness, ensuring objectivity, honesty, straightforwardness, and high combat power. The presiding cadres and Party committee members have exemplified in self-criticism before the Party cells on the Party membership, the results of the performance of tasks and work assigned by the Party committees without manifestations of sectarian and taking advantage of criticism to sabotage internal unity; concealment of defects, indulgence, avoidance, compromise, afraid of collision without protecting the right and fighting against the wrong; seriously receive and promptly take definitive remedies.

The achieved results are just the first step, but an important prerequisite for the Military Region 4Party Committee and High Command to continue leading and directing the better implementation of the construction of “three-good and three-no” cells, contributing to continuously improving the comprehensive leadership capacity and combat power of Party organizations at all levels to meet the requirements of tasks in the new situation.
