Military mass work movement helps strengthening the military – civilian solidarity

Over the past years, under the leadership and direction of the Central Military Commission, the Ministry of National Defence, the General Political Department, the Emulation Movement of “Skilful mass mobilisation” and building “good mass mobilisation unit”, hererin after the movement, has been carried out by military agencies and units in many new, creative and effective ways. Thereby, it has contributed to strengthening the great unity bloc as well as the military – civilian solidarity, embellishing the image of “Uncle Ho's soldiers”, reinforcing the people's trust in the Party, the State and the Army. This is an undeniable proof that refutes all the distorting allegations aimed at dividing the relationship between the army and the people.

The movement has propagated and mobilised people to well implement the Party's lines, the policies and laws of the State, the tasks of the Army and localities. Military agencies and units in the entire Army have actively coordinated closely with local party committees, authorities, departments, sectors and mass organisations to promote propaganda and mobilisation of people to well implement the lines of Party, State policies and laws, military and defence tasks. They have thoroughly spread propaganda to clarify and expose the hostile forces’ plots and tricks of “peaceful evolution”, “Military de-politicisation” or taking advantage of racial, religious, human right issues, environmental incidents, land disputes in some localities to incite and divide the blood and flesh relationship between the Army and people.

The movement has actively helped people in socio-economic, cultural development, defence and security consolidation in the area. The entire Army has implemented the movement together with national programs and goals, major campaigns of the Party, the State, the Vietnam Fatherland Front, the Army and localities; actively participated in helping people in socio-economic and cultural development, sustainable poverty reduction, building new countryside, preventing, combating and overcoming consequences of natural disasters, epidemics, search and rescue, etc. Notably, the movement focuses on key defence and security areas; actively participate in socio-economic development programs and projects. In implementation, the units always focus on renewing the content, form, expanding the scope and object of mobilisation work. At the same time, developing new, innovative and effective models.

In particular, Army officers and soldiers always take the lead in helping people in preventing, combating and overcoming consequences of natural disasters, epidemics, and search and rescue, considering it a “combat” task in peacetime. Facing the complicated development of the Covid-19 pandemic, the Ministry of National Defence has advised the Government on the prevention and control of the pandemic; held drills and directed the units to strengthen blocking, control trails and openings on border routes and carried out isolated and concentrated treatment; coordinated with local authorities to block, isolate, detoxify, sterilise and suppress the outbreak of the pandemic; set up mobile teams for epidemic prevention and combat in units of the whole Army, set up field hospitals, ready to receive and treat patients. Notably, military agencies and units have well organised annual defence exchange activities; organise visits, medical examination, drug supply, search and rescue to help people in border areas of neighboring countries in case of natural disasters or incidents. In participating in the United Nations peacekeeping missions, Army officers and soldiers always uphold the quality of “Uncle Ho's soldiers”, flexibly apply the mass mobilisation models in the host countries which was admired, cherished, and highly appreciated by international friends, thereby, contributing to the implementation of defence external activities, building the border area of friendship, ​​peace and prosperity. The movement has created the motivation for military agencies at all levels to well perform their local defence and military tasks; coordinate with functional forces to actively prevent and effectively fight all schemes aiming to separate the Army from the people, all kinds of crimes, and activities that violate national sovereignty in the border areas and at sea, etc., contributing to maintaining political security, social order and safety for the peace and happiness of the people.

The movement has actively contributed to building strong grassroots political system, especially in remote, ethnic minority, religious, border, marine and island areas; attached importance to recruiting and calling young people to join the army, and sending soldiers who fulfill their military service to military schools for further training; trained cadets and fostered thousands of cadres and party members who are children of ethnic minorities in the locality; coordinated in fostering and educating defence and security training for learners, pupils, students, religious dignitaries, village chiefs, and reputable people of the clans. At the same time, military units have coordinated with localities to introduce Army cadres to participate in party committees, local authorities and assume key positions in the party committee, communal authorities; assisted the localities in strengthening the grassroots political system, especially ethnic minority, religious areas, and those of key defence and security importance. As a result, many local establishments have escaped from the weak status and become strong one; many villages have escaped from the “party member – free” status. The above reality shows that the movement has made an important contribution to strengthening the close relationship between the military and the people, building “solid people’s heart and mind posture”, and bankrupting the conspiracy and tricks to undermine the military - civilian solidarity of the hostile forces.

In the coming time, the closer to the XIII Congress of the Party, the more hostile forces will try to destroy and divide the solidarity between the People, the Party, the State and the Army with sophisticated, cunning intrigues and tricks. If not alert and have appropriate measures to prevent and counter, they will be very easy to be influenced, provoked, and manipulated; and the good military - civilian sentiment and the strength of the great block of national unity will be easily disrupted. Therefore, agencies and units in the whole Army need to promote the movement further, focusing on the main following contents:

Firstly, continue to well implement Resolution No. 25-NQ/TW of the Party Central Committee (Session XI), Resolution No. 49-NQ/QUTW of the Central Military Commission on strengthening and renewing the mass mobilisation work in the Army fortunes in the new situation; Regulation on the mass mobilisation work of the Army. Second, strengthen the leadership and direction of the Party Committees at all levels; promote democracy, maintain solidarity, gather collective intelligence, uphold the responsibility, pioneering and exemplary role of the leading and key cadres and each official, party member in implementing the movement at the grassroots level. Take the results of mass mobilisation work as a criterion to assess the task performance cadres at all levels. Thirdly, to improve the effectiveness of consultation and guidance of political agencies to implement the movement in an effective, sustainable manner. Fourthly, proactively improve the effectiveness of coordination to advise the local party committees and authorities in implementing the movement; continue to improve the effectiveness of coordination with the Central Mass Mobilisation Commission, socio-political organisations through signed programs, especially in advising to handle complex security situations in political security, social order and safety in each locality. Fifthly, to well implement the Grassroots Democracy Regulation, to renew the contents and modes of operation of mass organisations and the Military Council, to create high solidarity and unity in performing tasks. Strictly maintain the order and efficiency of citizen reception, handle and settle citizen complaints and denunciations. Sixthly, strengthening information exchange, coordination between levels and branches inside and outside the Army. Well maintain the regime of inspection, situation grasping, assessment, preliminary review and review of the Movement; well perform the work of commendation, especially for the collectives and individuals with excellent achievements in the work of mobilisation.
