Making a corps of cadres of Military Policy capable of satisfying mission demands in the new situation

To ensure smooth and highly effective policies and policy work in the military and military families, it is important to pay constant attention to making a corps of cadres in charge of policy work at all levels steadfast in standpoints and principles, professionally proficient, enthusiastic, dedicated to their job, highly responsible, and sentimentally attached to companions and people. That is an invaluable lesson which needs to be applied better to the causes of building the military and protecting the Homeland today.

The foundation and development of Military Policy is closely aligned with the foundation, development and glorious victories of the Vietnam People’s Army (VPA). Over 70 years of building and development, cadres and employees of the Military Policy have been ceaselessly consolidated and developed in strength, standard, professional skills, and dignity to meet the requirements of missions. Being imbued with positions and guidelines of the Party, cadres and staff of the Military Policy have actively and proactively undertaken researches and advised the Central Military Commission (CMC) and Ministry of National Defence (MND) to recommend the Party and State to promulgate and successfully realise many major guidelines on regulations and policies on the VPA and military families. Together with the whole Party, people, and military, the Military Policy has made every effort to look after and improve soldiers’ material and spiritual life; well fulfill the task of looking after and serving Vietnamese Heroic Mothers, war invalids, sick soldiers, families of war martyrs and people who contributed to the revolution; and implement policies on military families, thereby making vital contributions to great victories of the struggle for national liberation and unification, and construction and defence of the Homeland of socialist Vietnam.

Nowadays, impacts of the market economy, international integration, sabotage of the hostile forces, changes in organisation and staffing of the VPA, many complex shortcomings of postwar policy, and demands and missions of building the VPA and national defence in the new situation are posing new challenges and requirements for cadres and employees to perform their functions of studying, advising, instructing, and organising implementation of regulations and policies on the military and military families. Against such backdrop, to cultivate a corps of cadres in charge of policy work, who are firm and competent to successfully accomplish their functions and missions, leaders and commanders at all levels should implement the following measures:

First, strengthening the leadership over the building of a corps of cadres in charge of policy work. Establishment and consolidation of organisations and cadres in charge of policy work are lessons of both short and long-term value. Any manifestations of disregarding the building and leaving this force to be weak in standpoints, professional competence and ethics will lead to poor results, affecting the building of the VPA and military families. Therefore, party committees and commanders at different levels need to achieve unanimity of opinion that policies and policy work represent an important factor, which helps to create vigorous political, spiritual drivers in the VPA and military families at any stage of revolution. In fact, to have sound policies and effective implementation of these policies, human factors – cadres in charge of policy work – always play a deciding role. Thus, party committees and commanders at all levels should closely entrench themselves in positions, goals, demands, guidelines, content, and principles of the Party on cadre work, particularly Resolution No.26-NQ/TW of the Party Central Committee (12th tenure) and resolutions and regulations of the CMC on cadre work, to cultivate a corps of cadre and staff in charge of policy work, who possess pure revolutionary ethics, specialised knowledge, comprehensive competence, and good working style, capable of meeting mission demands in the new situations. It is important to pay attention to well conducting the selection, use and planning to cultivate cadres, especially those in charge of policy work in operational, strategic bodies; and regularly run both short and long term training courses to promote cadres’ specialised standard while creating favourable conditions for them to accumulate knowledge, skills, and working experience and bringing about stability and development in the Military Policy.

Second, enhancing political steadfastness and dignity of the corps of cadres in charge of policy work. Policy work is of significant importance, but a very “sensitive” work. If the cadres do not have political steadfastness, they will be prone to bribery, implication, and violation of law. Moreover, if cadres do not have good ethics, they are likely to commit wrongdoings, corruption or obstruct and annoy social welfare beneficiaries, which may undermine people’s credibility of the Party, the regime, and the VPA. That is also a fertile land for the hostile forces to distort, smear, and sabotage the VPA and country. Therefore, party committees and commanders at all levels must conduct political education well to improve political steadfastness and dignity for the corps of cadres responsible for policy work. It is important to make self-criticism and criticism according to Resolution of the 4th Plenum of the Party Central Committee (12th Tenure) in association with stepping up studying and following Ho Chi Minh’s ideology, morality, and style; promote the effectiveness of inspection and supervision work to opportunely disclose wrongdoings and manifestations of degradation in political ideology, morality and lifestyle, “self-evolution,” and “self-transformation” to address resolutely and thoroughly, thereby making the corps of cadres responsible for policy work in the whole military politically steadfast, pure in character, and dedicated to work.

Third, continuing to improve qualification and skills for the corps of cadres in charge of policy work. Accordingly, it is necessary to foster this force to enable them to research, propose, and perfect the system of policies on the military and military families, especially those pertaining to salary, social welfare, specialty in the military, and people making contribution to the revolution. To achieve that goal, it is important to diversify forms of training cadres in charge of policy work. Military academies and schools need to continue to study to develop appropriate training content and programs with a view to enhancing learners’ knowledge and skills to do policy work, while regularly running training courses to foster cadres’ professional skills so as to reach unity of awareness and improve levels, skills, and working methods of people in charge of policy work. Currently, there are not any military schools training cadres for policy work. Meanwhile, missions of policy work are increasingly difficult and complex. Consequently, every cadre and staff in the Military Policy has to take initiative in learning and researching to firmly grasp guiding positions and directions of the Party and State in developing social policy and ensuring social security. They are also requested to have creative, scientific thinking to successfully accomplish their assigned tasks.

Fourth, stepping up innovation of working methodologies and styles for cadres responsible for Military Policy. Policies and policy work in the VPA and military families can only become effective when they closely follow practical requirements and missions of the VPA and the need to improve material and spiritual life of beneficiaries in the VPA and military families, and fit for capabilities and conditions of socioeconomic development in each stage of our country. Therefore, it is important to focus on cultivating a corps of cadres who have scientific working methodologies and styles; are active, proactive, and creative; dare to think, dare to do, and dare to take responsibility; have high sense of discipline; are dedicated to their jobs; and are exemplary in both words and deeds. During mission execution, policy cadres must follow realities, deeply understand beneficiaries’ feelings, expectations, and needs; attach importance to developing working plans and programs; and take initiative in implementing new tasks. Cadres responsible for Military Policy must always stick to grass-roots level; pay attention to inspecting and supervising the realisation of policies; simplify administrative procedures to create the most favourable conditions for military personnel, defence workers, and beneficiaries of the policy on military families; and opportunely address emerging difficulties without delaying or annoying beneficiaries. One of the requirements for cadres’ working style is to “respect people, stay close to people, understand people, learn from the people, and be responsible to people” so as to thoroughly overcome bureaucracy, bossiness, and harassment of people.

“A powerful military is a result of smart education, sound policies, and strict discipline,” said President Ho Chi Minh. Thus, the development of a corps of policy cadres, who truly unite with each other, are dedicated to their jobs, have high responsibility, get sentimental about companions  and people, and take care and protect legitimate material, spiritual interests of cadres, soldiers and their families, is a direct contribution to establishing and bringing into play the political, spiritual factor in the VPA, ensuring that all cadres and soldiers keep their minds on their work and are ready to undertake and successfully complete every assigned mission.
