The decisive factor to the success of the cause of national construction, development and defence is to continue to strengthen the Party building and rectification work, and improve the Party's ruling capacity and fighting strength...” Imbued with that spirit, Corps No.4’s Party Committee has been focusing on leading and directing to improve the leadership capacity and combat strength of its Party committees and organisations to meet requirements and tasks.

Resolution of the 16^th Party Congress of the 4^th Corps (2020 – 2025 term) has set out policies and comprehensive solutions to improve the quality of Party building work with emphasis being placed on: Strengthening the building of strong Party Committee in terms of politics, ideology, ethics and organisation; renewing styles, improving the leadership capacity and fighting strength of Party committees and party cells; Good implementation of cadre, inspection and supervision work are fundamental issues, ensuring that party organisations in the Corps are capable of leading the unit to successfully perform all tasks. In order to successfully implement the above policy, the Corps Party Executive Committee’s Standing Board issued a thematic resolution on "Improving the leadership capacity and combat strength of the Party grassroots organisations and the quality of cadres and party members in the new period”. Party committees and organisations at all levels within the Party have thoroughly grasped and strictly implemented the resolutions, directives, regulations and instructions of upper levels, directly the Central Military Commission, the General Department of Politics and the Party Committee of the Corps on party building work. On that basis, they develop programs, action plans, contents and solutions for comprehensive leadership and direction, focusing on weak aspects associated with the implementation of Directive No. 05-CT/TW of the Politburo (12^th tenure), Directive No. 87-CT/QUTW of the Central Military Commission's Standing Committee on "Promoting the studying and following of Ho Chi Minh's thought, morality and style"; Directive No. 855-CT/QUTW of the Central Military Commission’s Standing Committee on continuing to carry out the Campaign of “Promoting tradition, dedicating talents, deserving Uncle Ho's soldier in the new period”; the Central Resolution No. 4 (12^th tenure) on Party building and rectification. The Corps’ Party Committee’s Standing Board directs grassroots party organisations to closely stick to the political tasks, the actual situations of the units to set out the guidelines and measures for proper leadership and high feasibility; strictly maintain the Party's regime,  principles of operation and leadership, while paying attention to educating, training and building a contingent of cadres and party members in terms of ideology, morality, lifestyle, political steadfastness and working motivation; promote the pioneering and exemplary role of cadres, party members; associate the building of "5 good" party members with the building of the contingent of leading cadres with the consolidation of party committees. Strengthen inspection and supervision over party organisations and members. The planning, training and use of cadres are paid due attention; the deployment and promotion of cadres are carried out in accordance with the regulations and principles in a democratic and objective manner, thereby maintaining harmonious relationships and promoting solidarity and unity, etc. Along with that, the assessment of party members, party organisations and admission of party members are always done in a serious manner with the direction of the Standing Board of the Corps’ Party Committee.

In the coming time, the task of Fatherland protection poses new challenges that require the party building work in the Corps to be renewed and further promoted. Thoroughly grasping the Resolution of the 13^th National Party Congress, the Party Committee of the Corps realised that Party building is really a key task, aiming to improve the leadership capacity, combat strength, and build the Party's grassroots organisation pure, strong, and capable of leading the unit to complete the tasks well. To do that, it is necessary to unify awareness and well implement the following solutions:

First of all, focusing on building Corps Party strong, improving the quality of its cadres and party members. On the basis of firmly grasping the views of the Party, especially the Resolution of the 13^th National Party Congress on building the Party strong in politics, ideology, morality and organisation, all Party committees and cells need to propose guidelines and solutions for educating and training its cadres and party members in terms of quality, capacity, leadership style, and working method and style. When implement, they should proactively strengthen the party committees at all levels, ensures quality, reasonable quantity and structure; link the building of the party committee with the building of a contingent of leading cadres; closely organise training and retraining courses, contributing to improving the capacity, experience and skills in Party building work for secretaries and members at all levels. At the same time, they should thoroughly grasp and lead the strict implementation of the studying and following of Ho Chi Minh's thought, morality and style with specific programs and plans suitable for each object; do well the management, education and training of cadres and party members; elaborate and well implement plans for overcoming limitations and shortcomings after self-criticism and criticism in the spirit of the 4^th Resolution of Central Party Committee (12^th tenure). Cadres and party members should strictly abide by the regulations for the masses to follow; actively and proactively fight against corruption, wastefulness and negativity; conduct well the protection of internal politics; resolutely struggle with negative manifestations, deterioration in political ideology, morality and lifestyle.

Second, strictly implementing the principles and regimes of studying and operating of the Party; renovate the process, improve the quality of the resolution and implement the resolution. Party committees and organisations, directly the secretaries must attach great importance to thoroughly grasping and concretising the resolutions and directives of their superiors, the political tasks of the unit, and carefully preparing the draft resolution, ensure comprehensive leadership, focusing on weak points, weak sides, new problems arise; promptly propose policies and measures suitable to the requirements in each period and each specific task. On the basis of strictly implementing the regime and regulations on party activities, the Party committees at all levels regularly attach importance to improving the quality of operations in the direction of promoting democracy, promoting collective intelligence in discussion and decision-making of leadership policies and measures. All activities of the Party Committee are conducted according to the principle of collective leadership individual accountability; promoting democracy in parallel with strengthening obedience to the leadership of superiors, and upholding discipline. Strictly manage party members in terms of politics, ideology, social relations, ethics and lifestyle; associate the management of Party committees and branches with the self-disciplining of cadres and party members.

Finally, improving the efficiency of inspection and supervision according to the guiding ideology: "Supervision must be expanded, inspection must be focalised". Focus on consolidating the inspection committee, inspection staff at all levels, ensuring sufficient quantity and capability. In addition to the planned inspection and supervision contents, it is necessary to strengthen the inspection and supervision of party organisations and party members with signs of violations, and persistently weak units; proactively detect and strictly handle the violations of party organisations and members; promptly settle complaints and denunciations. At the same time, promote the inspection and supervision role of mass organisations over cadres and party members; mobilise and encourage organisations and individuals to actively detect and fight against wrongdoings and manifestations of corruption and wastefulness, contributing to improving the leadership capacity and combat power of party organisations and party members in the unit. After the inspection, each collective and individual develop their own plan for remedying and correcting the shortcomings and defects, contributing to purifying the cadres and Party members, building a clean and strong party organisation.

Improving the leadership capacity and combat strength of Party committees and party cells is a basic and important requirement, and a breakthrough in Party building work; at the same time, it is the responsibility of all cadres, party members and the masses, contributing to making the 4^th Corps’ party clean and strong, successfully accomplishing all assigned tasks.
