Following Uncle Ho’s teaching, 395th Division focuses on improving quality of its party members

Being deeply imbued with President Ho Chi Minh’s teaching: “A strong party is attributed to good party cells. A good party cell is attributed to good party members. To have a good party committee and party cell require good party members,” the 395th Division Party Committee and Command promote their leadership of developing and improving quality of the corps of party members through many synchronous, practical solutions, contributing to building of pure, strong, representative party committees and organisations, capable of leading departments and units to successfully accomplish all assigned tasks.

The 395th Division, 3rd Military Region, is a fully-staffed unit, tasked with combat training and readiness; proactive partipation in preventing and responding to natural disasters, pandemics, and search and rescue; and undertaking other unplanned missions. To successfully complete its tasks, the Division Party Committee and Command lead synchronous execution of solutions, most notably increased quality of the corps of party members. Accordingly, the Division regularly carries out good management, education, training, and assessment of quality of its party members and organisations; associates building of the corps of cadres and party committees with developing leading cadres; and accelerates development of party members to provide the source of cadres for itself and localities where it receives troops. The study and imitation of Ho Chi Minh’s ideology, morality, and style as well as resolutions, directives, regulations, and conclusions of the Party and Central Military Commission (CMC) on party building and rectification, responsibility to set an example, and things that party members are banned from doing in connection with campaigns and emulation movements are carried out closely and effectively. Thus, most of cadres and party members possess political steadfastness, fine dignity, and comprehensive knowledge and skills; always leverage the spirits of solidarity, high determination, and initiative in overcoming difficulties to be ready to undetake and accomplish their assigned tasks.

Currently, apart from numerous advantages, the Division also faces many difficulties during execution of missions, especially the scattering of its units on various types of terrain, including urban, mountainous, and coastal areas; adverse impacts of the market economy; competence and experience of the corps of cadres and party members, particularly the young ones directly responsible for command and control of soldiers; and the growing demand of tasks. To successfully accomplish all assigned tasks, besides synchronous implementation of solutions, the Division Party Committee and Command focus on leading increased quality of its party members, regarding this as a key driver of task completetion.

First of all, it is necessary to promote propagation and education aimed at raising party committees’, organisations’ and leading cadres’ awareness of the role of party members in fulfiling missions of the Division. In fact, the corps of party members, especially those in charge of leadership, command, and control, play a direct role and are key to leadership capacity and combat power of party organisations at the grassroots level as well as task fulfilment of each department and unit. Promoting quality of party members is a vital, regular, continuous mission and responsibility of party committees, organisations, and members. Therefore, party committees and party cells need to further grasp resolutions, directives, and conclusions on Party building and rectification, most notably the Resolution of the 4th Plenum of the Party Central Committee (12th tenure) on building and rectifying the Party and political system, the Resolution No. 21-NQ/TW, dated 16 June 2022, of the Party Central Committee (13th tenure) on building and strengthening grassroots-level party organisations and enhancing quality of party members in the new period, the Conclusion No. 111-KL/QUTW, dated 12 February 2019, of the CMC’s Standing Committee on further improving leadership capacity and combat power of grassroots-level party organisations and quality of cadres and party members in the VPA in the new period, and so on. This will bring about vigorous changes in cadres’ and party members’ awareness of the position and role of the corps of party members, laying the basis for issuing policies and measures and strictly taking steps in accordance with principle of developing, managing, and training the corps of party members. This will also help to thoroughly deal with incorrect understanding and actions concerning this vital work.

Being deeply imbued with President Ho Chi Minh: “To have good party members requires regular education,” the Division Party Committee and Command request party committees and organisations to promote comprehensive education and training of party members both in politics, morality, lifestyle, sense of discipline, knowledge, skills, and experience in solving practical issues, most notably the capacity for command, control, and training of newly graduated officers and young party members. Priorities are given to increased competence of political theory about Marxism-Leninism, Ho Chi Minh’s thought, the Party’s guidelines, the State’s policies and law, missions of the VPA and units as well as enhancement of party members’ revolutionary morality and examplary role anywhere and any time. Importance is attached to development and execution of plans to study political theory and provide in-service training for party members; increased study and imitation of Ho Chi Minh’s ideology, morality, and style in association with the campaign of “Promoting tradition, devoting talent, deserving to be Uncle Ho’s soldiers” in the new period, the Resolution No. 847 of the CMC, and so forth. It is also important to raise the quality of organising practical activities such as combat training and readiness, maintenance of good order and discipline, mission execution in difficult, complex conditions that require major breakthroughs.

Given the high rate of young party members, who are non-commissioned officers, the Division Party Committee and party committees at lower echelons attach importance to enhanced management of party members; alignment between increased quality of admitting party members and reviewing and removing those no longer qualified. On the basis of grasping and strictly complying with Party regulations, rules and instructions on management of party members, each party committee and organisation need to manage party members comprehensively both in political ideology, moralilty, lifestyle, and execution of assigned tasks. It is vital to seriously manage records and timely and correctly supplement party members’ changes; implement the Regulation No. 213-QD/TW, dated 2 January 2020, of the Politburo (12th tenure) on active duty party members’ responsibility to keep regular contact with party organisations and people in their places of residence. Party committees and organisations also have to keep strict control on party members’ relations; maintain regulations on meetings; assign suitable tasks to party members in order to facilitate management; request cadres and party members to constantly review and reflect upon what they have said and done with a view to enabling them to leverage the good and address weaknesses. A current important issue is that party committees and cells need to focus on improving quality of admitting party members; select the best people with political steadfastness, good moral character, sound motive, and high performance at work to the Party. During the selectiion process, it is necessary to strictly comply with procedures, principles, instructions, and rules laid down in the Party regulations, resolving not to sacrifice targets for standards. The whole Party Committee strives to admit 1,450 new party members or more in the 2020 – 2025 term, which contributes to firm maintenance of the rate of leadership and establishment of party committees’ standing boards in fully staffed companies. Additionally, there needs to further grasp and strictly implement the Instruction No. 658/HD-CT, dated 28 June 2021, of the 3rd Military Region’s Political Department on standards and process of reviewing, identifying, educating, helping, and removing the party members, who are no longer qualified.

According to President Ho Chi Minh, “examination serves to inspire and educate party members and cadres to fulfil their duties to the Party, State, and people, thus contributing to strengthening of the Party in ideological, organisational aspects.” To study and follow his ideology, the Division Party Committee requests its party committees and organisations to enhance inspection and supervision, regarding this as a vital solution to increased quality of party members. To carry out the motto: “supervision must be broadened, inspection must have focuses,” contents of inspection and supervision need to concentrate on compliance with the Party regulations, principle of democratic centralism, resolutions, directives, things that party members are banned from doing, and responsibility to set bright examples; task performance, training in moral qualities and lifestyle; implementation of the Resolution of the 4th Plenum of the Party Central Committee (12th and 13th tenures) in association with studying and following Ho Chi Minh’s ideology, morality, and style, resolutely preventing and pushing back degradation in political ideology, morality, and lifestyle as well as signs of “self-evolution” and “self-transformation” within the corps of party members. The implementation process must follow the correct procedure, principles, and democracy, which facilitates timely detection, prevention, and strict punishment of cadres and party members with violations.

Party members of the 395th Division are political nuclei and core force to perform missions. On being deeply imbued with Uncle Ho’s teaching, the Division Party Committee and Command lead and direct synchronous adoption of measures to improve quality of party members, thereby contributing to building a pure, strong, representative Party Committee and a comprehensively robust, exemplary, representative Division, which possess integrated quality and high combat power and are capable of accomplishing all assigned tasks.
