Factory Z131, under the General Department of Defence Industry, was founded when our resistance against American imperialists was in a fierce period. The Factory was tasked with producing ammunition for the B40 anti-tank gun, granates and mines for the battlefields. Despite the difficult conditions and the fierce destruction of the enemy that made the Factory relocate several times, with the spirit of emulation “All for the frontline, all to win”, Factory Z131’s cadres employees did not hesitate about sacrifice and hardship to produce over one million weapons and ammunition products of over 20 categories to promptly supply and support for the South to defeat the American imperialists’ aggression. After 1975, especially when the country entered the period of renovation (Doi Moi), the Factory has both maintained defense production capacity and engaged in economic production to improve the lives of cadres and employees. To fulfil the “dual” task, the Factory has always focused on implementing the Determination-to-Win Emulation movement to become one of the leading units in the emulation movement of the General Department of Defence Industry. For more than half a century of building, fighting, and maturing, the Factory has always excellently completed all the assigned tasks and been given multiple noble awards by the State and the Army.

To make the emulation movement really become a driving force for the unit to fulfill its tasks, the Factory Party Committee and Board of Directors have regularly paid attention to leading and directing closely with the reality. They have strictly implemented the Party's guidelines, the State's policies and laws, and the superior’s directives, resolutions, and instructions on the emulation and commendation work. Importance has been attached to the close leadership and direction over the of emulation and commendation work and the Determination-to-Win Emulation movement, in which the emulation movement is targeted to the fulfillment of all tasks of the units, especially the key tasks and breakthrough stages, such as defense production, implementation of key and important investment projects, improvement of product quality, safety assurance, and promotion of economic production development. At the same time, emulation drives have been well organized with specific goals and targets with focus on key tasks and breakthrough stages to overcome weaknesses in the Party building work and the task of defense production in association with economic development, etc. Based on thoroughly grasping legal documents on the emulation and commendation work and political duties of the unit, the Factory Party Committee has considered the emulation and commendation work and the Determination-to-Win Emulation movement contents in the annual and monthly leadership conclusions. Based on the directions, objectives, and contents determined by the Factory Party Committee, the Party committees and commanders of agencies and plants have researched and developed specific emulation contents, objectives, and targets with measures for leadership, direction, and organization of implementation close to the assigned tasks. Emulation and commendation work has been closely linked with building clean and strong Party organizations and comprehensively strong agencies and units, and the fulfillment of central political duties has been taken as the emulation goal. The Factory’s Council of Emulation and Commendation has been regularly consolidated to ensure its proper components and operations as functioned and regulated, that helps the emulation movement of the Factory be conducted in an orderly and effective manner.

Along with that, the Factory has always focused on propagating, educating, and building the right emulation motivation for all cadres and employees. The Factory Party Committee and Board of Directors have always paid attention to educating awareness and building motivation and determination of emulation for subjects in various forms suitable to each stage associated with political education, traditional education, and legal dissemination. The contents have been focused on popularizing and mastering the views of the Party, Ho Chi Minh thoughts, and the superior’s resolutions and directives, especially Directive No. 34-CT/TW issued on April 7^th, 2014 by the Politburo on “Continuing to renovate the emulation and commendation work” and Directive No. 507-CT/QUTW issued on July 28^th, 2014 by the Central Military Party Commission Standing Committee on “Continuing to renovate the emulation and commendation work in the Vietnamese People's Army” and clarified the purposed, meanings, contents, and goals of the movement and drives launched by all levels and branches. Thereby, strong changes have been created in awareness and sense of responsibility to arouse the self-awareness and creativity of cadres and employees and create a vibrant and spreading emulation atmosphere.

The renovation of organization of activities of the emulation and commendation and the Determination-to-Win Emulation movement to suit the reality has regularly been focused on by the Party Committee and Board of Directors, which contributes to keeping the stability and steady development of the Factory. In that spirit, in recent years, the emulation movement has been implemented by the Factory to adhere to the central political task to be comprehensive, specific, and consistent with the political tasks of each agency and plant in each stage. In the direction of emulation organization in the 2018 - 2023 period, the Factory has determined that the organization of the emulation movements should be associated with promoting the learning and following of Ho Chi Minh thoughts, ethics, and style, the drive entitled “Promoting tradition and dedicating talents to be worthy of Uncle Ho's Soldiers” in the new period, drives of the Party, State, and Army, and local patriotic Emulation movements. The Factory's Determination-to-Win Emulation movement entitled “Unity, innovation, creativity, and determination-to-win” has focused the emulation on building agencies, units, and plants strong in politics, ideology, and organization to fulfill the political duties, create new changes in defense production capacity and economic production, enhance competitiveness and ability of international economic integration, and quickly adapt to market economy and development requirements of military enterprises in the new situation. Emulation movements of the Factory have been implemented regularly, continuously, widely, and in depth. In the implementation, agencies, units, and plants have often renovated the contents and forms of organization, done well the work of building and replicating advanced typical models, and promptly encouraged collectives and individuals with outstanding achievements in the Determination-to-Win Emulation movement to create the driving force for cadres and employees to strive to fulfill their assigned tasks.

The Factory has always attached great importance to detecting, fostering, and replicating advanced typical models to create a spillover effect in the implementation of the Determination-to-Win Emulation movement. Thoroughly grasping and implementing Plan No. 510/KH-CT issued on April 22^nd, 2011 by the Ministry of National Defence on “Building and replicating advanced typical models within the Army” and Plan No. 4237/KH-CT issued on August 8^th, 2011 by the General Department of Defence Industry on “Building and replicating advanced typical models within the General Department of Defence Industry”, the Factory Party Committee and Board of Directors have had several guidelines, creative measures, and effective solutions that are concretized into striving criteria for of cadres and employees. Four stages of detecting, fostering, summarizing, and replicating have been well performed. The detection, selection, and investment in building of “exemplary models” and replication of advanced typical models, including all components, forces, collectives among agencies, units, and production divisions have made positive and comprehensive changes.

The Factory has promoted the roles and responsibilities of the Party committees and commanders of plants and workshops and mass organizations to create the general power to promote the development of the Determination-to-Win Emulation movement. The Factory Party Committee and Board of Directors are always interested in leading and closely guiding the coordination among departments, branches, and unions in inspection and supervision to make the emulation movement develop widely in the whole unit. This is also the basis for the emulation and commendation work to comply with regulations and instructions and ensure democracy, objectivity, persuasion, and encouragement for everyone to enthusiastically establish high achievements in activities and work. During the past time, the major emulation movements and drives, including “Promoting the learning and following of Ho Chi Minh thoughts, ethics, and style”, “Promoting tradition, dedicating talents, deserving to be Uncle Ho's Soldiers” in the new period, “the Military Youth march into science and technology”, “the Youth of the General Department of Defence Industry are pioneering and creative in contributing to the construction and development of the defense industry in the new stage”, “Good labor  and creative labor”, “Workers’ Month”, “The Women of the General Department of Defense Industry are united and creative to fulfill tasks, build happy families, and be worthy of Uncle Ho's Soldiers” etc., have achieved high results. Thereby, it has not only made the Determination-to-Win Emulation movement more abundant and strongly developed but also contributed to improving the material and spiritual life for cadres and employees and building the Factory’s strong organizations.

To fulfill the assigned tasks, Factory Z131 continues to promote the Determination-to-Win Emulation movement to new heights to create a driving force for building comprehensively strong and units and bring the Factory to new height of steady development in the new stage.
