Together with the Naval Party committees, the Logistics Bureau has implemented the Resolution of the 4th Plenum of the Central Party Committee (12th tenure) on building and streamlining the Party via various practical, focalized solutions, and initially achieved important results.
The Naval Logistics Party Committee has a large number of Party members, with various types of Party organizations and large-scale activities; logistics insurance is difficult and complicated, especially for the units performing tasks at sea. Adopting instructions and plans on the implementation of the Resolution of 4th Plenum of the 12th Central Party Committee (hereafter the Resolution No.4 for short), the Bureau Party Committee has focused on directing the Party organizations to carry out the Resolution in high, persistent spirit and political responsibility to create a positive change in educating Party members and building a clean and strong Party Committee and Bureau.

First of all, the Bureau Party Committee commanded the entire Party Committee to raise awareness of the threats including the degradation in ideology, politics and lifestyle, "self-evolution", "self-transformation" (27 signs); to thoroughly understand the objectives, viewpoints and solutions with the aim of effectively preventing and tackling them. At the same time, it held the meetings of self-criticism and criticism in accordance with regulations, order and guidance of the functional offices. In the spirit of facing the truth, the Bureau Party Committee accurately evaluated the situation, ensured honesty and objectivity; closely observed the signs of degradation pointed out in the Resolution, particularly strengths, weaknesses, causes and proposed solutions in shortest time as possible. Based on the review, the Party Committee (Standing Committee) and the Bureau Party Committee members were politically consistent under any circumstances; maintained the principle of leadership, democracy, solidarity and unity; had appropriate working styles; suggested effective measures to build the Party as well as to train cadres and Party members. There was no sign of ideological, moral and lifestyle degradation and internal "self-evolution", "self-transformation". The Bureau Party Committee also took the initiative in properly advising the Naval Party organizations, the Naval High Command and the General Department of Logistics on the field of naval logistics. Meanwhile, it ensured adequate and timely logistics for training, maneuvers, combat readiness and tasks, especially for the forces in Spratly Islands, DK1 rigs, submarines, Naval Air-forces, oil and gas exploitation, search and rescue, while focusing on the quality of nurturing the soldiers, maintaining military healthcare, salary, equipment and production, etc.
However, there were still limitations in implementation. Particularly, letters of complaint still existed in some units due to improper ideological management and resolution; self criticism and criticism were sometimes not strong enough; some Party committees and organizations didn’t actively improve the quality of meetings and study, etc. Based on the review, the Bureau Party Committee asked the Party organizations of all levels and each individual to seriously recognize shortcomings and propose specific measures, with the aim of ensuring practical and effective implementation of the Resolution No.4.
In order to successfully conduct the Resolution No.4, the Bureau Party Committee attached the importance to building strong and pure party organizations. All Party organizations in the Bureau focused on maintaining military regularity, education, self-criticism and criticism; regularly renewing working style; raising the leadership capacity and combat strength, taking the quality of issuing resolutions, the spirit of self-criticism and criticism as breakthroughs in dealing with the shortcomings. Other focuses were to strictly follow the principles of democratic centralism, collective leadership and personal responsibility, and to strengthen the solidarity and unity within Party organizations in parallel with adjusting regulations on leadership in key aspects. Besides, specific regulations of organizing meetings, visiting units, using funds, State vehicles, petrol and oil, electricity; saving; preventing bureaucracy, corruption and waste, etc. were also introduced. At the same time, Party organizations at all levels were directed to review the Party Central Committee’s Secretariat’s Directive 10-CT/TW on "Renovating the contents, improving the quality of Party meetings", the Resolution of the 3rd Plenum of the Central Party Committee (8th tenure) on "Staff strategy in the period of national industrialization and modernization" and five-year implementation of Resolution 513 released by the Standing Committee of the Central Military Commission on " Military financial tasks by 2020 and coming time”. Meanwhile, it was important to closely associate the implementation of the Resolution No.4 with that of the 12th Politburo's Directive 05-CT/TW on studying and following Ho Chi Minh’s ideology, morality and lifestyle and the campaign “Uphold traditions, devote talents, deserve to be Uncle Ho’s Soldiers”. Thereby, it helped improve the Party building, raise cadres and Party members’ awareness and responsibility, especially the Party committees and leaders.
Building a comprehensively strong contingent of cadres and Party members was particularly important, which determined the effectiveness of implementing the Resolution No.4. Accordingly, there were no signs of degradation, "self-evolution", "self-transformation"; yet, some cadres didn’t set typical examples in their speech and work, lacked efforts in training and working, revealed signs of moral and lifestyle violation, etc. To overcome those limitations, the Bureau Party Committee concentrated on directing the Party organizations to manage and foster qualifications, morality and working style by cadres and Party members. The focus was to strictly implement the Politburo’s Regulation 01-QD/TW (11th tenure), the Resolution 646-QD/QUTW of the Standing Committee of the Central Military Commission on "Responsibility of cadres and Party members to set examples, especially leaders at all levels”, to raise the quality of cadres, particularly logistical and medical officers and leaders, to properly amend and supplement the regulations on leadership over the personnel work. The Party committees at all levels strictly implemented cadres’ promotion, appointment, transfer and rotation in the direction of democracy for the sake of improvements in cadres’ training, while creating favorable conditions for qualified cadres and young ones to improve themselves, thereby ensuring their continuous inheritance and development. Assessment of cadres was to ensure justice, objectivity, anti-factional and negative signs. Furthermore, the Party committees resolutely dismissed those who were incompetent, immoral and failed to fulfill their tasks. The implementation of the Resolution No.4 was set as an important criterion for evaluating, and ranking organizations and individuals. Thereby, it helped improve the cadres’ quality, and build strong Party organizations and comprehensively strong units as well.
Moreover, the Bureau Party Committee strengthened the inspection and supervision and prevented internal "self-evolution", "self-transformation" in time. Based on the regulations and guidelines, especially the weaknesses in each unit, it instructed the Party committees at all levels to foster inspection and supervision. The focus was placed on the performance of assigned tasks, the observance of law and military discipline and unit regulations, the maintenance of morality and lifestyle, signs of weaknesses, etc. The results encouraged the process of preventing the violations and improving Party committee and leaders’ awareness and responsibility in cadres’ management and Party building. In 2017, the Bureau Party Committee inspected 6 Party organizations and 133 Party members. Among them, the Bureau Party Standing Committee inspected the Department of Barracks and 4 cadres in charge; the grass-roots level Party committees inspected 5 Party cells and 13 key cadres seriously and tightly to help them overcome weaknesses, ensuring practical implementation of the Resolution No.4 in Naval Logistical Party Committee.
In terms of supervision, the Bureau Party Standing Committee supervised the Warehouse 711 and two cadres in charge; the grass-roots level supervised 5 Party cells and 10 key Party cadres. For the all- level inspection committees within the Bureau, four cells were inspected on the tasks of inspection, discipline maintenance, and Party fee collecting and spending. Five others were supervised for implementing democratic regulation, building strong and pure Party organizations, maintaining morality and lifestyle, studying and following Ho Chi Minh’s ideology, morality and lifestyle. By doing so, it kept raising Party and inspection committees’ awareness and responsibility towards leading, directing and organizing the work of inspection, supervision and discipline management within the Bureau Party Committee as well as the task of effectively implementing the Resolution No.4.
In the coming time, the Party Committee of the Naval Logistical Party Committee continues to speed up building and streamlining the Party, training cadres and Party members in the spirit of the Resolution No.4, contributing to raising leadership and combat capacity of the Party organizations, making the Bureau Party Committee strong in terms of politics, ideology, organization and morality, without signs of "self-evolution", "self-transformation", successfully fulfilling the Naval logistical tasks.
