Cam Thuy district builds a solid and stable defensive zone

Over the past years, in addition to boosting its socio-economic development, Cam Thuy district, Thanh Hoa province has attached great value to performing the local defence-military work and especially building an increasingly solid and stable defensive zone via many appropriate, effective solutions.

Cam Thuy is a midland district located in the Northwest of Thanh Hoa province with important water and land traffic lines, such as Ho Chi Minh Road, international transportation route No.271, and Ma River; over 70% of its area is mountainous; its terrain has many caves and heights of tactical values. The district holds a position of importance to the defensive posture of the province and the Military Region 4. Over the past years, in spite of efforts, the district’s economic growth rate has been low, and the people’s life, particularly in remote, isolated areas has been in difficulty. In its area, crime of all types, particularly narcotic trafficking, possession and use and illegal religious activities has been very complex. That situation has necessitated the district building a strong and stable defensive zone, with a focus on building the all-people national defence and the posture of all-people national defence in line with the posture of people’s security, maintaining political security and social order, and facilitating its socio-economic development.

Building a strong and stable defensive zone is the strategic, urgent, and long-term task and the responsibility of the whole political system and all people. Comprehending that and basing on the attained results and experience, the district has concentrated on enhancing the efficiency and effectiveness of leadership and direction by all-level party committees and authorities over this important task. Grasping resolutions and directives on building defensive zones, particularly the 10th Politburo’s Resolution 28-NQ/TW, the Government’s Decrees 152/2007/NĐ-CP and 02/2016/ NĐ-CP on building defensive zones and the Action Program 71-CTr/TU, dated September 30th 2009, by Thanh Hoa Provincial Party Committee on building a solid provincial defensive zone in the new situation, the district’s Party Committee issued the Program to execute the Resolution 28 and many resolutions, directives and plans to lead and direct the performance of the local defence-military work and the building of a defensive zone in accordance with the district’s particularities. Accordingly, party committees and authorities from district to commune levels have closely, comprehensively directed the building of the defensive zone and encouraged the participation of the entire political system and all forces with the military and public security offices playing the core role in counselling and guiding the implementation process. Components of the defensive zone, particularly the Steering Board, the Supply Council, and the regulations and mechanisms for the building and operation of the defensive zone has been regularly consolidated, supplemented, completed and put in order.

To meet the increasingly higher requirements and promote the synergy of the whole political system and all people in the building of the defensive zone, the district has stepped up the work of defence and security propagation and education for people from all walks of life, particularly leaders of the political system, ethic people, religious followers, and those living in the remote, isolated areas. Since 2008, the district has provided defence and security education for thousands of cadres, hundreds of religious dignitaries and tens of thousands of students, thereby raising their awareness and responsibility towards the building of defensive zone in the area.

Building political, economic, military potential to be readily transformed into sources of strength to serve the defence-military missions represents the core in the building of a defensive zone. Perceiving that, the district has further combined socio-economic development with defence-security consolidation, built the all-people national defence and the posture of all-people national defence in line with the posture of people’s security, and constructed the defensive zone’s potential and posture, with a focus on the posture of “people’s hearts and minds” and the defensive zone’s military posture. To improve the politico-spiritual potential of the defensive zone, the district has directed all-level authorities and sectors to encourage democracy, build cultural hamlets, villages and residential areas, grasp and settle the people’s legitimate aspirations, support religious organizations, and cement the solidarity between believers and unbelievers as the basis for building an increasingly solid defensive zone. Moreover, it has ordered all-level party committees to enhance the quality of the political system, build pure, strong party organizations and comprehensively strong localities, multiply the models of comprehensively strong communes and wards, promote the work of internal political protection, and maintain political stability at grass-roots levels.

Cam Thuy district has a water and land traffic system across important urban and economic zones of both Thanh Hoa province and Laos. It also has many tourist attractions, such as Cua Ha cave, Dragon Pagoda, Mau Pagoda, Cam Luong Spring. All of which provide a favourable condition for the district to boost its socio-economic development and the investment in tourism. Over the past years, the district has established many proper mechanisms, policies and legal corridor for attracting the investment of all economic sectors and resources in socio-economic development, thereby creating material resources in the defensive zone. Priority has been given to infrastructure and dual-use projects, particularly roads and constructions to serve the people’s life and facilitate economic development and connect regions within the defensive zone. Over the past years, the district has encouraged the extension of industries which it has potential to establish production zones on various scales in order to promote economic development and well manage the on-spot labour force to build the militia and self-defence force and the reserve force.

Besides, the district has attached great importance to sustainably developing tourism; investing in the modern, extensive systems of health and telecommunications; to developing agriculture in order to maintain food security; to protecting the forests and managing the exploitation of mineral resources so as to preserve the terrain and heights of tactical value; to ensuring telecommunications for combat and rear bases and key defensive areas. Advocating the guideline on “not boosting economic development at any rate”, the district has directed the Military and Public Security offices to appraise and closely supervise the socio-economic development projects and plans in the area, particularly in key zones, resolutely avoiding letting economic development affect national defence and security. Accordingly, the district is built into 4 economic-defence and security clusters which are also 4 combat clusters and greatly contribute to building the defensive zone’s potential and posture. Thanks to its resolve, the district has gained achievements in socio-economic development and the people’s improved living standards.

Building the military potential plays the core role in the defensive zone. To that end, the district has focused on making the local armed forces comprehensively strong, first and foremost making them politically strong. Over the past years, the district has adopted measures to build a strong active force comprehensively, enhance the capability of local party committees and authorities in counselling the defence-security work. At the same time, it has grasped and well executed the Project 4447/ĐA-UBND, dated December 26th 2012, by the Provincial People’s Committee on building the militia and self-defence force and the reserve force, ensuring that they have proper structure, high quality, and political reliability. Up to now, the district has managed to staff 97% of the reserve units while the number of members of the militia and self-defence force has accounted for 1.54% of its population, and the rate of party members within this force has been nearly 26%. Those factors have directly helped improve the strength and potential of the district’s defensive zone.

In addition to building the forces, the district has actively made plans and investments in the defensive zone’s inter-connected, solid military posture. Under the Project on building the defensive zone in the 2011-2020 period, the district has directed the Military office to cooperate with competent offices in planning the disposition of components of the military posture, such as combat and rear bases as the basis for the construction. At the same time, it has directed localities to make reviews and closely manage national defence works and the system of natural caves, protect the positions of military value, and make a list of national defence works to be constructed.

In spite of economic difficulties, over the past years, the district has actively mobilized resources and allocated the budget to gradually building the military posture, with emphasis placed on upgrading the existing caves and building solid defensive works, such as headquarters tunnel and air defence battlefield. Up to now, the district has transformed 8.2 hectares of land into national defence-security land to build a general training ground and upgraded 3 caves and several essential works for the defence situations.

Furthermore, due attention has been paid to improving the quality of operation of the defensive zone. Under the district’s direction, the Military and Public Security offices have regularly maintained the order for combat readiness; proactively developed, completed and practised the defensive zone’s combat determination and projects as well as the plans for natural disaster prevention and control and search and rescue; strictly executed the Regulations on coordination under the Government’s Decree 77/2010/NĐ-CP. The district has also directed sectors to review and formulate the plans for defence mobilization in a feasible manner, while attaching significance to well holding district-level defensive zone exercises and commune-level combat exercises in the economic, defence, and security clusters. Those exercises have contributed to perfecting the mechanisms and regulations for the operation of the defensive zone, enhancing the all-level party committees and authorities’ capability in leadership, direction and operation as well as the forces’ capability to deal with defence and security situations, thereby avoiding falling into passivity.

Grasping the Party’s guidelines, Cam Thuy district will continue to step up the Program to implement the Resolution 28-NQ/TW in line with the Resolution of the 11th Party Central Committee’s 8th Plenum on the strategy for Homeland protection in the new situation and Vietnam’s National Defence Strategy, whilst striving to build an increasingly solid and stable  defensive zone and make the district economically powerful and firm in defence and security, making contributions to the cause of building and defending the Homeland of socialist Vietnam.
