As the core forces in building the all-people defence, over the years, the Capital's armed forces have always been paid much attention and cared by Hanoi Party Committee and People's Committee to building comprehensive strength, particularly in politics, to serve as a basis for improving the overall quality and level of combat readiness to meet the requirements and task of firmly protecting the Capital in all situations.

To build the Capital’s armed forces strong, deeply grasping the Party’s military and defence lines, over the years, the Capital Military Party Committee and High Command have advised the City Party Committee and the People’s Committee to promulgate several documents to lead and direct the defence and military work and building of the armed forces; coordinated in advising on the issuance and effective implementation of City Party Committee’s Program No.05-CTr/TU on "Strengthening defence and security to ensure social order and safety for the new situation in the 2016 - 2020" period and Program No.09-CTr/TU  on "Strengthening defence and security potentials to maintain political security stability, social order, and safety of the city in the 2021 - 2025 period"; promoted the core role in building the all-people defence, especially a firm municipal defensive area; and organised and directly participated in the drills (Hanoi is the first locality in the country to conduct civil defence drills under the Government's Decree No.02/2014/NĐ-CP) to achieve practical results.

Thanks to the superiors’ regular attention and care in building, most of cadres and soldiers of the Capital's armed forces have always shown their firm political courage, steadfastness in Marxism-Leninism, Ho Chi Minh's thoughts, and the goal of national independence and socialism and absolute loyalty to and belief in the leadership of the Party; maintained and promoted the qualities of "Uncle Ho's Soldiers" and "the Capital’s Soldiers" in the new period; had revolutionary soldiers’ ethical qualities and pure lifestyle; high vigilance in struggling to defeat the plots and tricks of "peaceful evolution" of hostile forces; not degraded in political thoughts, ethics, and lifestyle and had expressions of "self-evolution" and "self-transformation" and been ready to receive and fulfill all assigned tasks.

Facing the increasing requirements of the task of defending the Fatherland and protecting and developing the Capital to deserve the trust of the local Party committees, authorities, and people, the Capital's armed forces continue striving to build their comprehensive strength, uphold their exemplary role to act as the core in performing military and defence tasks and building the all-people defence and firm defensive area. Accordingly, in the coming time, the Capital Military Party Committee and High Command will focus on leading and directing the implementation of the solutions as follows:

Firstly,  to focus on building the politically strong Capital's armed forces to serve as a basis for improving the overall quality and combat power to meet requirements and tasks in the new situation. Thoroughly grasping and implementing the Party's guidelines and viewpoints on military, defence and Fatherland protection tasks, the Capital Military Party Committee and High Command continue implementing the Scheme on "Renovating the political education at the units in the new period”; improving the quality of political education and law dissemination to make cadres and soldiers’ steadfast in politics and absolutly loyal to the Fatherland, the Party, the State and the People, ready to protect the Capital in all situations; stepping up the work of communication and propagation on military and defence tasks, the Army’s traditions, good nature of "Uncle Ho's Soldiers", and cultural beauty of the Capital's Soldiers; effectively implementing the Scheme entitled “The Army prevent and fight against "peaceful evolution" in the field of ideology and culture”; actively fighting against false and hostile views to maintain political orientation, especially on complex and sensitive issues, create consensus and unification, not letting bad objects  distort, agitate, and entice, and maintain the Party's ideological battleground in the Capital's armed forces; and effectively implementing the Drive entitled “Promoting traditions and dedicating talents to  be worthy of "Uncle Ho's Soldiers" in the new period” in association with promoting learning and following Ho Chi Minh's thoughts, ethics, and style.

Secondly, to regularly focus on consolidating the organisation, staffing, and building of the armed forces with reasonable quantity and high quality. Thoroughly grasping and implementing the Resolution of the 13^th Party Congress and Resolution of the 11^th Military Party Congress, the Capital Military Party Committee and High Command focus on leading the building of the standing force towards "elite, compactness, and strength", particularly elite and compactness in the High Command departments to ensure work quality and efficiency; give priority to the staffing of units on duty of training and combat readiness and military agencies of districts and towns. The adjustment is carried out regularly to ensure compliance with requirements, tasks, organisational structure, and reasonable staffing with high overall quality and combat power, suitable for existing weapons and technical equipment. For the militia and self-defence forces, they are built towards "strength and widespreading" with high political quality in accordance with the law and in line with the actual situation of the Capital. To meet the requirements and tasks, in the coming time, the High Command will step up innovation and improvement of the operational quality of the militia and self-defence forces; develop the standing militia force in the inner districts; and research and organise the self-defence force in non-state enterprises, etc.

Thirdly, to renovate and improve the quality of training and drills. To continue renovating training contents and methods as specified in Resolution No.765-NQ/QUTW of the Central Military Commission and Resolution No.939-NQ/ĐU of the Capital Military Party Committee on "Improving the quality of training in the 2013 - 2020 period and beyond”; focus on breakthroughs in "Training of elite standing forces". In training, to consider cadre training as the key to gradually raise the level of commanding  organisation, management ability, and training capacity for staff at all levels and associate military training with political education and law and discipline observance. To train standing forces with high technical and tactical qualifications, professional skills, and creative thinking capacity; attach importance to synchronous and intensive training to be close to actual combat conditions; train in mastering weapons and equipment, especially modern and new-generation ones; build and perfect the training management and administration mechanisms towards "concentration, unity, synchronisation, efficiency, and overlapping avoidance"; and strengthen physical training to improve endurance and mobility of soldiers. To renovate and improve the quality of training of militia and self-defence and reserve forces and combine training with rehearsals of combat plans for protection of targets and maintenance of political security, social order, and safety. To improve the quality of training towards "science, effectiveness, and timeliness" and increase the application of information technology in training, drills, contests, and competitions.

Finally, to strictly maintain the regular orders and observance of the Army's disciplines and the State's laws. Breakthroughs in regularity building, law and discipline observance, and military administrative reform are important contents identified by the Capital Military Party Committee and High Command to build the strong armed forces. Accordingly, the agencies and units continue strictly maintaining the daily and weekly orders and regimes, especially the break hours and days off. To continue well implementing Directive No.103/CT-BQP issued on November 28^th, 2019 by the Minister of Defence on strengthening the management, education, and observance of law and the Army’s disciplines. To actively implement the plans for build strong, exemplary, typical, and safe units within the Vietnam People's Army; firmly grasp the situation of the units, especially thoughts and social relationships of soldiers; take measures to educate, prevent manifestations of disciplinary violations, and minimise serious disciplinary violations to avoid unsafe incidents due to subjective errors when participating in traffic, etc.

In the face of the new requirements of the cause of construction and protection of the Fatherland and defence and development of the Capital, cadres and soldiers of the Capital's armed forces vow to be united and creative, inherit and promote the Capital's thousand-year-tradition, the tradition of "Sacrifice for the Fatherland’s immortality", and strive to overcome difficulties and be determined to successfully organise the performance of military and defence tasks to contribute to the construction and defence of Hanoi Capital of peace for development, prosperity, civilisation, and modernity.
