Brigade 172 is a surface ship fleet of Naval Region 3, stationed in Son Tra district, Da Nang city. This area is seeing fast socio-economic growth rate, but there are also potential factors that negatively affect the ideological management and discipline training of the Unit. To complete the assigned tasks, the Party Committee and commandant of the Brigade focus on leading and directing the implementation of all aspects of work, in which, legal dissemination and education is identified as an important solution to raise awareness and adjust observance of law and military discipline of officers and soldiers, contributing to reducing breaches of law and discipline, building an all-strong, "exemplary and typical" Brigade, successfully completing all assigned tasks.
First of all, the Brigade strengthens leadership and direction for legal dissemination and education. Party committees and commanders of the brigade focus on raising awareness for its subordinate Party committees and commanders about the position and importance of this work, to make them realise the organic relationship between raising the legal awareness and level and the observance of State law and military discipline of cadres and soldiers. As a result, they will consider legal dissemination and education a regular job, the key leadership content in the regular resolutions of the Party committees and organisations at all levels. The Party Committee of the Brigade requires that each party committee properly assess the current situation, determine appropriate leadership policies and measures, focusing on completely solving the weak points in the work; the plans of the units clearly define the specific purposes, requirements, content, and time for each object for consistent implementation; at the same time, bring into play the role of organisations and forces to create synergy in legal propaganda, dissemination and education.

Secondly, bring into play the role of the Council for coordination in legal dissemination and education in advising, guiding and implementing in association with improving the level of the legal reporters and propagandists. Sticking to the reality of its mission, the Brigade regularly strengthens the Council for coordination in legal dissemination and education, and issue operating regulations with specific functions and tasks. Annually, the Council assumes the prime responsibility for formulating and promulgating the Work plan of legal dissemination and education which clearly defines purposes, requirements, necessary content, and attaches responsibilities of each subject in the implementation at each stage and step. Every month, it coordinates with agencies, especially the political department, to timely advise the Party Committee and command of the brigade to thoroughly organise legal propaganda, dissemination and education activities in the unit.
Along with that, the selection and fostering of a team of legal reporters and propagandists were attached with special importance by the Brigade. Accordingly, this contingent is selected from the staff who have received basic training and have pedagogical aptitude, good achievements from competitions. They are also junior commissars, political lecturers, good propagandists and reporters, etc. Then, they are trained to have their expertise and skills improved and acquire basic legal knowledge. They regularly participate in briefings to grasp the situation of political security, social order and safety in the area where the unit is stationed. As a result, the they have seen progress in all aspects, mastering the content, having creative and appropriate methods, always upholding responsibility, enthusiasm in performing tasks, and being exemplary in studying and obeying law and discipline for officers and soldiers of the unit to follow. At the same time, they are also the ones who supervise the discipline learning and observance in the unit; promptly advise the Party committees and commanders at all levels to take appropriate and effective measures to lead, direct and implement this work.
Thirdly, focus on renovating contents, programs and methods of legal propaganda, dissemination and education suitable to each object. Along with implementing the content of legal propaganda, dissemination and education according to the regulations and instructions of the superiors, basing on the assigned tasks and the actual situation, the Brigade selects and supplements other contents according to the requirements of the task of each unit, suitable to the nature and characteristics of each subject. The supplemented content focuses on new laws and legal documents; command and regulation of the Army; directives, guidelines and regulations of the Ministry of National Defence and the Navy on the management and maintenance of discipline, law and safety in the Army. In particular, from the superior’s announcement of the situation of legal and discipline observance, every month, the Brigade compiles material to educate and orientate thinking and discipline for its subjects.
Finally, closely combine legal propaganda, dissemination and education with improving the efficiency of formality construction, discipline management, and promoting the emulation movement in agencies and units. The Party Committee and commander of the brigade promoted the synergy of organisations and forces; combine propaganda and education with administrative measures; closely combine legal propaganda, dissemination and education with improving the efficiency of regularity construction, management, and discipline maintenance. In addition to maintaining strict implementation of the regimes, routines of living, studying, and working, renewing working habits, methods and styles, the brigade promotes the construction of "regular and exemplary ships"; in which, raising awareness of legal and discipline observance in performing tasks is one of the important criteria.
The brigade focuses on integrating legal dissemination and education in activities, training tasks, combat readiness, field training, mass mobilisation work, etc. in combination with the movements, such as: studying and following Ho Chi Minh's thought, morality and style; "Managing and exploiting weapons and technical equipment well, durably, safely, economically and traffic safety"; “Building a good, healthy and rich cultural environment in the Army”, etc. At the same time, it directs its agencies and units to regularly organise effective activities of clubs, such as English clubs, scientific research clubs, etc., to create many useful and healthy playgrounds, contributing to minimising the risk of breaching military discipline.
Through creative ways and efforts and perseverance, the Brigade has seen much progress in legal and discipline observance. Its common disciplinary violation rate decreased to below 0.05 %, without serious disciplinary violations, unsafe incident in training and traffic. That result has contributed to building an all-strong "exemplary and typical" brigade, successfully completing all assigned tasks. In 2021, the Brigade was awarded the Emulation Flag by the Ministry of National Defence. This is the premise for the Brigade to continue promoting legal propaganda, dissemination and education in the coming years, contributing to improving its overall quality, combat strength, and successfully completing the assigned tasks, beautifying the tradition of the Heroic 172nd Brigade.
