In order that the 11th Politburo’s Directive No.3 on continued acceleration of studying and following Ho Chi Minh’s moral example could be absorbed into awareness and actions of every cadre and soldier of the armed forces of the Province, the Military Party Committee and the Military Command of Bac Giang Province have taken a number of practical measures in company with periodic, annual action plans. They have also directed organs and units to closely link the implementation of the Directive No.3 with that of the Central Resolution No.4 (11th tenure) on Party building and the Campaign “Promoting tradition, devoting talent, deserving to be Uncle Ho’s Soldiers”, stepping up the Determined to Win Movement, campaigns, and other movements launched by organizations and forces to achieve high efficiency.

The armed forces of the Province are now implementing the 12th Politburo’s Directive 05-CT/TW dated May 15th 2016 on “Acceleration of studying and following Ho Chi Minh’s thought, morality and lifestyle” in line with the implementation of the Resolution of the 12th National Party Congress. To make the Directive No.5 practically effective, party committees and commanders of organs and units in the armed forces of the Province focus on the following fundamental measures:

First, thoroughly grasping the importance of the implementation of the Directive No.5. It is necessary to make every cadre and soldier fully understand that implementing the Directive No.5 will make contributions to building and strengthening ideological ground and moral values. It is also an important content in the task of Party building and adjusting, making contributions to building a politically, ideologically, organizationally, morally strong Party and a qualified, moral cadre staff meeting the requirements of their assigned tasks; preventing and pushing back degradation in political ideology, morality and lifestyle, the acts of corruption, wastefulness, bureaucracy, and the manifestations of “self-evolution” and “self-transformation”. In this regard, it is important to make cadres, party members and ordinary people fully aware that the focus of the implementation of Directive No.5 is to study and follow Ho Chi Minh’s thought, morality and lifestyle, taking the self-awareness as the main one. Studying, thoroughly grasping, disseminating Uncle Ho’s thought, morality, and lifestyle must be held frequent, constant, and systematic by various vivid, interesting forms, close to reality of each organ, unit and locality.

Second, it is necessary to identify that the implementation of the Directive No.5 is an important and frequent political task which should be closely led and directed. Accordingly, units should put the implementation of the Directive No.5 into their action plan to realize the Resolution of the 12th National Party Congress, resolution of the party committees, and regular party meetings, to attach it with the implementation of campaigns, the Determined to Win movement and their political tasks and the settlement of pressing issues in their units.

Third, frequently reviewing, supplementing and completing standards for thought, morality and lifestyle in light of the Directive No.5. Grasping its general purpose, significance and standards, party committees and commanders at levels should direct units and individuals to set criteria and standards relevant to their characteristics, functions, and tasks. Quarterly and annually, party committees and commanders at levels should review, supplement and complete the standards to meet the requirements of reality. According to the drawn-up plan, there should be a review to evaluate the results and shortcomings, then propose measures; taking the results of the implementation of the Directive No.5 as an important content for task performance evaluation of each individual and unit.

Fourth, successfully implementing the guideline: superiors do first, inferiors follow; studying must be linked with following, with a focus on concrete actions in leadership, direction and implementation. In the implementation process, units should combine “building” with “fighting”, taking “building” as the core. Meanwhile, they should also resolutely fight wrongful viewpoints, distortions, degradation in political ideology, morality and lifestyle, and acts of bureaucracy, corruption and wastefulness. It is necessary to attach great importance to applauding, rewarding and multiplying typical examples in following Ho Chi Minh’s thought, morality and lifestyle.

Fifth, strengthening inspection and supervision, focusing on the implementation of action plan of cadres, party members and ordinary people. In addition to planned inspection and supervision, it is important to carry out inspection and supervision of cadres, party members and ordinary people being suspected of violation of discipline and units with long-lasting weaknesses, proactively detect and timely rectify thoughts and actions deviating from Ho Chi Minh’s thought, morality and lifestyle.

The armed forces of Bac Giang province have synchronously adopted the above-mentioned measures to bring the Directive No.5 into life and practice of cadres, party members and ordinary people, expressing affection and a high sense of responsibility for the Party and beloved Uncle Ho, making contributions to building pure, strong Provincial Military Party Committee and comprehensively strong armed forces of the Province, successfully fulfilling the military and defence task.
