Air Defence Brigade No. 226 implements Directive No. 5 by the Politburo
With proactiveness and a high sense of responsibility, Party Committee and Commandants of Air Defence Brigade No. 226 (hereinafter the PCAB and CAB) under the 9th Military Region have always concentrated their leadership and directions on implementing the Directive No. 5-CT/TW by the Politburo through specific and practical deeds, thereby creating a complete transformation in awareness and moral standards and lifestyle and working style amongst cadres, party members and soldiers, and contributing to building the strong and clean PCAB and comprehensively strong Brigade, successfully completing assigned missions.
Fully conscious of the great meaning and importance of executing Directive No. 5-CT/TW by the Politburo (12th tenure) (hereafter the Directive) on accelerating the study and following of Ho Chi Minh’s thought, morality, and lifestyle, the PCAB and CAB have thoroughly grasped and seriously implemented this Directive via practical contents and methods in line with their missions and particularities. As regards the following of Ho Chi Minh’s thought, morality and lifestyle, the PCAB has striven for a real breakthrough in enhancing the quality of training and combat readiness, maintaining discipline, strictly abiding by leadership principles and regulations via a consistent motto of combining the implementation of Directive No. 5 with that of Resolution of the 4th Plenum of the Party Central Committee (12th tenure) on Party building and rectification and the Campaign “Promoting traditions, devoting talents, and deserving to be “Uncle Ho’s soldiers”. The PCAB and CAB and their affiliates have fully perceived the contents of studying and emulating Uncle Ho’s thought, and concretized them into their own units’ resolutions and action programmes, thereby rendering the majority of the Brigade’s cadres and party members aware of the meaning and significance of cultivating morality and lifestyle through studying and emulating Uncle Ho’s thought, morality and lifestyle, and upholding party members’ pioneering role in building strong and clean party organizations and comprehensively strong offices and units. The Brigade’s soldiers have been acutely aware that the study and following of Ho Chi Minh’s thought, morality, and lifestyle is indicative of their sentiment and sense of responsibility towards the Party and beloved Uncle Ho, thus internalizing those values with their self-reliance and originality.
Yet, carrying out plans for studying and following Ho Chi Minh’s thought, morality, and lifestyle is not thorough and somewhat a formality, as evidenced by passive inspection and supervision and outdated propagation forms and contents. Hence, for the sake of greater uniformity and effectiveness, the PCAB and CAB have determined to take synchronous measures to achieve a fundamental transformation in awareness and action amongst organizations and soldiers whilst putting great store by addressing limitations on training and combat readiness missions. To this end, the focus should be on some following contents.
First, pressing ahead with the work of propagation and education on the role and new contents and targets of implementing the Directive to motivate every organization and individual to study and emulate Ho Chi Minh’s thought, morality and lifestyle. All-level party committees and commandants need to properly comprehend Ho Chi Minh’s thought on reforming working style and on a moral example of sacrificing his entire life for the country and the people’s interests whilst clearly identifying manifestations of political, moral and lifestyle degeneracy amongst cadres, party members and the masses as well as artifices and stratagems of “peaceful evolution” and “self-evolution” and “self- transformation” by hostile forces. In addition, offices and units attach great importance to diversifying education and propagation forms and methods, and incorporating the contents of studying and emulating Ho Chi Minh’s thought, morality, and lifestyle into daily activities and meetings. For the sake of greater efficiency, units need to hold contests, forums, and dialogues on Ho Chi Minh’s thought, morality, and lifestyle and the contents of deserving to be “Uncle Ho’s soldiers - superb Air Defence and Air Force soldiers”, thereby enabling the Brigade’s cadres and party members to be acutely aware of the values of Ho Chi Minh’s thought, morality, and lifestyle, and priding themselves on being heroic Air Defence and Air Force soldiers, and creating a foundation for their sense of self- improvement.
Second, promoting party committees and key cadres’ leadership and directive role and example-setting responsibility. Grounded on common moral standards, the PCAB has directed its affiliates to selectively include practical contents into plans for studying and following via specific and highly feasible criteria. Key cadres at all levels need to uphold their example-setting and pioneering responsibilities in line with “4 building and 6 fighting” (*). Party members need to focus on promoting their political, moral, and lifestyle virtues and professionalism, matching their words with their action, and attaching themselves to the masses. The PCAB demands that every cadre and party member pioneer the effective implementation of the Party’s directives and resolutions, especially party committees and cells’ ones; match their words with their actions and fight manifestations of mediocrity. In the process, every cadre and party member draw up their emulation plans with constructive comments given by their party cells; party committees and cells conduct the work of inspection and supervision over party members’ record on registered contents. Offices and units take the performance of studying and emulating Ho Chi Minh’s thought, morality, and lifestyle as a yardstick for the work of annual emulation and commendation and personnel appraisal and appointment.
Third, accelerating emulation movements for studying and emulating Ho Chi Minh’s thought, morality, and lifestyle. In the process, the PCAB has directed its affiliates to synchronously adopt political, ideological, and organizational measures, to combine the execution of the Directive with that of the Campaign “Promoting traditions, devoting talents, and deserving to be Uncle Ho’s soldiers - superb Air Defence and Air Force soldiers”. Party committees and commandants at all levels need to properly conduct emulation and commendation work for collectives and individuals with outstanding mission performance. The work of emulation and commendation should be in conformity with higher echelons’ regulations with an emphasis on outstanding units in direct charge of combat readiness mission. The PCAB has instructed its offices to carry out the movement entitled “right and effective counselling, concrete guidance, tight inspection, and swift administrative reform and affair handling” whilst directing its units and mass organizations to execute movements named “striving for best training performance coming rain or shine” and “the Military Youth follows Uncle Ho’s teachings”, respectively.
To promote emulation movements, the Brigade has instructed its offices and units to concentrate on building outstanding collectives and individuals in the execution of the Directive, namely the advisory agency pioneers working style and methods; the Political agency pioneers party and political work; Battalion No. 11 pioneers discipline maintenance; Battalion No. 145 pioneers training and combat readiness work. Every cadre and party member should strive to meet specific criteria for and requirements of building outstanding collectives and individuals. Leaders and commandants at all levels create favourable conditions for cadres and soldiers to surpass difficulties and grow in maturity.
Fourth, concentrating leadership and directions on accelerating military administrative reform and maintaining discipline across the Brigade. The PCAB has directed its affiliates to concretize higher echelons’ criteria and directions into their corresponding regulations; closely combined the work of education with the work of management while accelerating military administrative reform and closely following the motto “the entire Brigade properly performs its duties and responsibilities and acts in accordance with the military rules and regulations”. The units uphold their cadres and soldiers’ sense of responsibility to abide by rules and regulations and code of conduct, keeping soldiers’ barracks, dormitories and messes neat and tidy. It is determined that there will not be cadres and soldier who commit serious violations of discipline within the Brigade. In addition, enhanced internal unity and strengthened synergy will be crucial to the Brigade’s accomplishment of assigned tasks.
With a high sense of political responsibility and synchronized, creative and suitable solutions, the study and following of Ho Chi Minh’s thought, morality, and lifestyle within the Brigade has attained encouraging results, contributing to transforming mindset, upholding a sense of duties and responsibilities, and bolstering determination to surpass difficulties and challenges amongst every cadre and soldier.
