77th Air Defence Brigade’s three focuses in learning and following President Ho Chi Minh
Thoroughly grasping Conclusion No.01-KL/TW issued on May 18th, 2021 by the Politburo (the 13th Tenure) on continued implementation of Directive No.05-CT/TW of the Politburo (the 12th Tenure) on promoting learning and following Ho Chi Minh thoughts, ethics, and style, Air Defence Brigade 77 (Military Region 7) has led and directed its subordinates to develop implementation plans with three focuses to contribute to overcoming the overspread and low efficiency in implementing this important content.
Being well aware of the significance and value of learning and following Ho Chi Minh thoughts, ethics, and style, the Brigade Party Committee and commanders have communicated and strictly implemented through various practical contents and measures to suit the characteristics, functions, and tasks of the unit. In "following", the Brigade Party Committee has determined three breakthroughs, including: (1) Improvement of training and combat readiness quality; (2) Regularity building and discipline training; and (3) Building of a politically, ideologically, and organisationally strong unit to improve the overall quality and combat power. The guiding motto is to implement Directive No.05 in association with action programs and plans to implement the Resolution of the Brigade Party Committee Congress (the 2020 - 2025 term), the Determination-to-Win Emulation Movement, and drives, particularly the Drive entitled “Promoting tradition, dedicating talents, and being worthy of the title of "Uncle Ho's Soldiers" in the new period”.
The Brigade Party Committee has directed the subordinate Party committees at all levels to include in their plans with contents and implementation measures relevant to the characteristics, situation, and tasks of the units, select core contents and breakthroughs to weak points and aspects, specify deadlines, and assign specific responsibilities. At the same time, they are required to guide cadres, Party members, and masses to register for implementation based on their assigned responsibilities and tasks; regularly inspect and assess the strengths and weaknesses in the implementation process, especially the outstanding and pressing issues of thoughts, disciplines, ethics, and lifestyle; and periodically, in leading the implementation of tasks, assess the learning and following results, quality of the Party organisation, cadres, and Party members, and the performance of tasks of agencies and units. Therefore, the awareness, sense of responsibility, quality, capacity, ethics, lifestyle, and working style of cadres and Party members, especially Party commissioners and presiding cadres, have been improved along with internal unity and unification, increasingly high leadership capacity and combat power of the Party organisations, and improved quality of cadres and Party members among the Brigade Party Committee. Every soldier of the Unit has realised that to learn and follow Uncle Ho is to show their affection and sense of responsibility for the Party and Uncle Ho and gradually form the striving and practicing habits in living, working, and performing responsibilities and tasks with the spirit of self-discipline and self-reliance to proactively overcome difficulties, explore, and create effective ways to complete tasks.

To promote the achieved results, overcome limitations, and create unity and efficiency in implementing Conclusion No. 01-KL/TW of the Politburo (the 13th Tenure), the Brigade Party Committee and commanders have determined to synchronously implement measures to create fundamental changes in thoughts, determination, and actions of each organisation and individual and attach great importance to overcoming weak points and aspects, especially those in implementing training and combat readiness tasks. To achieve those goals and requirements, the Brigade Party Committee and commanders have led and directed to pay attention to three focuses.
Firstly, to continue propagating and educating on the position, role, new contents, goals, and targets for implementing the Politburo’s Conclusion No.01-KL/TW to make every organisation and individual fully aware that learning and following Ho Chi Minh thoughts, ethics, and style is a Party’s major policy and not only an urgent task in the immediate future but also a basic and long-term one of the revolutionary cause. The Party Committee has directed to include the learning and following of Ho Chi Minh thoughts, ethics, and style in the Unit's political education plans and programs and clarified the signs of deterioration in political thoughts, ethics, and lifestyle of cadres, Party members, and masses as well as plots and tricks of "peaceful evolution" and "subversive riots" of hostile forces to promote "self-evolution" and "self-transformation" internally. The Brigade Party Committee has also requested Party committees and commanders at all levels to focus on strictly organising the study and learning of prescribed topics and stories about Uncle Ho to make cadres, Party members, and masses more deeply aware of the great value of Ho Chi Minh thoughts, ethics, and style and promote the spirit of self-discipline in striving and training of each individual. Each unit has developed appropriate educational contents with diverse implementation forms and methods and integrated the contents of learning and following Ho Chi Minh thoughts, ethics, and style in meetings, briefing, Political and Spiritual Culture Day, Law Day, cultural and artistic activities, physical training, sports.... After each learning session, cadres, Party members, and members of mass organisations are required to write reviews, develop striving plans, and supplement or register to "follow" with relevant contents to the assigned tasks and responsibilities.
Secondly, to strengthen the leadership and direction and promote the exemplary role of Party commissioners, presiding cadres at all levels, and Party members. The Brigade Party Committee has directed its subordinates at all levels to focus on improving the leadership capacity and combat power of the Party organisations and strictly implement the principles of democratic centralism, collective leadership associated with individual responsobility, self-criticism, and criticism towards Ho Chi Minh thoughts. The Party activities have been maintained and strictly implemented. At the same time, importance has been attached to the quality of resolution elaboration and implementation; strengthening inspection and supervision; and promoting collective intelligence and roles and responsibilities of cadres and Party members to create solidarity and unity of the units. The management of Party members has been strictly conducted in terms of politics, thoughts, social relations, ethics, and lifestyle. Meanwhile, the Party commissioners and cells’ management has been associated with the cadres and Party members’ self-management in building "five-good" Party cells and "five-good" Party members with criteria in learning and following Ho Chi Minh thoughts, ethics, and style. Based on common ethical standards, the Party committees and organisations have selected practical issues to supplement to their learning and following plans by specific, feasible, and appropriate criteria. During the implementation, cadres and Party members have compared the identified plans with the issues commented by the Party cells to supplement and complete, while the Party commissioners and cells at all levels have strengthened the inspection and supervision over the Party members' observance of the registered contents. Agencies and units have taken the results of learning and following Ho Chi Minh thoughts, ethics, and style as criteria for emulation and commendation consideration, collective and individual assessment and classification, and cadre promotion and appointment annually.
Finally, to associate the learning and following of Ho Chi Minh thoughts, ethics, and style with the Drive entitled "Promoting tradition, dedicating talents, and being worthy of the title of "Uncle Ho's Soldiers" - the Excellent Air Defence Soldiers". The Brigade Party Committee has requested the Party committees and commanders of agencies and units to promote the Determination-to-Win emulation movement and organisations and forces’ movements and drives towards in-depth, effectiveness, practicality, and firmness and replicate good, creative, and effective models to contribute to building organisations and human resources and improving the working quality and efficiency in all fields. The Party committees and commanders at all levels have closely followed the soldiers’ activities and done well in reviewing, summarising, commending, and periodically and irregularly rewarding collectives and individuals with outstanding achievements in task implementation. The commendation and rewarding work has been implemented in accordance with the regulations and for right peoples and deeds with importance attached to those directly on duty of combat readiness or have typical achievements.
To well implement the above-mentioned three focuses is to ensure that Air Defence Brigade 77’s learning and following of Ho Chi Minh thoughts, ethics, and style brings practical effects and contributes to changing the ways of thinking and working and building the cadres and soldiers’ will to overcome difficulties and challenges in implementing tasks.
