3 key measures by Binh Phuoc Province’s armed forces for implementing Directive No.05-CT/TW
For the sake of effective implementation of Directive No. 05-CT/TW by the Politburo (the 12th tenure) on the acceleration of studying and following Ho Chi Minh’s thought, morality and lifestyle, the Party Executive Committee of Binh Phuoc’s provincial High Command (hereinafter Party Executive Committee) has directed its affiliates to attach much significance to 3 key measures, thereby effecting positive transformations in Party building and training of cadres and Party members.

Studying and following Ho Chi Minh’s thought, morality and lifestyle has been warmly received by cadres, Party members and the masses of Binh Phuoc Province’s armed forces, who have done it on their own responsibility. When it comes to “following”, Binh Phuoc Province’s armed forces have effectively implemented “words and deeds matching resolutions”, “promising little but doing a lot”, “words matching deeds”. This has led to positive transformations in awareness, sense of responsibility, personality, competence, morality, lifestyle and working style among cadres and Party members while internal unity has been further strengthened. Moreover, Party organizations have witnessed the enhancement of their leadership capacity and combativeness; the quality of the contingent of cadres and Party members has been improved. The implementation of Directive No.05 CT/TW has been inextricably linked with that of the Resolution of the 12th Central Party Committee’s 4th plenum on Party building and rectification and emulation movements, particularly the campaign “Promoting traditions, devoting talents to deserve to be Uncle Ho’s soldiers. This enables cadres, Party members and the masses of Binh Phuoc Province’s armed forces to be imbued with Ho Chi Minh’s thought, morality and lifestyle, which strongly motivates them to successfully fulfil assigned tasks in the face of overwhelming odds. Although the implementation of Directive No.05 CT/TW has produced initial results since it began more than one year ago, the Party Executive Committee is aware that breakthrough measures are needed to enhance the effectiveness with importance attached to the following:
First, enhancing communication shall be pressed ahead with for the sake of heightened public awareness of Directive No.05 CT/TW. This will enable organizations and individuals within Binh Phuoc Province’s armed forces to fully realize that studying and following Ho Chi Minh’s thought, morality and lifestyle serve as a broad line pursued by the Party as well as an immediate and long-term task of the Vietnamese revolution. This task is also at the forefront of Party building and rectification, contributing to making clean and strong Party organizations of Binh Phuoc Province’s armed forces, repelling manifestations of degradation in political ideology, morality and lifestyle, combating corruption, waste and manifestations of bureaucracy, “self-evolution” and “self-transformation” from within. At the same time, the Party Executive Party has directed the lower echelons to focus on studying stories of Ho Chi Minh. This will help to heighten awareness among cadres, Party members and the masses of enormous values of Ho Chi Minh’s thought, morality and lifestyle while developing a sense of self-improvement and model role-setting responsibility among cadres and Party members. Based on their own conditions and military tasks, units shall promote communication and political and ideological education work via various contents and forms so that organizations and individuals can study and follow Ho Chi Minh’s exemplar as a matter of routine. Cadres and Party members shall formulate their own plans to study and follow Ho Chi Minh’s exemplar in close association with their assigned tasks while exercising self-assessment and self-correction and resolutely avoiding being mechanical and perfunctory.
Second, units shall have their ethical standards improved in line with Directive No. 05-CT/TW. Grounded in guidelines by the Division of Politics under Military Region 7 on the implementation of Directive No. 05-CT/TW in association with that of the Resolution of the 12th Central Party Committee’s 4th plenum, the Standing Committee of the Party Executive Committee has directed the lower echelons to improve ethical standards applied to cadres, Party members and the masses, which are close to their tasks. In the immediate term, ethical standards shall be incorporated into action plans for the Resolutions approved respectively by the 12th Party National Congress, the 10th Party Congress of the Vietnam People’s Army and the Party Congress of the Provincial High Command for the 2015-2020 period as well as into regular Party meetings. Every single individual shall be fully aware of 27 manifestations of degradation in political ideology, morality and lifestyle, “self-evolution” and “self-transformation” clearly defined in the Resolution of the 12th Central Party Committee’s 4th plenum. Party executive committees and commanders at all levels shall encourage cadres, Party members and soldiers to voluntarily study and follow Ho Chi Minh’s thought, morality and lifestyle through daily deeds, no matter how peripheral they may be.
On a monthly basis, each cadre and Party member is required to report their academic and training results and action plans for the next month to the Party cell while the latter shall make overall assessment of the former’s performance on a quarterly or annual basis. Personnel evaluation shall be closely associated with the effectiveness of studying and following Ho Chi Minh’s thought, morality and lifestyle. Furthermore, the Party Executive Committee has directed its affiliates to associate the implementation of Directive No. 05-CT/TW with the correction of shortcomings in the wake of self-evaluation, self-criticism and criticism in accordance with the Resolution of the 12th Central Party Committee’s 4th plenum as well as to strictly adhere to Party members’ dos and don’ts, thereby garnering aggregate strength for all-round positive transformations within the whole provincial armed forces. The Party Executive Committee has always treasured self-awareness, self-reliance and self-resilience by cadres and Party members for the sake of their fulfilment of assigned tasks. It has regularly identified, commended and multiplied role models and examples of “Good Person – Good Deeds” while opportunely correcting manifestations of degradation in political ideology, morality and lifestyle, “self-evolution”, “self-transformation”, and individualism, and violations of ethical standards, the State law, military discipline and Party members’ do’s and don’ts.
Third, Party organizations shall undergo more inspection and supervision while the role of supervision by the masses shall be promoted regarding cadres and Party members’ self-improvement. Without inspection and supervision, leadership is of no value. This has been evidenced by the realities of studying and following Ho Chi Minh’s thought, morality and lifestyle within the provincial armed forces suggest. For the sake of the masses’ improved supervision, the Party Executive Committee has directed its affiliates to facilitate the masses’ participation in supervision via proper mechanisms. The focus of inspection and supervision shall be on adhering to the Party Statutes and volunteering to study and follow Ho Chi Minh’s thought, morality and lifestyle. Concerning Party executive committees and commanders at all levels, inspection and supervision shall be directed at their leadership capacity, mass mobilization capacity, ability to promote internal unity, model role- setting responsibility, sense of self-criticism and criticism, practice of thrift, and fight against corruption and wastefulness. Party executive committees at all levels shall create favourable conditions for cadres and Party members to promote strengths and redress weaknesses while properly handling relations with the lower echelons.
Properly implementing those 3 key measures is central to the effectiveness of the provincial armed forces’ studying and following Ho Chi Minh’s thought, morality and lifestyle, thereby contributing to making their party organizations comprehensively clean and strong and to successfully fulfilling their military tasks.
