Hanoi Capital City Command’s Party Committee steps up inspection and supervision

The Party Committee of Hanoi Capital City Command (hereafter the Party Committee) has determined that inspection and supervision is a focal point in the work of building the Party Committee and a routine task of party committees and organizations and inspection commissions at all levels. Successfully carrying out this work will provide the basis for preventing the degradation in political ideology, morality, and lifestyle as well as the signs of “self-evolution” and “self-transformation”, contributing to enhancing the quality of cadres and party members and making the Party Committee pure, strong and capable of well conducting the military-defence work in the area.

The Party Committee of Hanoi Capital City Command is under the leadership of Hanoi Municipal Party Committee (HMPC). According to the mechanism for the Party’s leadership, the Party Committee is placed under the leadership of both the Central Military Commission (CMC) and the HMPC. Thus, the Party Committee’s inspection and supervision work has been under the close leadership and direction of the CMC and HMPC and grasped and seriously carried out by all-level party committees and organizations and inspection commissions.

Grounded on directives and resolutions by the Party, CMC and HMPC on inspection and supervision, particularly the Resolution of the 2nd Congress of Hanoi Capital City Command’s Party Committee (in the 2015-2020 tenure), the Party Committee has formulated the program on “improving the leadership and combativeness of party organizations and the quality of cadres and party members of the Party Committee and the armed forces of Hanoi Capital City Command, with inspection and supervision as a central point in the building of the Party Committee. To that end, the Party Committee has issued a special resolution and developed the plan for inspection and supervision during its tenure and released the working regulations of its Inspection Commission. At the same time, it has directed its Inspection Committee to build and sign the Regulations on coordination with the inspection commissions of 30 districts in counselling party committees at the same level to carry out inspection and supervision of military party committees’ performance of local defence-military tasks. Up to now, the Inspection Committee has inspected and supervised 18 district-level military party committees’ implementation of military-defence task and building of military party committee.

Under the direct leadership of the Party Executive Committee, all-level party committees and inspection commissions have strictly grasped and studied the Party’s resolutions, directives and conclusions as well as higher echelons’ regulations and guidance on inspection, supervision and exercise of the Party’s discipline. Every year, the Inspection Commission counsels the Party Executive Committee to conduct the inspection and supervision work within the whole Party Committee. Under the motto “taking preventive measures as the main”, the inspection and supervision work has focused on inspecting and supervising central fields and those which are easily vulnerable to negative phenomena, the observance of the Party’s resolutions and regulations and the State’s policy and law, the leadership over the political task and the implementation of the HMPC’s Program 05-CTr/ĐU on “strengthening defence-security and maintaining social order and safety in the new situation, between 2016 and 2020”. In the Party building, focuses of inspection and supervision have been placed on the conformity to working regulations, the principle of democratic centralism, and regulations on studying, meeting, self-criticism and criticism. As for cadres and party members, focuses of inspection and supervision have been placed on self-improvement in political stuff, morality and lifestyle under the Resolution of the 12th Party Central Committee’s 4th Plenum on the Party building and rectification in line with the 12th Politburo’s Directive 05-CT/TW and the CMC Standing Committee’s Directive 87-CT/QUTW on studying and following Ho Chi Minh’s thought, morality and lifestyle. Party committees have combined inspection and supervision work with the organization, personnel, security protection and investigation work, regularly grasped the situation, opportunely detected, inspected, rectified and strictly handled the signs of violation among party organizations and members. They have closely managed and grasped the number of cadres and party members who violate the population policy. As a result, the awareness and responsibility of party committees, inspection commissions, cadres and party members as well as the effectiveness of inspection and supervision have been raised while violations by party organizations and members have been opportunely prevented. At the same time, the Party Committee has directed district-level military committees to cooperate with district-level inspection commissions in making decisions on inspection and supervision of the implementation of local military-defence task by party committees of communes, offices, and units. During their tenure, party committees and inspection commissions within the Party Committee have inspected and supervised 98.28% of party organizations and 64.19% of party members, particularly in the implementation of the Resolution of the 12th Party Central Committee’s 4th Plenum in line with the 12th Politburo’s Directive 05.

However, several party committees and inspection commissions within the Party Committee have yet to be active in implementing the stated plan for inspection and supervision while the quality of this work has yet to be high. A number of inspection commissions’ capabilities in counseling party committees to carry out the inspection and supervision task have been limited.

At present, hostile forces and opportunists have been stepping up acts of sabotage against our Party, State and Military via the “peaceful evolution” strategy and stratagems of “democracy”, “human rights”, “self-evolution”, “self-transformation”, and “Military depoliticization” with emphasis placed on Hanoi Capital City. Especially, they have been taking advantage of negative phenomena, degradation in political ideology, morality and lifestyle as well as signs of “self-evolution” and “self-transformation” among cadres and party members as a pretext to sabotage our Party and regime. That situation has imposed the very high requirements for the Party’s inspection and supervision work in particular, this work within the Party Committee in general. Therefore, it necessitates party committees and inspection commissions at all levels enhancing this work, contributing to making the Party Committee pure, politically, ideologically, morally and organizationally strong. To do so, it is necessary to focus on the main measures as follows.

First, accelerating the work of education to raise the awareness and responsibility of party organizations and members, particularly heads of party committees and inspection commissions, commissars and commanders towards inspection, supervision and exercise of the Party’s discipline. Party committees and organizations should further disseminate, grasp and strictly implement higher echelons’ directives and resolutions on the inspection and supervision work. Focuses must be placed on the Party Central Committee’s Regulations 30-QĐ/TW, dated July 26th 2016, on executing the Chapters VII and VIII of the Party’s Statutes, the Party Central Committee’s Regulations 102-QĐ/TW, dated November 15th 2017, on “taking disciplinary action against party members having violations”, and the statement on Politburo’s conclusion on continuing to implement the Strategy for the Party’s inspection and supervision work until 2020, creating a positive change in the awareness and responsibility of party committees and inspection commissions, cadres and party members at all levels towards inspection, supervision and exercise of the Party’s discipline.

Second, actively renewing the inspection and supervision work. Party committees and inspection commissions at all levels should renew the content of inspection and supervision on a comprehensive but focalized basis, and align routine inspection and supervision with inspection and supervision of party organizations and members and cadres having the signs of violation, disunity, and partiality. As for party organizations, focuses must be placed on the observance of party committees and higher echelons, the implementation of principle of democratic centralism and working and leading regulations, the leadership over political task, the Party building, the practice of thrifty, corruption and wastefulness prevention and control, the performance of inspection and supervision task, and the exercise of the Party’s discipline. Due attention should be devoted to inspecting and supervising party organizations with bad task performance, crucial party organizations and offices, training, combat readiness, and independent units, those in charge of material management, and finance-related, economic ones. As far as cadres and party members are concerned, it is important to inspect and supervise their standpoint, performance of function and task, morality, lifestyle, observance of the Regulations on party members’ don’ts and the Regulations on cadres and party members’ responsibility to set up examples, and self-improvement under the Resolution of the Party Central Committee’s 4th Plenum (12th tenure) and the Politburo’s Directive 05, in order to make a positive change in both awareness and action.

Third, unceasingly improving the efficiency and effectiveness of inspection, supervision and exercise of the Party’s discipline. Party committees and inspection commissions at all levels should well conduct the inspection and supervision work under the Party’s Statutes and enhance the quality of specialized inspections and supervisions. The settlement of complaints and denunciations must be timely, objective, just, and accurate. Inspection commissions at all levels should give sound advice to party committees on carrying out inspection and supervision and exercising the discipline, proactively grasp the situation, detect the signs of violation by party members and organizations to avoid being fallen into passivity. At the same time, they should stringently implement the Regulations on coordination and concentrate on inspecting and supervising the leadership of the party committees of communes, offices and organizations over the implementation of the local defence-military task, the policies regarding families of war invalids and martyrs and people with meritorious services to the revolution, and the policies regarding military families.

Fourth, regularly consolidating inspection commissions, inspection offices and cadres in charge of inspection both qualitatively and quantitatively, maintaining the order for operations, and making them capable of counselling and well performing the task of inspection and supervision. At the same time, great value should be attached to training and building a contingent of cadres in charge of inspection with good political qualities, morality, lifestyle and professional competence, to making them capable of fulfilling their duties and responsibilities under the Party’s Statutes, and to providing them with good working conditions and means.

The work of inspection and supervision plays a role of paramount importance to the Party building, especially in the current situation, aiming at proactively preventing acts of violation and building strong party organizations and a contingent of strong cadres and party members. This is also a routine task of every party organization and member, particularly party committees, key cadres, inspection commissions, and cadres in charge of inspection at all levels within the Party Committee of Hanoi Capital City Command.
