On 30 October 1949, the Standing Board of the Indochinese Communist Party Central Committee decided: “Vietnamese military forces will fight and work to help Laos establish their own system and will be organised as Volunteer Soldiers”. Under the leadership of our Party and President Ho Chi Minh, Vietnamese Volunteer Soldiers excellently fulfilled their task of giving assistance to the Lao revolution, worthy of the cornerstone of the Vietnam - Laos combat alliance

In coordination with other theatres during the Winter – Spring Strategic Offensive of 1953 – 1954, we launched a surprise campaign in Central – Lower Laos, inflicting major losses to the enemy, forcing them to disperse their mobile reserve forces in multiple directions. This is a small-scale campaign conducted in a strategic area, far from our logistics bases; however, with the employment of the art of “striking at one point to destroy reinforcements”, we were able to achieve very high combat efficiency, contributing to the ultimate victory of our Resistance War against French Colonialism

The victory of the 1954 Upper Laos Campaign played a significant role in establishing a favourable position for the Dien Bien Phu front to implement the “firm attack, firm progress” combat principle, achieving a victory “resounding across continents, shaking the world”. The distinctive art of force deployment drawn from the Campaign should continue to be studied and creatively applied in the current mission of national defence.
