Based on a precise understanding, assessment, and conclusion of the enemy situation, our forces, the terrain, and the weather in the operational area, the Campaign Command decided to choose the Northern Central Highlands as the main offensive direction to initiate the Campaign. This was a wise choice, reflecting the foresight, keen thinking, and creativity of the Campaign’s Party Committee and Command, as the Central Highlands was a strategic area for both our army and the enemy in Southern Vietnam and the Indochina.

It can be affirmed that in the history of our artillery operations, one of the most important factors to achieve victory is effectively addressing the issue of manoeuvrability of forces and firepower, timely adjusting the battle array, providing effective fire support to infantry, tanks, and handling situations to fulfil assigned tasks. In the revolutionary atmosphere, amidst the complex situational developments, our Party and General Secretary Truong Chinh realised the role and influence of culture, and gave breakthrough orientations to our revolution via culture. In February 1943, comrade Truong Chinh was responsible for drafting the “Outline on Vietnamese Culture”, discussed and approved by the Party Central Standing Board’s Plenum (25th February – 28th February 1943). The historic document served as a Platform of the Party on culture. That was the culture in the period of national liberation, laying a foundation for the upcoming democratic and revolutionary culture, acting as the lodestar for the future socialist culture.

The Upper Laos Victory and other military victories in 1953 inflicted heavy defeats on the enemy, created a turning point for Lao revolution, and brought about developments in position and strength, enabling militaries and people of the two countries to defeat French colonialists’ invasion completely. The lessons learnt from the Upper Laos Victory of 1953 remain invaluable in theoretical, practical terms in today’s national building and defence.
