Measures to improve discipline management and safety assurance at Division 320

The work of discipline management and safety assurance plays a decisive role in improving combat strength and task performance of each agency and unit, yet it is difficult, always changing and is affected by many factors. Therefore, adopting appropriate and effective measures to well manage discipline and assure safety for the unit is urgent for both short and long term. Being well aware of this, in recent years, the Division’s Party Committee and Command attach great importance to this work and have focused on leading and directing the Division to fulfil it, achieving significant results.

In late 1967, being overwhelmed across the South’s battlefield by our forces, the US – puppet forces fell into passivity strategically, shifted towards key areas including strategic defensive line of Route 9 – Khe Sanh in a bid to prevent our strategic transportation line from the North to the South. To do so, in the area, the enemy built a system of strong fortifications and deployed 45,000 troops, including 28,000 US troops and a great deal of modern weapons and technical equipment and the utmost firepower support

In the 1953-1954 Winter Spring, implementing the Navarre Plan, the French Colonialists launched a series of operations in a bid to annihilate our main forces and take the initiative in the battlefield. Notably, thanks to the Operation Mouette in Southwest Ninh Binh, the French won “the first-round victory” over the Viet Minh. The French Army’s High Command in the Indochina optimistically believed that they basically destroyed the Division 320, “detained” the Division 304 in Thanh Hoa, and delayed the Viet Minh’s Autumn Winter Offensive in the Red River Delta
