Yen Bai fosters socio-economic development and consolidates defence and security

Grasping the Resolution of the 13th National Party Congress and the 19th Provincial Party Congress, the Party Organisation, armed forces, and people of Yen Bai are devoting effort to realising the goal of “boosting renewal, creativity and green, harmonious, rapid, sustainable development, determinedly turning Yen Bai into a wealthy province by 2025, and making it become one of the leading developed provinces of the Northern Midland and Mountainous Region by 2030.” 

Over the years, the Party Organisation, authorities, armed forces, and people of Yen Bai province have creatively exploited potential and advantages, while arousing aspirations and bringing into play the internal strength to deal with difficulties, boost production, and facilitate rapid, sustainable, comprehensive development. It should be noted that the province has restructured its economy and renewed its growth model, thereby obtaining good results and narrowing the development gap between low and high regions as well as between urban and rural areas. It has completed policies to mobilised resources for development, while placing emphasis on carrying out the administrative reform and creating a favourable investment and business environment for all economic sectors. Due regard has been paid to synchronously developing socio-economic and traffic infrastructures to enhance connection between regions and modernise urban and rural areas. Besides, the province has made progress in the social and cultural fields. The people have enjoyed social security and welfare policies. The province has preserved and promoted fine cultural identities of its ethnic minority groups. Great value has been attached to consolidating defence-security potential, building the province and its districts into solid defensive zones, improving the armed forces’ synergy and combat readiness capacity, maintaining political security and social order and safety, actively preventing and fighting against natural disasters and the COVID-19 pandemic.

However, economic development has yet to be on a par with the province’s potential and advantages. The province’s productivity and competitiveness have been low. The rate of poverty has been reduced quickly but unsustainably. A section of people in the mountainous areas have been confronted with a lot of difficulties in their daily life. Political security and social order and safety have witnessed a number of complex developments. Under the guidelines on “arousing patriotism and aspirations for developing a wealthy, happy country,” the province has concentrated on boosting socio-economic development and consolidating defence and security via many synchronous measures.

The launch of the project to develop processing industry within the province

First of all, the province has enhanced its leadership and direction and encouraged the participation of the whole political system in socio-economic development and defence-security consolidation. Under the guidelines on “green development, harmony, identity, and happiness,” the province has quickly designed and issued documents for leadership and direction in all sectors as the basis for developing medium-term investment plans and attracting resources for socio-economic development to realise the preset goals. At the same time, it has promulgated resolutions, projects, and policies for the period of 2021-2025 as the basis for implementing strategic and central missions, dealing with difficulties, enhancing renewal, applying science and technology, giving an incentive to the sustainable, harmonious development between its regions, improving the people’s life and practically bringing happiness to them.

In the economic field, the province has stepped up the restructuring of its economy and renewed its growth model in accordance with its potential and advantages. It has restructured its agriculture to raise this sector’s quality, effectiveness and added value, built new-style rural areas sustainably, and developed multi-functional agriculture in tandem with processing industry, commerce, and tourism. In the high region, the province has focused on creating employments for the people, organising large-scale production of its key products, developing OCOP products and specialities, raising the people’s income, ensuring social security, and protecting the environment. In the low region, the province has established intensive agricultural production zones for several high-quality key products in line with processing industrial zones and the system of transport and depots. At the same time, it has maintained a connection of production between many regions to establish large-scale production zones, with significance attached to preserving and processing products, building trade promotion centres, and stabilising markets for agricultural products.

Being fully aware that forestry acts as a breakthrough in restructuring its agriculture and rural economy and helps effectively respond to non-traditional security and water security challenges, the province has concentrated on developing its forestry for the economic, social and environmental purposes. To that end, importance has been attached to protecting and restoring natural forests, preserving biodiversity, and defending the environment. Emphasis has been placed on developing planted, specialised and protected forests with proper trees. At the same time, the province has implemented a policy to assign land and forests to the people, improve the effectiveness of the forest economy, and raise the people’s income in the forest areas. Great value has been attached to applying science and technology to developing hybrid trees appropriate to the province’s land and climate conditions to improve the productivity, quality, and effectiveness of forestry. Due attention has been paid to attracting enterprises to the provinces’ forestry and maintaining cooperation between businesses and citizens under the value chain, particularly for wood products in order to build a brand on a national and international scale.

Furthermore, the province has restructured its industries, increased the share of processing industries, particularly for construction materials and forest products, and decreased the share of mining industry. At the same time, it has actively attracted large-scale, high-value environmentally-friendly investment projects using a lot of rural labour to ensure social and political security. In the medium term, the province would review and establish industrial zones in accordance with each locality’s particularities. Priority would be given to completing facilities of industrial zones and clusters and encouraging investments in constructing facilities of industrial zones in the right of the Red river to connect with the IC13 and IC14 interchanges of the Noi Bai - Lao Cai expressway. Resources would be mobilised and effectively used to develop traffic, rural, urban, information, and telecommunication infrastructures as the basis for socio-economic development and inter-regional connection.

With reference to trade and services, great weight has been added to promoting regional, inter-regional connections and partnerships within the Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor to attract services of high added value, such as transport, logistics, transshipment, export, import, science and technology. Due regard has been paid to raising the effectiveness of trade promotion, diversifying markets both at home and abroad, and formulating a focalised, comprehensive, sustainable tourism development strategy. According to such a strategy, Mu Cang Chai would be developed into a tourism district, while Nghia Lo would be built into a town of tourism and culture; key tourism products of the “Northwest Heritage Road” would be developed, such as ecotourism and resort, adventure tourism, ethnic communal culture, traditional festival, and cultural, historical, and spiritual tourism; by 2025, Yen Bai would become a top tourist destination of the Northwest.

Regarding education, health, and culture, the province has streamlined the system of schools and classes, improved the quality of education, and ensured equality of education and training. Human resources have been mobilised for high-quality and ethnic education, while priority has been given to raising the quality of human resources for technical, management, and business administration fields. Due regard has been paid to developing and modernising the health system based on active, proactive prevention, combining traditional medicine with modern medicine, upgrading equipment of provincial-level hospitals and district-level health stations, enhancing technological transfer from central-level hospitals, and executing the financial autonomy mechanism within health facilities to improve the effectiveness of healthcare for the people. At the same time, the province has focused on preserving and bringing into play cultural heritages and building Yen Bai citizens of “friendliness, compassion, unity, creativity, and integration.”

The province has consistently combined socio-economic development with defence-security consolidation. In spite of being a poor province, over the years, Yen Bai has ensured sufficient funding for defence-security consolidation to meet the requirements set by the Homeland protection. Besides, it has issued a specialised Resolution and project on ensuring defence and security and building the military intelligence-reconnaissance force, the militia and self-defence force, and the semi-specialised public security force. At the same time, it has cooperated with the Ministry of National Defence and the Military Region 2 in reviewing the planning of defence-security land and constructing provincial and district-level defensive works and dual-purpose works. Also, it has concentrated on building a “revolutionary, regular, elite, gradually modern,” and politically, ideologically, organisationally strong main force. It has built a powerful reserve force and a strong, extensive militia and self-defence force. Meanwhile, the public security force has been made strong comprehensively at provincial, district and commune levels. All of these forces would play a core role in performing the defence-security task and actively take part in natural disaster and epidemic prevention and control, search and rescue, hunger eradication, poverty reduction, and new-style countryside construction.

Promoting the spirit of unity, renewal and creativity, the Party Organisation, authorities, armed forces, and people of Yen Bai province will continue devoting effort to fostering socio-economic development, consolidating defence and security, making the Party and political system pure and strong, and successfully implementing the Resolutions of the 13th National Party Congress and the 19th Provincial Party Congress for the 2020-2025 tenure.
