Fully aware of the significance of emulation, over the years, the armed forces of Vinh Phuc province have always promoted the Determine to win Emulation movements in accordance with Uncle Ho's teachings by means of many creative and practical solutions and forms, thereby, motivating cadres and soldiers to constantly strive to fulfill their assigned tasks, contributing to well performing military and defence work.

Deeply imbued with President Ho Chi Minh's teachings on patriotic emulation and thoroughly grasping the resolutions, directives and instructions of higher echelons on emulation, commendation and the Determine to win Emulation movements, the Military Party Committee and Military Command of Vinh Phuc province have always focused on leading and directing to promote the Determine to win Emulation movements in association with the local patriotic emulation movements, the drives and campaigns of levels and branches in all activities of the provincial armed forces by practical and effective solutions, suitable to the specific conditions of each agency and unit. As a result, officers and soldiers of the provincial armed forces and the whole people are motivated to overcome all difficulties to fulfill their military and defence tasks, contributing to making the all people’s defence posture associated with the people's security posture, and the provincial defence area increasingly firm, as taught by Uncle Ho's teaching: “If all people and all industries emulate together, we will certainly win, and the enemy will certainly be defeated”.

Currently, facing the complicated developments of the world and regional situations, especially the situations of sea and islands, and the fierce opposition of hostile forces, the Provincial Military Party Committee and Military Command direct the emulation movements at improving the quality of mastering, studying and implementing the Party's resolutions and directives; successfully completing political and legal education contents; attaching importance to morality and lifestyle education, improving political bravery for cadres, party members and the masses; maintaining the political orientation in all activities of agencies and units, while actively countering “peaceful evolution”, preventing manifestations of degradation, “self-evolution”, “self-transformation”, contributing to the defeat of the plots and tricks of hostile forces, defending Marxism - Leninism, Ho Chi Minh's thought, and maintaining the Party's ideological ground in the provincial armed forces.

In his lifetime, President Ho Chi Minh said that: “emulation must be put under the right leadership”. On the other hand, it has been proved in the practice of military and defence work that the leadership of the Party committees and organisations is a determinant to the task fulfilment of each agency and unit. Therefore, the Provincial Military Command always aims the Determine to win Emulation movements at building strong party organisations in terms of politics, ideology, morality, structure and staff; directly encourages and motivates the initiative and creativity in implementing the guidelines and solutions to build clean and strong party committees and organisations, build comprehensively strong, “exemplary and typical” agencies and units; closely combine the building of party committees with the construction of leading and key cadres of agencies and units. All of these activities are closely combined with the promotion of studying and following Ho Chi Minh's thought, morality and style, the campaign of “Promoting tradition, dedicating talents, deserving Uncle Ho's Soldiers” in the new period and Resolution No. 847-NQ/QUTW, dated December 28, 2021 of the Central Military Commission on promoting the qualities of “Uncle Ho's Soldiers”, resolutely countering individualism in the new situation.

Following Uncle Ho's teachings: “Everybody emulates, everything is emulated, then achievements will be made”, the Provincial Military Party Committee and the Provincial Military Command, together with Party committees, commanders of agencies and units always step up the Determine to win emulation movement, and encourage cadres and soldiers to strive to successfully complete their central political tasks. Accordingly, the Provincial Military Command and military agencies at all levels actively advise the Provincial Party Committee, the Provincial People's Committee, and local Party committees and governments on the leadership and direction over the implementation of the task of building the provincial armed forces strong in all aspects; the enhancement of state management of national defence at each level; to bring into play the synergy of the political system to gradually increase the local defence and security potentials to meet the requirements and tasks.

In training and combat readiness, the Determine to win emulation movements are really a great motivation for cadres and soldiers to fulfill this important task. Typical ones include: “Practise hard despite bad weather”, “An hour of enthusiasm is better than a perfunctory day”, “More sweat in practice, less bloodshed in combat”. In particular, during the peak of the Covid-19 pandemic, a number of localities in the province were isolated, emulation movements helped encouraging officers and soldiers to overcome difficulties, repel the pandemics, and strive to successfully complete “dual goals”. The Provincial Military Command proactively adjusted its plans for training and drill to ensure both training and epidemic prevention and control. As a result, the training quality and the level of synergies and the mobility of the units have been improved; modes and routines of combat readiness are maintained regularly and effectively. 100% of test results are satisfactory, 85.5% are rated good and excellent; 100% of the plans on defence and security education are completed; the drills on defence area, natural disaster prevention and control, search and rescue, forest fire fighting in the province met 100% of the targets and achieved excellent results.

The Determine to win Emulation movements not only closely followed the political tasks of the units, but also developed robustly in the mass organisations of the provincial armed forces. Particularly, the movements of: “Army youth study and follow Uncle Ho”, “Army youth determine to practice morality and expertise, promote pioneering role and creativity, deserving the title of Uncle Ho's Soldiers”, “Military women work hard and creatively, successfully complete tasks, and build happy families”, etc., have created a strong motivation for union members and members of the associations to fulfill their duties and responsibilities. Performing the function of an Army for work, 100% of officers, employees and soldiers actively responded and participated in the emulation movement of “Army joins hands to build new rural areas”, "Army joins hands for the poor - Leaving no one behind”, “Army accompany the whole country in the Covid-19 prevention and control”, “Skillful mass mobilisation”, etc., by practical, concrete work, which is highly appreciated by the Party committees, authorities and people in the province. Those activities not only strengthen the relationship between the provincial armed forces and local Party committees, authorities and people, but also contribute to maintaining political stability, ensuring social security, and building an increasingly firm “people's heart and mind posture”.

In addition, the emulation movement of “Military logistics industry follows Uncle Ho's teachings” has been thoroughly deployed by agencies and units, promoting self-reliance, initiative and creativity in improving the living standards of troops. Measures to prevent and control the Covid-19 pandemic are seriously implemented to prevent the disease from spreading into its agencies and units. At the same time, logistics supply for training and combat readiness tasks, construction and management of defence projects and the management of defence land are fulfilled seriously. Agencies and units have effectively implemented the campaign of “Management and exploitation of weapons and equipment in an effective, durable, safe, and economic manner and traffic safety” to supply adequate ammo and weapons for combat readiness, training, maneuvers and other ad hoc tasks.

In order to comprehensively promote emulation goals, the Provincial Military Command has directed its agencies and units to focus on breakthroughs in regularity construction and discipline training to make a drastic change in the observance of State laws, military discipline, regimes and regulations of units and localities. Agencies and units actively innovate and improve the quality of management and the compliance with regulations. As a result, synchronous and comprehensive changes have been seen in all activities.

In response to the requirements of the task of Fatherland protection in the new situation, especially the building of a revolutionary, regular, elite, and modern Army, and promoting the achieved results and experience, Vinh Phuc provincial armed forces will continue to stay united, innovative, creative, and implement synchronously solutions to bring the Determine to win Emulation movements to a new height, as a motivation for successfully accomplishing all assigned tasks.
