Successfully performing military and defence tasks in general and in each locality in particular is an important content, contributing to maintaining political stability and creating a favourable environment to promote socio-economic development in each region and the whole country. This is also a key task that has been led and implemented by Vinh Phuc Provincial Military Party Committee and Military Command with many synchronous and effective solutions.

Located at the gateway of Hanoi, in the key economic region of the North and being a bridge connecting the Northwest provinces with Hanoi and the Red River Delta, Vinh Phuc plays an important role in the socio-economic development strategy as well as national defence and security assurance for the Northwestern region and Military Region 2. Being well aware of the characteristics of the area and thoroughly grasping the task, over the years, the Military Party Committee and Military Command of Vinh Phuc province synchronously implemented many solutions to improve the quality of military and defence work and achieved comprehensive results.

In the current situation, the requirements and tasks of Military building and Fatherland protection in the new situation in general and of Vinh Phuc province in particular are increasingly demanding. Based on the results and experience gained, in the coming time, the Provincial Military Party Committee and Military Command need to lead and direct the synchronous implementation of solutions to improve the quality of military and defence work, focusing on the following ones:

Firstly, continue to advise the local Party committees and authorities to strengthen leadership and direction of military and defence work. The Provincial Military Party Committee, and the Provincial Military Command should continue to thoroughly grasp the above resolutions, directives and instructions on military and defence work; advise the Provincial Party Committee, People's Council and People’s Committee to promulgate resolutions and directives to lead and direct military and defence tasks, ensuring that they are relevant to local characteristics, and concretise into implementation programs and plans; coordinate with functional agencies of the Military Region and the province to hold training courses to improve the capacity of Party committees and organisations, presiding cadres of agencies, units and localities in leading, directing, managing and administering the defence and military work.

Moreover, they should guide departments, branches, mass organisations and military commands at all levels to thoroughly conduct preliminary, summarise, evaluation, and review of military and defence work, focusing on the task of construction and protection of military projects; military recruitment; defence and security education; training of defensive combat drills, prevention and control of natural disasters and diseases etc., thereby specifying limitations and shortcomings and proposing measures for improvement in the coming time; coordinate with military units operating in the area to promptly and effectively handle situations of national defence and security, natural disasters, diseases, etc., contributing to well performing the task of socio-economic development of the Province.

Second, focus on educating and fostering defence and security knowledge for the subjects. The Provincial Military Command should continue to promote its role as a standing agency, closely coordinating with other departments and agencies, and advising the province to direct, consolidate, and improve the operational efficiency of the Council for defence and security education at all levels; hold training courses to improve capacity, level and skill for the contingent of officials in charge of defence and security work of departments, branches and mass organisations; attach importance to expanding subjects of education, disseminating defence and security knowledge. Coordinate with agencies, units and localities to review and classify objects; make programs and plans; hold defence and security training courses for the subjects, focusing on the contingent of cadres, party members, civil servants, public employees, teachers of high schools, religious dignitaries, business owners, ... as a basis for them to propagate resolutions and directives of the Party, State and Army on military and defence work. Coordinate with the Department of Education and Training to direct schools to promote defence and security education, patriotic and fighting traditions of Vinh Phuc people, thereby fostering faith, pride, and patriotism for students.

Third, perform well the work of military recruitment. The Provincial Military Command should actively advise the province to review, consolidate and perfect the Military Service Council at all levels in accordance with regulations. Based on the documents and instructions of the Ministry of National Defence and Military Region 2 on recruitment work, the province should actively develop programs, plans; hold training, promulgate policies, instructions, contents and regulations of recruitment work for agencies, units and localities. To guide departments, agencies, branches and localities to draw lessons from this work; at the same time, well implement the stages and steps in the recruitment process. In order to generate input sources for Party development for localities, the Provincial Military Command should guide local departments, branches and mass organisations to hold training courses on political theory for citizens before enlistment in combination with promoting the propaganda on the Law on Military Service; rights and obligations of citizens for the task of Fatherland protection; regimes and policies that soldiers and their families are entitled to when they are in service and after their demobilisation, etc.

Fourth, continue to build strong armed forces of the province, which is really the core force in performing military and defence tasks. Accordingly, Party committees, leaders and commanders at all levels should focus on leading and directing the building of all-strong armed forces, with synergy, high combat readiness, really acting as a really loyal and reliable political force and fighting force of local Party committees, authorities and people. Build and develop the force in the direction of "smooth, compact and strong"; improve training quality, combat readiness and discipline for cadres and soldiers. Focus on building a standing force in the direction of "revolutionary, regular, elite and increasingly modern", with solid political stance, high technical, tactical and professional levels; foster a reasonable mobilisation reserve force in terms of quantity and increasingly high quality; strong and widespread militia and self-defence forces. Work closely with functional forces in the area, well implement Decree No. 03/2019/ND-CP, dated September 5, 2019 of the Government on coordination between the Ministry of National Defence and the Ministry of Public Security in performing the tasks of protecting national security, ensuring social order and safety, fighting against crime and defence tasks, etc., contributing to improving the quality of military and national defence work of the province which is an important basis for building Vinh Phuc strong in politics, rich in economy, beautiful in culture and society, strong in defence and security.
