During the years of resistance against French colonialists, Tuyen Quang was the resistance capital where the people of the whole country “directed to Viet Bac and raised their perseverance”. Responding to that belief, Tuyen Quang Party Committee, authorities, and people of all ethnic groups fought bravely, made multiple resounding victories, and, in association with other forces, firmly defended the Safe Zone, Uncle Ho, and major agencies of the Central Government, ... making an important contribution to the struggle for national independence and building a patriotic, solidary, and revolutionary tradition. Promoting that spirit, in recent years, along with focusing on promoting socio-economic development, the Party committees and authorities at all levels in the province have always paid much attention to leading and directing the good implementation of national defense and security tasks, including the work of national defense and security education. Therefore, the situation of political security, order, and social safety in the province has been maintained and stabilized; the posture of national defense and security, especially the “people's heard and mind posture”, has been strengthened, that have created favorable conditions for the province to comprehensively develop in several fields.

To achieve those results, first of all, the Province has attached importance to promoting the core role of military agencies at all levels in advising and assisting the Party Committees and authorities in leading, directing, and organizing the implementation of the work of defense and  security education. Adhering to their assigned functions and tasks, the Provincial Military Command has thoroughly grasped the directives and resolutions on national defense and security education, directly the Politburo's Directive No.12-CT/TW (the 10^th Tenure); National defense and security Education Law; and  Instruction of the Military Region 2 Security and Defense Education Council. On that basis, it has actively studied and advised the Provincial Party Committee and People's Committee to issue resolutions, plans, directives, and instructions on national defense and security education in order to unify the leadership, direction, and organization of the implementation. At the same time, it has also directed military agencies at all levels to advise the localities to consolidate the national defense and security education councils to ensure sufficient quantities and proper components; supplement and perfect regulations and maintain the working order consistent with local situation to assist the Council in guiding and urging the implementation, inspection, and examination of the work of national defense and security education of agencies, units, and localities in accordance the decentralization.

Tuyen Quang is a large province but has few administrative units, and the number of training subjects is not very high. Firmly grasping the characteristics of the area and drawing experience from previous years, the Provincial Military Command has advised the Province to direct agencies, units, and localities to actively review and ascertain the number of subjects to be fostered on national defense and security knowledge to develop implementation plans accordingly. Annually, together with sending officials Type 1 and Type 2 to national defense and security knowledge fostering courses organized by the superiors in accordance with the plans, the Province proactively organizes training courses for subjects Type 3 at the Provincial Military School and those of Type 4 and reputable people in the communities at the political fostering centers of districts and cities.

In order to meet the high requirements of the work of national defense and security education, the Provincial National defense and security Education Council has instructed the Provincial Military School, districts, and cities to well prepare for each training course with the motto of practicalness, effectiveness, and convenience for trainees. Along with recruiting and sending to training courses to standardize and ensure sufficient number of trainers for political schools at all levels and educational and training establishments, the Province has chosen officials with high professional qualifications and good pedagogical methods, especially those with seniority of working at the grassroots units to participate in training or invited officials and lecturers form  military and public security schools to delivery their guest talks. At the same time, it has regularly organized training and fostering courses for trainers with importance attached to new and in-depth issues, such as building defensive areas, rehearsals, etc. Based on the curriculum and contents of education and fostering of national defense and security knowledge as prescribed, the Provincial National defense and security Education Council has directed the Provincial Military School and localities to study supplement, and update new contents to suit with each subject and characteristics of the Province. In the course of fostering, the Province has directed the integration and propagation of local history and traditions of the Resistance Capital in the contents and program. The Provincial Military Command has cooperated with the Department of Education and Training to organize periodic defense education contests for students; cooperated with the Provincial Youth Union to organize the “Military Semester” classes; and encouraged localities to organize students to attend the Military Training Opening Ceremony or Soldier Handover Ceremony, ... to foster and raise awareness and sense of responsibility for the youth. As a result, the work of national defense and security education of the Province has always reached 100% of the plan and the quality has been increasingly high. In the 2016-2019 period, the Province organized 563 training courses on national defense and security knowledge for 10,500 subjects Type 3 and Type 4 and 75 reputable people in the communities and sent 56 subjects Type 1 and Type 2 to training courses at the higher level. The Provincial Political School and political fostering centers of districts and cities organized education for more than 35,700 students. Universities, colleges, and high schools in the area organized education on national defense and security knowledge for 78,000 students with the percentage of good and excellent test results of nearly 84%.

Tuyen Quang is a locality with low population density where the ethnic minority groups account for over 52%. Therefore, the Province has attached great importance to promoting the propagation and popularization of national defense and security knowledge and identifying this as an important content in building a solid national defense. Recently, the Provincial Military Command has coordinated with the Board of Propaganda and Education and the Department of Information and Communications in directing agencies and localities to open the national defense and security program to promote propagation and popularization of national defense and security knowledge to the entire people on the provincial Radio and Television and radio systems at all levels. To be effective, the Province has attached special importance to building and distributing newsletters in ethnic minority languages; promoting the role of the contingent of reporters, propagandists, and propaganda collaborators; and actively renovating the contents and forms of propagation and popularization to ensure close and widespread propaganda among the people. Remarkably, in the past time, in the face of illegal religious activities in the area, the Province has strengthened propagation and mobilization of people to neither listen, believe nor follow the ethics and teachings that have not been recognized by the State and well resolved ideas and beliefs for the people. From 2016 to 2019, the province carried out 330 columns of national defense and 348 columns of people's security, 102 reports, 1,013 news and articles, and 171 specialized pages on activities related to national defense and security. Thereby, the awareness and sense of responsibility of the people in implementing the Party's guidelines and policies and the State's policies and laws on national defense and security have been enhanced that contribute to maintaining the Province's politics and security.

In order to propagandize the contents of national defense and security education to people of all classes, the Province has directed the integration of national defense and security education into the activities of mass organizations, local events, ceremonies, and festivals of ethnic minority groups, etc. At the same time, it has focused on promoting the strengths of local revolutionary traditions, especially historical sites and combining conservation and exploitation of historical and cultural relics and development of tourism with propaganda about the traditions of the nation and the tradition of the Resistance Capital homeland to multiply national pride and self-respect.

With the implementation of multiple synchronous measures, the work of national defense and security education of Tuyen Quang Province has obtained positive results that have been highly appreciated by the Military Region 2 National Defense and Security Education Council. This is an important basis and premise to contribute to raising the awareness and sense of responsibility of the entire people for military and defense tasks, maintaining political security and stability, and creating a favorable environment for the Province to continue the fast and sustainable economic, cultural, and social  development, meeting requirements and tasks of building and defending the Fatherland.
