Tra Vinh province focuses on building a strong national defence

Thoroughly grasping the Party's viewpoint on carrying out the task of building and protecting the Fatherland, Tra Vinh province always attaches importance to consolidating and strengthening defence and security, building an increasingly strong national defence, and creating favourable environments and conditions for its all-round development.

Tra Vinh is a delta province, boasting 65 kms of coastline. The province's sea area is where domestic and international ships entering and exiting major ports in the Mekong Delta, etc., change their direction, so it has an important position in terms of economy, national defence and security. In recent years, the province has focused on implementing the Party's lines on building and protecting the Fatherland with many practical policies and measures, relevant to reality of the province and achieved several positive results. In particular, the building of a strong national defence has always been considered an important and regular task. As a result, the awareness and responsibility of cadres, party members and people for the task of national construction and defence have been gradually improved; its defence and security potentials and postures have been constantly consolidated and strengthened; its armed forces have been built strong, with high overall quality and combat readiness; its political security, social order and safety have been secured; sovereignty and security of its maritime border have been firmly managed and protected, etc. However, the situation in the Mekong Delta region in general and Tra Vinh province in particular still risk instabilities, especially the sabotage of hostile forces, land disputes and complaints, crimes, social evils, and illegal preaching. This reality represents both a difficulty and a challenge, and poses an urgent requirement for the province’s Party Committee, government, people and armed forces in building a strong national defence, creating a stable and favourable environment for its rapid and sustainable development.

Deeply understanding the Party's new viewpoints and thinking on Fatherland protection in light of Resolution 8 of the Party Central Committee (13th tenure) and stemming from the reality of the locality, the Province continues to promote propaganda and education on national defence and security, aiming to create unity in viewpoints, awareness and responsibility of Party committees, authorities and people of all strata for the task of building a strong national defence. Accordingly, the Provincial Military Command advises the Provincial Party Committee and the Provincial People's Committee to direct departments, branches, sectors, unions, and socio-political organisations to step up propaganda, education and training on defence and security for the subjects and the entire people, especially key cadres in the political system, ethnic minorities, religious dignitaries and people living in key areas of defence and security. At the same time, it promptly informs and propagates to clarify the Party's guidelines, State policies and laws, and the Province's policies in socio-economic development, strengthening defence and security and unveiling plots and sabotage activities of hostile and reactionary forces, etc. Moreover, the Provincial Military Command directs local military units and agencies to promote the function of a "working army" in mass mobilisation, building the political system at the grassroots level; carrying out "Repaying gratitude" activities; helping people in hunger elimination and poverty reduction, and disaster response and relief. In addition, it proactively grasps the situation and advise local Party committees and authorities to prevent and thoroughly resolve problems arising from the grassroots, creating high consensus and unanimity between Party committees, authorities and people, contributing to building an increasingly solid "people's hearts and minds posture".

To enhance the economic potential for the all people’s national defence, the Province has carried out many policies and solutions to lead and direct the close combination of socio-economic development with the consolidation and enhancement of defence and security. Accordingly, it strictly implements Decision No. 34/QD-TTg dated 11 May 2020 of the Prime Minister promulgating the Plan to implement Conclusion No. 57-KL/TW dated 16 September 2019 of the Politburo on combining national defence and security with economy; economy with national defence and security. To make this effective, the Province promotes the implementation of the Cooperation programme with Ho Chi Minh City on socio-economic development up to 2025; linking sustainable development of the eastern coastal sub-region of the Mekong Delta; implementing Resolution No. 13/NQ-TW dated 2 April 2022 of the Politburo (13th tenure) on: "Orientation for socio-economic development and ensuring national defence and security in the Mekong Delta region up to 2030, with a vision to 2045". It strives to mobilise resources, fully exploit potentials, and leverage its advantages to make Tra Vinh one of the key provinces in marine economy development. In recent times, it has completed and effectively operated many large-scale projects. Promoting those results, in the coming time, it will focus on planning and developing dual-use projects ready to serve defence and security tasks. It continues to direct the acceleration of economic restructuring with higher proportion of industry and services, expansion of the processing and manufacturing industry; modern and sustainable agriculture, with an aim to ensuring food security, associated with the construction of new rural areas, contributing to strengthening economic potential, consolidating defence and security posture. In particular, it continues to strictly manage nearly one thousand fishing vessels in operation, ensuring strict implementation of regulations on fishing and being ready to participate in protecting the sovereignty of seas and islands, and conducting search and rescue.

Grasping and implementing the directives of the Ministry of National Defence and Command of Military Region 9 on force organisation, the Provincial Military Command has always proactively grasped the situation, actively advised the Provincial Party Committee and the Provincial People's Committee to lead and direct the building of strong local armed forces with a reasonable structure, high overall quality and combat readiness, ensuring the successful completion of combat readiness tasks and acting as the core force in preventing and mitigating natural disasters, search and rescue at the local and grassroots levels. Accordingly, the Province focuses on building a standing force in the direction of “elite, compact, and strong”. Every year, the Provincial Military Command closely coordinates with functional bodies of Military Region 9 to make plans for using and developing the contingent of cadres at all levels; reviews and perfects the organisational structures of agencies, units, and localities according to regulations, with priorities being given to units performing training and combat readiness tasks, units performing A2 tasks, and key areas of defence and security. Besides, it focuses on adjusting the plan to increase the militia and self-defence force in defence situations suitable to the tasks of each locality; promotes the role of mobile militia and regular militia in performing military and defence tasks, preventing, controlling, and overcoming the consequences of natural disasters, search and rescue, forest fire prevention and combat,  environment protection, and disease prevention and control at the grassroots level; continues to promote the building of a strong, seasoned reserve force, ready for mobilisation when required.

Last but not least, the Province continues to promote the combined strength of the political system and the entire people for building the national defence posture associated with the people's security posture, focusing on the solid military posture of the defence areas at all levels. On the basis of the Master Plan for socio-economic development associated with defence and security strengthening, the Provincial Military Command closely coordinates with relevant departments and branches to perform well the advisory role for the Provincial Party Committee and the Provincial People's Committee to mobilise and allocate resources invested in building the defence posture with priority being given to the construction of key structures to establish a solid and interconnected posture. At the same time, it continues to advise the Province on the building, training, operations, and treatment for local troops, reserve forces, militia and self-defence forces; protecting defence works, military zones, economic-defence zones in the area; implementing civil defence measures, preferential policies for military families and people with contributions for the revolution.

Building a strong national defence in each region, locality and the whole country represents the strategic policy of our Party and State. Therefore, together with the whole country, the Party Committee, government, armed forces and people of all ethnic groups of Tra Vinh province are implementing this policy in an in-depth manner, contributing to the successful implementation of the goals and targets of the Resolution of the 11th Provincial Party Congress, making Tra Vinh a fairly developed province by 2025 and among the leading development ones in the Mekong Delta by 2030, meeting the requirements of the task of building and defending the Fatherland in the new situation.
