To make the GPD’s Party Organisation politically, ideologically, organisationally and morally strong

Grasping the 12th Politburo’s Directive 35-CT/TW, dated March 30th, 2019 and the Central Military Commission Standing Board’s Directive 747-CT/QUTW, dated July 23rd, 2019 on the all-level party congresses towards the 13th National Party Congress, the Party Organisation of the General Political Department (GPD) successfully held its Congress for the 2020-2025 tenure, expressing its political stuff, knowledge, and creativity, helping raise its leadership capacity and combativeness. The Congress determined to build a politically, ideologically, morally and organisationally strong, pure, typical Party Organisation of the GPD within the Military Party Organisation as a key task that would be carried out frequently and effectively.

The GPD serves as an office that provides strategic advice and directions on the party and political work within the entire Military under the leadership of the Party Central Committee’s Secretariat and the Central Military Commission (CMC). Grounded on the Party’s resolutions and directives, performing its function and task, the GPD has proactively, closely cooperated with relevant offices and units in advising the Party to develop the guidelines on building a “revolutionary, regular, elite, gradually modern” People’s Army and making it politically strong as the foundation. At the same time, it has directly given advice and directions on raising the efficiency and effectiveness of the party and political work across the Military, thereby making contributions to building a politically, ideologically, and organisationally strong Army as the basis for enhancing the synergy and combat power.

Promoting the 75-year tradition of construction, combat and development, over the years, the GPD’s Party Committee has always grasped resolutions and directives by the Party, the CMC and the Ministry of National Defence (MND) and synchronously adopted measures for building a pure, strong Party Organisation to meet the task requirements. All-level party committees have always attached importance to building resolutions, work regulations and leadership statutes in their key areas as well as action plans and programmes for the resolutions of their own and higher echelons. Due regard has been paid to staffing party committees and organisations, improving their leadership role and combativeness, correctly performing their function and task, strictly abiding by the principle of democratic centralism, maintaining the order for party meetings and promoting their core role in leading their offices and units to successfully fulfil both regular and irregular missions. Consideration has been given to effectively executing the Party Central Committee’s Resolution No.4 (11th and 12th tenure) on the Party building and rectification, particularly overcoming weaknesses that had been pointed out and renewing the leadership style creatively. Great value has been attached to managing, educating and training party members while the building of a contingent of party members has been closely combined with that of party committee members and key cadres. Due attention has been paid to initiating new members into the Party and promoting the role of mass organisations in building the Party.

The personnel work has been carried out synchronously, effectively to ensure the structure, quantity and quality and meet the task requirements set by a strategic office in charge of counselling and directing the party and political work. All-level party committees, party organisations and inspection commissions have seriously and effectively conducted the work of inspection, supervision and Party discipline, while ensuring that supervision would be extended and inspection would be focalised. Emphasis has been placed on inspecting and supervising the settlement of weaknesses and the execution of the 12th Party Central Committee’s Resolution No.4, the 12th Politburo’s Directive 05-CT/TW, dated May 15th, 2016 and the CMC Standing Board’s Directive 87-CT/TW, dated July 8th, 2016 on studying and following Ho Chi Minh’s ideology, ethics and lifestyle. Due attention has been paid to closely managing the internal political situation and ensuring the safety of offices and units.

The GPD’s Party Organisation has always played a vanguard role in the Party building; therefore, its party committees and organisations’ leadership and combativeness and the quality of its cadres and party members have been raised. The majority of cadres and party members have promoted their vanguard, exemplary role, preserved their political zeal and morality, and improved their knowledge to meet the task requirements. There has been no sign of degradation in political ideology, ethics and lifestyle or manifestation of “self-evolution” and “self-transformation.” Strategic staff offices have provided creative directions on enhancing the quality and effectiveness of the party and political work within the whole Military. They have given advice to the CMC and the MND on measures for building a pure, strong Military Party Organisation and a politically strong Army as the basis for maintaining and strengthening the Party’s absolute, direct, all-round leadership over the Military and the military-defence cause.

Currently, the task of defending the Homeland in the new situation, the building of a revolutionary, regular, elite, gradually modern Army, with a number of services, corps and forces moving straight to modernity, and the fight against “peaceful evolution,” “depoliticisation” of our Military, “self-evolution” and “self-transformation” are imposing more demanding requirements on the party and political work. Against that backdrop, it is vital to make the GPD’s Party Organisation politically, ideologically, organisationally and morally strong and improve its leadership capacity and combativeness as a determinant to the quality and effectiveness of its leadership over the GPD’s function and task.

Based on the guidelines and measures set by the Resolution of the 19th GPD Party Congress, it is necessary to focus on the following points to make the GPD’s Party Organisation politically, ideologically, organisationally and morally strong.

First, continue to thoroughly grasp resolutions, directives and regulations on the Party building, enhance the work of education to improve cadres and party members’ political zeal, morality and lifestyle. Party committees and party cells should grasp and effectively implement resolutions, directives and regulations by the Party Central Committee, the CMC, and the GPD on the Party building to ensure that all grass-roots level party organisations within the Party Organisation will be organised under the regulations and operate according to their function and task. A focus should be placed on renewing and improving political education. In this regard, priority should be given to grasping and translating Marxism-Leninism, Ho Chi Minh’s ideology, the Party’s Platform and guidelines, and the State’s law and policy into life. Due attention should be paid to combining types of education to make it attractive and promoting self-study of cadres and party members. The core role of professional forces and the participation of cadres and party members in defending the Party’s ideological foundation should be encouraged. It is essential to keep taking measures synchronously and effectively for executing the 12th Party Central Resolution No.4, the 12th Politburo’s Resolution 05-CT/TW, and the CMC Standing Board’s Directive 87-CT/QUTW in line with the Campaign entitled “promoting tradition, devoting talent, deserving to be Uncle Ho’s soldiers in the new period” and other emulation movements and drives launched by sectors at all levels. Party committees and party organisations must enhance the management of their party members, proactively forecast and grasp party members’ ideology and social relationships in the residential areas. Party organisations and members’ annual self-examination, assessment and classification must be carried out in a practical fashion while due regard should be paid to initiating new members into the Party and rewarding party members and organisations. Significance should be attached to heightening the vanguard, exemplary role of cadres and party members, particularly the key ones in self-improvement.

Second, strictly observe the regulations and order for party organisation and meetings. It is vital to frequently consolidate party committees and organisations’ leadership capacity and combativeness and raise the quality of cadres and party members. Work and leadership regulations in the key areas must be developed, reviewed, amended, supplemented and perfected regularly. Due attention should be paid to maintaining the order for party meetings and especially the principle of democratic centralism, encouraging proactiveness and creativity of party committee and agency heads, fostering internal unity, valuing self-criticism and criticism, and resolutely fighting against the degradation in political ideology, ethics and lifestyle as well as the signs of “self-evolution” and “self-transformation” from within. It is important to build pure, strong party organisations and cells while offices and units must be made exemplary, typical and comprehensively strong. The quality of party cell’s meetings must be raised. Great value should be attached to improving secretaries, deputy secretaries and party committee members’ capability and experience in conducting the party and political work within specialised offices and units.

Third, build a contingent of cadres with proper structure and high quality to meet the task requirements in the new situation. This measure acts as a determinant to making the GPD’s Party Organisation politically, morally, ideologically and organisationally strong. To that end, party committees and organisations should grasp and well implement resolutions by the Party and the CMC on the personnel work, particularly the Resolution 109-NQ/QUTW, dated February 11th, 2019 by the CMC on “building a contingent of military cadres, especially at the campaign and strategic levels to meet the task requirements in the new situation.” Besides, it is necessary to encourage cadres to improve their comprehensive and professional knowledge, particularly their foreign language and information technology level, well train and effectively use cadres within offices and units, detect and recruit new cadres from others across the Military, and ensure the stability and solid inheritance of a pool of cadres. Emphasis should be placed on building a contingent of cadres with political zeal, morality, a sense of discipline, comprehensive knowledge and capacity, great prestige, good health, proper age, sufficient quantity and appropriate structure, ensuring a solid transition between generations of cadres, and well organising votes of confidence amongst party committee members and commands at all levels under the regulations. Great weight should be added to improving cadres’ capability in research and strategic staff work and building a pool of top experts within offices responsible for directing units across the Military. It is essential to resolutely replace and dismiss cadres who lack a sense of responsibility or have poor task performance. Due attention should be paid to well implementing policies for cadres in accordance with the conditions of the GPD and the regulations set by the MND.

Fourth, raise the quality and efficiency of inspection, supervision and disciplinary action and well perform the work of internal political protection. Party committees, party organisations and inspection commissions at all levels should grasp and correctly perform their function and task of supervision and inspection under the Party’s Charter and higher echelons’ regulations, decisions and guiding documents. Moreover, they should develop and issue special resolutions and plans for inspection and supervision as well as inspection commissions’ working regulations, while assigning the task of routine supervision of their affiliated party committees and organisations. It is important to inspect and supervise the execution of resolutions, directives and regulations by the Party and the CMC. The quality of inspections and supervisions aimed at the political task and the Party building must be raised. Consideration should be given to proactively inspecting party organisations and members with the signs of violation, dealing with letters of complaint and denunciation, and stringently handling violations of discipline. Besides, it is essential to enhance party committee and inspection commission members’ awareness, responsibility and capacity to conduct inspections and supervisions. Due regard should be paid to well performing the work of internal political protection, verifying and appraising cadres’ political profiles, and proactively preventing the hostile forces from sending spies to our offices and units.

Fifth, continue renewing the leadership and work style and building a scientific, effective working method. The GPD’s Party Committee and its affiliates should grasp and correctly perform their function and task and concentrate on renewing their leading style, developing a scientific, democratic, specific working style. There must be specialised resolutions for central, urgent, new, irregular missions. Resolutions and conclusions by party committees and cells must be brief, specific, practical and centred on primary task, key issues and settlement of weaknesses. It is really important to assign task and responsibility to individuals and collectives within party committees and heighten the proactiveness, creativity and spirit of daring to think, daring to do, and daring to take responsibility amongst heads of party committees, offices and units. Furthermore, it is essential to improve party committees’ combativeness and capacity to develop resolutions and working programmes as well as the quality of counselling, directing, inspecting and performing all assigned functions and tasks.

Promoting the success of its 19th Congress for the 2020-2025 tenure, the GPD’s Party Organisation and its affiliated party committees and organisations will adopt measures synchronously for building a politically, ideologically, morally and organisationally strong Party Organisation, improving its leadership capacity and combativeness, and making it capable of leading the GPD to successfully fulfil the Congress Resolution to contribute to building a politically strong Army, maintaining and strengthening the Party’s absolute, direct leadership over the Army.
