Grasping and executing the Party’s resolutions and directives on the Party building, Military Region 3’s Party Committee and Command have been attached special importance to building a typically strong, pure Party Organisation as the core of leadership for the Military Region’s successful fulfilment of all assigned missions.
Being fully aware of the importance of the Party building to the Homeland construction and protection, over the years, Military Region 3’s Party Committee and Command have synchronously, properly adopted measures to build a pure, strong Party Organisation. As a result, the Military Region’s Party Organisation and armed forces have always been strong in terms of politics, ideology, morality, organisation, and personnel. Meanwhile, all-level party organisations’ leadership capacity and combativeness have been unceasingly enhanced. Cadres and party members have always shown their political zeal and responsibility and promoted the nature and tradition of “Uncle Ho’s soldiers” in the new period. Those above-mentioned results have contributed to raising the Military Region’s synergy and combat readiness capacity. The posture of all-people national defence associated with the posture of people’s security and the “posture of people’s hearts and minds” have been consolidated, while potential of all types within defensive zones have been increasingly strong as the basis for localities’ political stability and socio-economic development.
Currently, to meet the more demanding requirements set by military-defence task, military build-up, the building of compact, strong armed forces, and especially the Resolution of the 13th National Party Congress on “enhancing the Party’s leadership and ruling capacity and combativeness, making the Party and the political system pure and comprehensively strong, and cementing the people’s faith in the Party, the State, and the socialist regime,” the Military Region Party Committee is determined to build a typically strong, pure Party Organisation capable of leading the Military Region’s armed forces to successfully fulfil all assigned missions. To that end, the Military Region Party Committee will focus on synchronously implementing several central measures as follows.
Due attention will be paid to building a politically, ideologically, morally strong Party Organisation. First of all, all-level party committees and organisations shall continue grasping and well executing guidelines and directions on building a politically, ideologically, and morally strong Party under the Resolutions of the 13th National Party Congress, the 11th Military Party Congress, and the Military Region’s 9th Party Congress. They shall strictly implement the 12th Secretariat’s Directive 23-CT/TW on “continuing renewing and improving the study, application, and development of Marxism-Leninism and Ho Chi Minh’s ideology in the new situation,” ensure sufficient contents and programmes of political education for troops, and actively raise the combativeness and persuasiveness of political and ideological education. At the same time, they shall effectively realise the Project on the Military’s “peaceful evolution” prevention and combat in ideological and cultural fields, better the quality of operation of Steering Boards 35 and the core force in fighting against wrong, hostile viewpoints at all levels, guarantee political orientation against complex, sensitive issues, and achieve a consensus and maintain the Party’s ideological foundation within each office and unit.
Besides, all-level party committees and organisations shall seriously execute the 13th Party Central Committee’s Conclusion 21-KL/TW, dated October 25th, 2021 on further building and rectifying the Party and the political system, resolutely preventing and stringently handling degradation in political ideology, ethics, and lifestyle as well as “self-evolution” and “self-transformation” amongst cadres and party members in tandem with the 13th Politburo’s Conclusion 01-KL/TW, dated May 18th, 2021 on continuing studying and following Ho Chi Minh’s ideology, ethics, and lifestyle. At the same time, they shall adhere to regulations on cadres and party members’ role model-setting responsibility by the Politburo, the Secretariat, and the Central Military Commission (CMC). Consideration should be given to including evaluations of those above-mentioned things in party cells’ regular meetings and party committees’ review conferences to draw lessons, adjust action plans, and overcome weaknesses. Doing so will help bolster the working-class nature of the Military Region’s Party Organisation and armed forces and build up all party organisations, cadres, and party members’ political zeal, pure morality, and healthy lifestyle together with steadfastness in Marxism-Leninism, Ho Chi Minh’s ideology, and the Party’s revolutionary goal and ideal as the basis for thwarting hostile forces’ plots and artifices.

Due regard will be paid to building organisationally strong party committees and organisations and a contingent of exemplary cadres and party members. All-level party committees and organisations shall continue grasping and strictly executing resolutions and directives by the Party Central Committee and the CMC on the Party building, organisational work, and personnel work, while frequently reviewing and supplementing their action programmes and working and leading regulations. In the process, it is vital to adhere to the principle of democratic centralism and the CMC Standing Board’s Conclusion 111-KL/QUTW, dated February 12th, 2019 on keeping raising the leadership capacity and combativeness of party organisations and the quality of cadres and party members within the Military in the new period. Due attention should be paid to consolidating party committees and organisations in accordance with adjustments in the Military Regions’ organisational structure and aligning the building of pure, strong party organisations with the building of “exemplarily, typically” comprehensively strong offices and units. At the same time, it is essential to well carry out the work of internal political protection, initiate new members into the Party, and dismiss ineligible party members from the Party. Consideration should be given to cooperating with local party committees and authorities in raising the quality of commune-level military party cells’ leadership.
Being imbued with Uncle Ho’s teachings: “cadres are the root of all work,” the Military Region’s Party Committee and Command will focus on building a contingent of cadres, particularly at campaign level with political zeal, absolute loyalty to the Party, the Homeland, and the people, pure morality, a sense of discipline, comprehensive knowledge, great prestige, fitness, and proper age range. It is important to closely combine the training of cadres with personnel planning and use and rejuvenate the contingent of cadres in order to create a continuous, solid transition. In the process, all-level party committees shall stringently implement the 12th Politburo’ Regulations 205-QĐ/TW, dated September 23rd, 2019 on “controlling power in personnel work and combating illegal lobbying for position and power,” while ensuring democracy and objectivity in personnel work.
Renewing leadership method and style is a requirement for cadres and party members in today’s Party building work. Thus, all-level party committees and organisations shall actively improve the quality of party meetings, particularly at party committees and party cells. Significance should be attached to raising the quality of building, introducing, and executing resolutions, heightening self-criticism and criticism, maintaining internal unity, bringing into play democracy, collective knowledge, and creativity, and encouraging party committees and key cadres of offices and units to dare to think, dare to do, and dare to take responsibility. It is necessary to continue building up a scientific, democratic working style, matching words with action, upholding unity, and strictly maintaining discipline. Great value should be attached to aligning the building of pure, strong party organisations with the building of “exemplarily, typically” comprehensively strong offices and units, managing relationships between leaderships and commands as well as between collectives and individuals, and well exercising “self-review” and “self-correction.” Superiors shall set good examples for their subordinates to follow. Due attention should be paid to resolutely fighting against and stringently handling bureaucracy, formal democracy, arbitrariness, militarism, and merit-driven practices.
Emphasis will be placed on enhancing the Party’s inspection, supervision, and discipline. This step is of utmost importance in the leadership process. Without inspection, leadership could not be effective. Therefore, all-level party committees and organisations shall continue grasping and well implementing the Resolution of the 4th Plenum of the 10th Party Central Committee on enhancing the Party’s inspection and supervision work, the 13th Party Central Committee’s Regulations 22-QĐ/TW, dated July 28th, 2021 on the Party’s inspection, supervision, and discipline work as well as other regulations on taking disciplinary against party organisations and party members with violations. It is necessary to actively raise the quality, efficiency, and effectiveness of the Party’s inspection, supervision, and discipline. Due regard should be paid to stringently executing regulations on coordinated inspection and supervision of local military-defence task. Emphasis should be placed on inspecting and supervising the execution of resolutions, directives, and regulations developed by the Party, the CMC, and the Ministry of National Defence and the performance of political task in line with the Party Central Committee’s Resolution No.4 (12th and 13th tenure), the 13th Party Central Committee’s Regulations 37-QĐ/TW, dated October 25th, 2021 on party members’ don’ts, and the 13th Politburo’s Conclusion 01-KL/TW, dated May 18th, 2021 on continuing realising the 12th Politburo’s Directive 05-CT/TW, dated May 15th, 2016. Significance should be attached to inspecting and supervising party organisations’ leadership over political task and the Party building as well as party committee members and commanders’ political zeal, morality, lifestyle, role model-setting responsibility, and task performance. It is vital to proactively inspect party organisations and party members with signs of violation right at grass-roots level, settle letters of denunciation and complaint, resolutely, opportunely, completely handle violations of the Party’s discipline, the State’s law, and the Military’s discipline, prevent and combat corruption, wastefulness, and negative practices to maintain the Party’s discipline. Doing so will contribute to keeping building a typically strong, pure Military Region Party Organisation capable of leading the Military Region’s armed forces to successfully fulfil all assigned missions.
