“Resolutely and persistently fighting against corruption and negativity” is an important content identified by the Resolution of the 4^th Meeting of the 13^th Party Central Committee in order to build and rectify the Party and political system. Thoroughly grasping that point of view in education and training, the Logistics Academy has been implementing many synchronous and effective solutions to meet the requirements of Army building in the new situation.

The Logistics Academy is a training centre of military and financial cadres at undergraduate and graduate levels. Besides, it conducts job-based training, international cooperation on training, scientific research on military logistics and finance, serving the cause of Army building. Its graduates will be in charge of logistics and finance in units throughout the army, directly serve or provide for food, accommodation, clothing, vehicles, and healthcare for soldiers. In their responsibilities, they are assigned to manage and use a large volume of logistical and financial facilities of the Army. This is a very heavy, important but also sensitive task which is prone to corruption and negativity, and the logistics and financial staff, most of whom are trained at the Logistics Academy, may directly or indirectly commit corrupt and negative acts, if they are not really "red" and "expert" officers. Current practice shows that, besides the majority of logistics staff who are steadfast in politics, morally good, and always devoted to their work, there are still a number of cadres of the industry whose political ideology, ethics, and lifestyle are degraded, and show signs of individualism, take advantage of their working position for embezzlement, corruption which have been punished by military discipline and State law, etc. That not only affects the living standard of officers and soldiers, but also adversely affects the reputation and trust of the people in the Army.

The above fact poses urgent requirement to thoroughly grasp, strictly and effectively implement the Party’s view of "Resolutely and persistently fighting against corruption and negativity" in the process of educating and training in military academies and schools in general, especially the Logistics Academy, in order to contribute to building a contingent of logistics staff who are strong in political will; typical in the qualities of industry, thrift, integrity, and; both "red", and "expert". This is an important, first step, the basic, early, solid preventive measures against corrupt and negative acts in the process of education, training, requiring the Academy to deploy many solutions synchronously, focusing on the following ones.

Firstly, raising awareness for cadres, party members and the masses of the Academy about the Party's stance on countering corruption and negativity. This is the foundation, the unified awareness for putting the content of countering corruption and negativity into the educational and training process effectively. In order to do that, the Party Committee and Board of Directors of the Academy lead and direct agencies, faculties, and cadet  management units to thoroughly grasp, strictly and effectively implement the directives and resolutions of the Party, the Central Military Commission, and the Ministry of National Defence on the prevention and combat of corruption and negativity in various fields, including education and training, focusing on the direction of General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission at the first Central Military Commission Conference, 2020 – 2025 term that: “The Military Party must really pure, strong, typical, and exemplary in Party building and rectification; The Military must be truly clean internally, taking the lead in fighting negativity, corruption and wastefulness”. Thereby, each cadre, party member and the masses clearly see the strong political determination of the Party, State and Central Military Commission; well aware of the great responsibility and pioneering role of the Army in general, each party committee, party organisation and each soldier in particular in the fight against corruption and negativity. Agencies, faculties, and units need to promote forms of propaganda and education in order to convey and spread to cadres, party members and students the Party and State’s resolute and persistent views on preventing and combating corruption and negative effects in education and training, in order to train logistics officers with virtue, talent and integrity to serve the Army, contributing to maintaining the purity of the Army.

Second, closely link the content of the Party's stance on anti-corruption and negativity with the renovation of educational and training programs; methods and forms of learner evaluation. Implementing this solution, the Academy continues to innovate training programs for the subjects; carry out basic and comprehensive education and training; attach importance to both "virtue" and "expertise" in association with the standards and capabilities of Army Logistics officers. Accordingly, the social sciences and humanities subjects continue to further improve the quality of teaching in order to foster revolutionary ideal, qualities, personality and ethics for students, especially students at tactical level. At the same time, regularly update the contents related to anti-corruption and negativity in their lectures in a vivid and relevant manner so that students can realise the great harms of corruption and negativity. Specialised subjects must fully equip in-depth knowledge for learners, ensuring that cadets after graduation have solid professional expertise, meeting well their responsibilities and duties as it is shown in practice that weak expertise may lead to mistakes, corruption, negativity in logistics and finance work.

In addition, the academy’s departments and faculties need to clearly define the contents, forms and methods of conducting exams, testing, and evaluating cadet’s learning results, ensuring objectivity, substance, and correctness. Resolutely not to occur negativity during exams and tests, thereby, creating strong motivation for students to study, train and improve professional expertise and cultivate their morality and personality.

Third, thoroughly grasp and effectively implement Resolution No. 847-NQ/QUTW, dated December 28, 2021 of the Central Military Commission on promoting the quality of "Uncle Ho's soldiers", resolutely fighting against individualism in the new situation. Departments, faculties, and cadets management units need to stick to the goals and views, apply flexibly and creatively the tasks and solutions of the Resolution to grasp, propagate, and educate suitably to the nature and tasks of each subject. At the same time, concretise five basic characteristics of the quality of "Uncle Ho's soldiers" identified in the Resolution into ethical standards of logistics officers so that officers, teachers, cadets, employees, and soldiers of the Academy thoroughly understand, implement and take that as the goal of the education and training. Closely combine the implementation of Resolution No. 847-NQ/QUTW with Conclusion No. 21-KL/TW, dated October 25, 2021 of the Central Committee (13^th tenure) on promoting Party building and rectification and the political system, resolutely preventing, repelling, and strictly handling cadres and party members with degraded political ideology, morality, lifestyle, "self-evolution", "self-transformation", etc. In particular, attaching importance to education to arouse the desire to dedicate and the sense of responsibility of logistics staff according to Ho Chi Minh's ideology, morality and style, considers it the noblest duty of Army Logistics cadres.

Fourth, build a clean and healthy pedagogical culture. In education and training in general, and at the Logistics Academy in particular, the quality and personality of students are greatly influenced by the environment in which they are trained. Therefore, in order to train logistics officers with good moral qualities, exempt from corruption and negativity, along with other factors, the Academy must be an exemplary environment. Its departments, faculties, and student management units should continue to promote the implementation of the Campaign of "Building a clean, healthy and rich cultural and pedagogical environment"; building a democratic and humane working and learning environment; building relationships, especially teacher-student relationship, pure, upholding love and responsibility. Focusing on building the Academy Party Committee strong in terms of politics, ideology, ethics, organisation and staff with strong leadership capacity and high combat strength, solidarity, unity, discipline, without signs of deterioration in political thought, morality, lifestyle, manifestations of "self-evolution", "self-transformation", building the Academy comprehensively strong, "exemplary, typical".

Along with that, the Academy pays attention to building a contingent of qualified and capable cadres and teachers with political steadfastness, pure moral quality, high sense of discipline, deep and comprehensive knowledge, really exemplary about industry, thrift, integrity, public-mindedness and impartiality, responsibility, innovative and creative thinking, enterprise, and enthusiasm so that each lecturer and educator are shining examples in quality and personality for students to follow. At the same time, pay attention to living standards of officials, lecturers and students; resolutely not to let phenomena of embezzlement and wastefulness occur; make the Academy’s logistics work both serve the tasks of the Academy and act as a model for students to visit, study and practice. Each logistics staff of the Academy must really represent the quality and personality for students to believe and follow.

Effectively implementing the above solutions to thoroughly grasp the viewpoint of "resolutely and persistently countering corruption and negativity" in education and training is a very important task of the Academy of Logistics which both shows a common responsibility to the Party, the State, and the Army, as well as serves as the basis for building the Academy strong, meeting the requirements and tasks in the new situation.
