Thoroughly grasping Resolution 230 of the Central Military Party Committee, Thanh Hoa Province concentrates on developing armed forces in the direction of “elite, compact, and strong”

Building an elite, compact and strong army as the foundation for progressively modernising is the strategic direction of the Party, the Central Military Commission and the Ministry of National Defence. This direction is being thoroughly grasped and strictly implemented by Thanh Hoa Military Party Committee and Military Command with a focus on comprehensive and effective measures, aimed at resolutely achieving victory in practice.

Thoroughly grasping Resolution No. 230-NQ/QUTW, dated 2 April 2022, of the Central Military Commission on leading the organisation of the Vietnam People's Army in the period of 2021 - 2030 and the following years, together with the entire army, the Military Party Committee and Military Command of Thanh Hoa province are focusing on leading, directing, and comprehensively implementing the resolution according to the identified plan and route, to build the armed forces of the province "elite, compact and strong", meeting the requirements and tasks in the new situation.

Firstly, effectively organising research, study and thorough grasping for party committees, commanding officers at all levels, cadres and soldiers, ensuring unity in perception and action, creating clear changes in agencies and units, thereby enhancing responsibility in organising implementation. Accordingly, the Military Party Committee and the Provincial Military Command focus on leading and directing party committees, party organisations, commanding agencies and units to disseminate, study, and thoroughly grasp resolutions, directives, plans, and instructions from the Political Bureau, the Central Military Commission, the Ministry of National Defence and from the Party Committee, the Command of Military Region 4 regarding the organisation of the Vietnam People's Army in the period of 2021 - 2030 and the following years; in which, the focus is on clarifying viewpoints, objectives, principles, requirements, tasks, and main solutions in implementation. Thereby, training officers, cadres and soldiers clearly understand that adjusting force organisation is a major policy, correct and creative decision of our Party and government; it is an objectively inevitable issue, an urgent requirement, in order to improve the overall quality and combat power, ensuring the building of a modern army on the right schedule, meeting the requirements and tasks of safeguarding the Fatherland in the new situation; it is also an important basis to ensure that the provincial armed forces are always ready to receive and successfully complete all assigned tasks.

The task of thorough grasping, education, and learning is conducted scientifically, closely, and synchronously from top to bottom, from within the Party, the Military Command down to the units. Together with holding meetings, through briefing sessions and activities, the Provincial Military Command also directs the integration of contents in regular activities; enhances propaganda on the internal radio system of the agencies and units. The implementation process focuses on orienting ideology and combating distorted perceptions, deceptive rhetoric and schemes, as well as countering sabotage activities of hostile forces.

Secondly, implementing rigorously, scientifically, decisively, synchronously, and effectively. Based on the content of Resolution No. 230, Plan No. 1228/KH-BQP, dated 25 April 2022, of the Ministry of National Defence; Decision No. 408/QD-BTL and Plan No. 1166/KH-BTL, dated 20 May 2022, of Military Region 4 Command, the Military Party Committee and the Provincial Military Command direct agencies and units to incorporate this important content into the annual work leadership resolution and develop strict, scientific implementation programmes and plans tailored to the functions, tasks and situational characteristics of each agency and unit. The implementation process is absolutely free from subjective and rush, with appropriate steps and a suitable route, closely aligned with the guidance and directives from above; all organisational adjustment activities and payroll are conducted under the strict, focused and unified leadership and direction of the party committees at all levels. Every adjustment and arrangement matter undergoes thorough discussion and unified, democratically deliberated from the grassroots level, party committees of each agency and unit.

After the decision to adjust the organisational structure and payroll issued by the Ministry of National Defence and the guidance from the Military Region Commands, the Provincial Military Command directed its departments and functional units to thoroughly grasp all aspects of the situation, prepare diligently, conduct reviews and rigorously implement the Ministry's decision regarding mergers, transfers and acceptance of forces. Additionally, directing newly merged agencies and units to quickly stabilise party organisations, command organisation and mass organisation, ensuring leadership and direction activities are not interrupted or disturbed. Regarding the Logistics - Technical Department, actively engage in researching and proposing the utilisation of logistical and technical facilities, ensuring they align with the functions and tasks according to the new payroll. Regarding the Reconnaissance - Mechanised Company, Guard - Military Control Platoon and other units, focusing on adjusting combat plans, training, etc., to quickly stabilise and commence task execution, meeting combat readiness training requirements. For redundant or non-specialised forces, especially at the district-level military command, the Provincial Military Command devices in-place training plans, combined with sending personnel for training at the Military Region before transferring them to new agencies or units to perform their missions. Up to now, basically the organisation and payroll of the provincial armed forces have been adjusted in accordance with the Ministry's decisions, deployed as closely as possible, ensuring balance and synchronously between agencies and units, maintaining and enhancing overall quality and combat capabilities.

Thirdly, closely combining ideological and organisational work with policy and personnel work. Adjusting organisation and payroll is a significant, complex, and sensitive task that involves many levels, sectors and units, directly impacting the ideologies and emotions of cadres and soldiers, as well as the overall strength and combat readiness of agencies and units. Therefore, the Provincial Military Party Committee and Military Command focus on leading and directing the effective implementation of all stages and steps of ideological work, especially for the forces directly affected by the adjustments; enhance management and closely monitor the mental state, family circumstances, health and relationships of each officer and cadre; proactively guide and address difficulties and challenges, resolutely overcoming subjective, hasty, indifferent or dependent behaviours. For emerging ideological or complex and sensitive issues, the Provincial Military Command directly instructs the party committees and commanding officers of agencies and units to handle them rigorously, flexibly and effectively in accordance with regulations to maintain stability within the units.

Furthermore, closely integrating ideological work with organisational work, policy and personnel work at each stage and step of the force organisation adjustment process. Regarding agencies and units directly undergoing adjustments, the Provincial Military Command directs the compliance and strict implementation of principles, processes, and regulations on personnel work, preventing any tolerance for disregarding principles or violating the steps of organisational restructuring, maintaining the stability within the cadre team and avoiding disruptions during the adjustment process. Enhancing internal political protection work and effectively implementing military rear policy, ensuring strict, open, democratic, unified and compliance with regulations; focusing particularly on cadres, officers and soldiers affected by dissolution or merger in agencies and units. Regularly providing information and ideological orientation to cadres, officers and soldiers regarding new and sensitive issues; actively combating erroneous and hostile viewpoints, misinformation and preventing and countering internal "self-evolution" and "self-transformation" tendencies. Strengthening inspection, examination and supervision of the task implementation of agencies and units after adjustment, contributing to build cadres and soldiers with high politically resilient, high determination and confidence in their work, fostering loyalty to their agencies and units, overcoming difficulties, and effectively fulfilling assigned tasks.

Fourthly, concentrating on effectively implementing breakthrough measures to enhance the leadership capacity, combat strength of grassroots party committees; the quality of training, combat readiness and disciplinary compliance. Thoroughly grasping the guiding principle in adjusting and organising forces to maintain stability without compromising the unit's regular political tasks, Military Party Committee and Provincial Military Command concentrate on leading and directing agencies and units to consistently and effectively implement resolutions, directives, conclusions, and regulations regarding Party building work; synchronously and comprehensively implementing measures to strengthen Party organisations in terms of politics, ideology, ethics, organisation, and personnel, aiming to build "Four Good Party Cells" and "Four Good Grassroots Party Committees". Consolidate and enhance the leadership capacity and combat readiness of each party committee and party cell; maintaining and strictly implementing party living regulations and principles; placing importance on managing, educating, and training cadres and party members, linking the responsibilities of party committees, commands, and leading cadres with the fulfillment of the tasks of the agencies and units.

Raising the quality of training and combat readiness is a key task, a breakthrough stage that the Provincial Military Command is intensely leading and directing to implement resolutely. Accordingly, units and agencies, especially those newly merged or transferred, closely align with their functions, tasks, and practical situations, actively innovate in training programmes, content, methods of instruction and training, focus on new issues and weak points. Adhering to the training principle of "basic, practical and solid", emphasising on synchronised and in-depth training, closely tied to reality, tasks, targets, terrain and combat reality under the conditions where the enemy employs advanced weapons and technology, tailored to the organisation, payroll and equipment as well as the forte combat strategies of the armed forces of the province. Enhance night training, mobile force training, conduct exercises in defensive areas, civil defence; actively respond to and effectively participate in disaster prevention, search and rescue operations in the province and military region. Timely adjusting and supplementing combat plans and plans for the mobilisation of economic resources in wartime situations; focusing on enhancing the command, direct and operational coordination capabilities for cadres, commanders and agencies at all levels.

Direct units and agencies, especially those newly merged or integrated entities, to enhance management, training soldiers, fostering significant changes in building discipline and adherence to government laws and military regulations, prevent serious disciplinary violations that could affect the characteristics of “Uncle Ho’s Soldiers”. Strictly manage troop numbers, weapons, equipment, barracks, as well as defence land; promote the implementation of Determined to Win emulation, meeting the requirements and tasks of training, exercises, and combat readiness.

Thoroughly grasping and strictly implementing Resolution No. 230-NQ/QUTW of the Central Military Commission is the responsibility and political task of the party committees, commanding officers and units at all levels throughout the military. The armed forces of Thanh Hoa Province are deeply grasping and effectively implementing this directive, which serves as a crucial foundation for building an "elite, compact and strong" force, successfully completing all assigned tasks.
