The Military Party Organisation carefully prepares the all-level party congresses in the run-up to the 13th National Party Congress

The all-level party congresses in the run-up to the 13th National Party Congress represent a wide and deep political activity that takes place when our country have gained great, comprehensive socio-economic achievements, defence and security have been consolidated, foreign relations have been expanded, our country’s prestige and status in the international arena have been raised, the Party building and rectification and the fight against corruption and negative practices have achieved significant results, and the people’s faith in the Party has been strengthened. As for the Military Party Organisation (MPO), party congresses within itself will prove the Military’s political zeal and development over its 75 years of construction and combat under the Party’s leadership and express the determination to build a revolutionary, regular, elite, gradually modern Military. To organise the all-level party congresses within the MPO and the 11th Military Party Congress as a good example and contribute to the success of the 13th National Party Congress, the Standing Board of the Central Military Commission (CMC) has directed competent offices of the CMC and the Ministry of National Defence (MND) as well as the all-level party committees and organisations within the entire Military to proactively make all necessary preparations.

Grasping the Politburo’s Directive 35-CT/TW, dated May 30th 2019, on the all-level party congresses in the run-up to the 13th National Party Congress, and regulations, decisions, and guiding documents by the Party Central Committee on party congresses for the 2020-2025 tenure, the General Political Department (GPD) has proactively recommended the CMC Standing Board to work with the Central Organisation Commission to clarify several relevant issues on preparing and holding the all-level party congresses within the MPO under the Politburo’s Directive No.35 and in accordance with reality. On July 23rd 2019, the CMC Standing Board released the Directive 747-CT/QUTW on the all-level party congresses within the MPO in the run-up to the 13th National Party Congress. The Directive includes instructions on the agenda, political reports and discussions, the personnel work and election of members to new party committees, the number and election of representatives who would attend higher-level party congresses, and the congress timetable. The GPD has proactively advised the CMC Standing Board on establishing sub-committees and the Working Group for designing the 11th Military Party Congress’ Documents, developing and executing the plans for the all-level party congresses. At the same time, it has counselled the CMC Standing Board to organise a conference with the participation of party committee secretaries and deputy secretaries and commanders within its affiliates; also, it has helped the CMC Standing Board to direct party committees to study and make higher echelons’ documents relevant to their particularities and tasks with a view to well preparing their party congresses. Up to now, guiding documents and several preparations for the all-level party congresses within the MPO have been implemented uniformly and synchronously under the direction by the CMC and the GPD.

To continue preparing and successfully organising the all-level party congresses within the MPO, party committees and organisations should focus on the following.

First, concentrating on raising forces and organisations’ awareness and responsibility for preparing the all-level party congresses. The all-level party committees and organisations, commanders, commissars, and political offices should continue introducing higher echelons’ directing and guiding documents to their staff members and render them fully aware of the importance of the all-level party congresses within the MPO in the run-up to the 13th National Party Congress. Due attention should be paid to achieving a consensus on the motto of ensuring inheritance, stability, reform, creativity, and development, promoting democracy, upholding principles, maintaining discipline, safety, and practicality, valuing quality and effectiveness, and avoiding formalism and wastefulness. Significance should be attached to promoting responsibility and knowledge to grasp major guidelines and directions, actively nominating and electing typical cadres to new party committees for the 2020-225 tenure and representatives to attend the higher-level party congresses, and making contributions to building political reports of party committees and above as well as draft documents of the 13th National Party Congress. Due regard should be paid to holding democratic dialogues prior to, during, and after the all-level party congresses in order to achieve a consensus within the entire Military. Via the all-level party congresses, it is necessary to continue enhancing the all-level party committees’ leadership and combativeness and making the MPO really typical, exemplary, and capable of leading the whole Military to fulfil all assigned missions.

Second, exercising leadership over the work of designing party committees’ documents for the congresses, with a focus on their political reports and task performance reviews. When developing the congress documents, party committees should adhere to higher echelons’ directions, previous congress resolution, and reality of their offices and units. They should also carry out polls among their affiliated party committees and the mass organisations practically, effectively. The party committees under the CMC should take advantage of opinions from key cadres at their level who have just retired.

Political reports must make an objective, honest evaluation of the task performance, clarify weak and strong points, identify the cause, and draw lessons comprehensively, practically. At the same time, importance should be attached to grasping major viewpoints and guidelines expressed in the draft documents of the 13th National Party Congress, setting out guidelines, targets, tasks, and practical, feasible solutions for the following tenure and beyond, and formulating breakthrough measures for performing the central task and overcoming weaknesses. Party committees’ task performance reviews must uphold a sense of combativeness, self-criticism, and criticism in a serious, frank, constructive fashion, correctly assess the work of leading, directing, and performing the task, the implementation of the Party Central Committee’s Resolutions No.4 (11th and 12th tenure) on the Party building and rectification, the studying and following of Ho Chi Minh’s ideology, ethics, and lifestyle, and the execution of the regulations on role-model setting responsibility of cadres and party members, particularly the key ones, clarify the reasons for weaknesses, attribute collective and individual responsibility to those weaknesses, and develop plans and measures for remedial action in the upcoming time.

Grounded on the Politburo’s Directive No.35, party committees should prepare the draft action programs for their congresses to discuss and approve. Those programs must include major work plans and main targets and goals, assign offices to be in charge of or coordinate the programs, and set the deadline for the congresses to debate, ratify, and authorise the new party committees to supplement and complete.

Third, the personnel work for a congress must uphold principles and value the quality and proper structure. It is essential to grasp and strictly follow the Politburo’s Directive No.35 and resolutions, directives, and regulations by the Party Central Committee, the CMC, and its Standing Board on criteria for party committee members, ensure the comprehensive leadership over offices and units, and absolutely avoid lowering the criteria. It is important to resolutely to exclude from new party committees those who lack political zeal, or have poor qualities, ability, and prestige, or show bad examples and the signs of disunity, partiality, opportunism, and apathy, or have the manifestations of the degradation in political ideology, ethics, and lifestyle as well as “self-evolution” and “self-transformation,” or commit corruption, negative practices, and “group interests,” or violate the principle of democratic centralism, the current regulations by the Party, State, and Military as well as party members’ don’ts, or have spouse or offspring violating the Party’s regulations and the State’s policy and law, or have poor task performance. Representatives attending higher-level party congresses must be typical party members within party organisations and cells; they must have political zeal, good moral qualities, pure, healthy lifestyle, and a spirit of criticism and self-criticism, display their absolute loyalty to the Party’s goal and ideal; they must be able to give their opinions to decisions of the congresses.

The personnel work must be in accordance with the Party’s Charter and regulations. The work of evaluating cadres must be based on their party committees and organisations, and commands as well as the competent offices and units, with emphasis placed on their task performance according to their position and duty. At the same time, it is necessary to adopt measures for proactively preventing and fighting against the impacts made by false, unofficial, evil information, particularly fabrications and distortions of the personnel work for the all-level party congresses. Great value should be attached to detecting and nominating cadres as new elements who have good morality and competence as well as young, female, and ethnic minority cadres. Due regard should be paid to preparing the personnel plan in advance for the Party Central Committee and a contingent of deputies to the National Assembly and the provincial, district-level people’s councils for the 2021-2026 tenure.

Fourth, frequently grasping and closely managing the internal political situation, opportunely detecting, preventing, and dealing with the signs of degradation, “self-evolution,” and “self-transformation.” The all-level party committees should grasp and stringently execute higher echelons’ directives, regulations, and guiding documents on the work of internal political protection. It is important to enhance the work of grasping and closely managing the internal political situation and opportunely detect and completely settle the complex issues. Due attention should be paid to maintaining vigilance, proactively preventing  the hostile forces and bad elements from spying, opportunely detecting, resolutely fighting against, and neutralising fabrications and distorted documents and information aimed at undermining the prestige and unity of party organisations, cadres, and party members. This work must be carried out in a close, objective, comprehensive, and focalised manner to avoid impacting on offices and units’ unity and operation and prevent the hostile forces’ sabotage. The work of verifying political criteria of cadres as nominees for new party committees and representatives to attend the higher-level party congresses must be in accordance with the Party’s regulations. It is important that cadres and party members who violate political criteria according to the Politburo’s Regulation 126-QĐ/TW, dated February 28th 2018, on “several issues on the Party’s internal political protection,” would not be elected as members of new party committees or representatives to attend the higher-level party congresses. Significance should be attached to strictly maintaining the regulations on protecting congress information and documents, building both safe units and areas in order to ensure political stability right at grass-roots level, and developing plans/projects for defending the all-level party congresses and proactively preventing fire, explosion, and sabotage prior to and during those congresses.

Fifth, stepping up the emulation work and disseminating the all-level party congresses in the run-up to the 13th National Party Congress. Party committees and commands within offices and units should focus their leadership and direction over the work of educating and propagating the history and tradition of the Party, Military, and units as well as the country’s outstanding achievements in the renewal period. It is essential to enhance visual propagation, build facilities to welcome the congresses, organise cultural, artistic, sports programs, dialogues, knowledge competitions related to the Party, Uncle Ho, and the Military for troops and locals, particularly in the remote, isolated, border, sea, and island areas. Due regard should be paid to launching emulation movements to welcome the all-level party congresses and celebrate the 45th anniversary of South Liberation and National Unification and the 75th anniversary of August Revolution and National Day of the Socialist Republic of Vietnam.

The Steering Boards 35 and the Force 47 at all levels should frequently provide information, actively fight against false information, wrong viewpoints, the “peaceful evolution” strategy, and plots to incite “self-evolution” and “self-transformation” by the hostile forces. Press agencies within the Military should promote the work of propagation related to the all-level party congresses in the run-up to the 13th National Party Congress, while disseminating and honouring typical examples in the task performance.

Sixth, preparing and organising the party congresses, and successfully fulfilling all assigned tasks. In addition to preparation for the congresses, the all-level party committees should pay due attention to reviewing and fulfilling all targets set by the resolutions of the party congresses for the 2015-2020 tenure, well performing the routine tasks, and stringently maintaining the order and regulations for combat readiness so as to avoid passivity and unexpected situations. It is important to effectively implement the three-breakthrough policy to make a huge positive change in force organisation, combat training, and education and training work. Consideration should be given to building and multiplying comprehensively strong, “exemplary, typical” units, resolutely reducing the rate of discipline violations, minimising serious ones, and basically completely settling weaknesses and drawbacks. Significance should be attached to conducting the work of inspection and supervision, examining and making all preparations for the all-level party congresses. Due regard should be paid to performing other pieces of work effectively to make contributions to raising the Military’s synergy, combat strength, and task performance.

The work of preparing and organising the all-level party congresses within the MPO plays a role of paramount importance and represents a central task of party committees and organisations, key cadres, and competent offices at all levels from now on to the end of 2020. Thus, each party committee and organisation, cadre, and party member within the MPO should continue promoting the Military’s 75-year tradition of construction, combat, and development, devoting efforts to well preparing and organising the all-level party congresses in the run-up to the 13th National Party Congress.
