The Institute of Technology builds a contingent of cadres in line with the task requirements in the new situation

In the course of leading the implementation of political tasks, the Party Committee of the Institute of Technology (hereafter the Institute) has always fully grasped higher echelons’ directives and resolutions, focused on making a contingent of cadres, meeting the requirements of the task. This has been considered as the decisive factor in building pure and strong Institute’s Party Committee and comprehensively strong Institute.

The Institute is a research and technology application unit under the General Department of Defence Industry. The Institute’s Party Committee and commanders always determine that personnel and personnel work is a decisive factor in the fulfillment of the tasks of the Institute. Thus, over the past years, the Institute’s Party Committee and commanders have always paid attention to building a pool of cadres having firm political willpower and dedication to the profession with rational quantity and structure, professional synchronization, standardization of professional qualifications. In particular, these cadres are necessitated having sufficient capability, virtue and scientific research method as well as ability to independently research and conduct the projects of science and technology, meeting the requirements of the Institute and the development of defence industry. The focuses have been placed on the following points.

Regularly grasping and strictly implementing instructions and resolutions on personnel work. This is the key part for the Institute to build the contingent of cadres in the right direction, meeting the task requirements. Accordingly, the Institute’s Party Committee has thoroughly grasped and strictly implemented Resolution No. 769-NQ/QUTW, dated 21-12-2012 by the Central Military Commission on “Building the contingent of military cadres in the 2013-2020 period and beyond” and Resolution No. 68-NQ/ĐUCNQP by the Party Committee of General Department of Defence Industry on “Leading the building of a contingent of cadres and conducting personnel work for 2010-2015 tenure and dispatching cadres abroad for training towards 2020 and beyond”. On that basis, the Institute’s Party Committee has issued a special resolution on leading the building of a contingent of cadres and conducting personnel work, with detailed directions, objectives, contents and measures in complicance with the task requirements, ensuring the direct leadership of the Institute’s Party Committee and promoting the role and responsibilities of all-level party committees, commanders and agencies in all aspects of the personnel work, such as: planning, recruitment, use, training, promotion, appointment, and rotation.

To take the initiative and ensure inheritance, development and continuous and stable transitions amongst generations of cadres, the Institute’s Party Committee has paid due regard to the work of personnel planning. Grounded in reviewing and evaluating the realistic situation of the contingent of cadres according to the requirements of professional tasks, the Institute’s Party Committee has developed the personnel planning under the motto of “changable” and “open” to ensure that at least two or three cadres are planned for each position, associated the building of the Party Committee with the building of a contingent of key cadres at department, centre and factory level, and the building of the contingent of party members with the building of the contingent of cadres. In addition, the Institute’s Party Committee has placed cadres of different ages in the planning to both promote the gray matter of the cadres experienced in carrying out many scientific projects and create opportunities for young and capable cadres equipped with basic training to keep pace with new technologies. In order to ensure the “ripeness” for cadres, the Institute’s Party Committee has developed the plan of cadre training, testing and rotation to assign them to various positions before appointing them to commanding and managing posts. Annually, the personnel planning of the Party Committee has always reviewed, evaluated, supplemented and adjusted. The Institute’s Party Committee has resolutely put the cadres with low prestige and those who fail to fulfill the assigned tasks out of the planning, while adding the cadres with sufficient virtue and capability meeting the requirements of new tasks to the personnel planning.

The reality shows that the Institute’s research projects are diversified in various fields (such as materials, chemicals, mechanics, electronic control and so on). Many of them require sophisticated and modern technology and staff’s high level qualifications. Therefore, together with the planning of key cadres, the Institute’s Party Committee has always proactively hand-picked and fostered a contingent of cadres with extensive expertise to build up key specialized groups, meeting the requirements of assigned tasks, especially the tasks of strategic level of the Ministry  of National Defence and the State. Democratic centralism has been upheld in personnel work with a focus on heightening the responsibility of the forces in detecting staff sources and strictly complying with the jurisdiction and responsibility for selecting, introducing and formulating the planning close with the realistic decentralization of management and use.

In response to the rapid development of science and technology which necessitates the quick and creative approach, the Institute’s Party Committee has attached great importance to building and developing the contingent of young scientific cadres. This is an important solution as well as a strategic step for the Institute to keep pace with and adapt to the requirements of the fourth industrial revolution. The Institute has cooperated with the functional agencies of General Department of Defence Industry and Ministry of National Defence to create favorable mechanisms and policies to attract young scientists graduated from reputable universities at home and abroad with the qualifications and specializations in line with the demands of the Institute. In order to have high-quality young cadres, the Institute’s Party Committee has always paid attention to the recruitment work, ensuring strict and proper regulations and procedures. The recruited cadres have carefully been assessed and selected in terms of capability, virtue, political profile, health and specialization.

The work of training cadres by the Institute has always been directed towards young staff. On a yearly basis, the Institute’s Party Committee has prepared plans for sending young engineers to factories. This is the ground for discovering and evaluating the capability, especially the research capacity of young cadres to determine the direction of placing and employing them effectively. In addition, young cadres have also been given priority to participate in complicated projects and tasks together with experienced ones in order to learn and promote their keen and creative abilities. In reality, many young cadres have shown the spirit of daring to think, daring to do, and daring to take responsibility, asserted their capability and qualification through the quality products put in use and highly appreciated. Along with dispatching cadres to get training in conformity with the higher echelons’ criteria, the Institute’s Party Committee has paid due attention to encouraging self-study of the contingent of cadres in general and young cadres. At the same time, there have been opportune mechanisms for commending and rewarding individuals with solutions, initiatives and technical innovations in the implementation of the central political tasks of the Institute, hereby creating a strong motivation for young cadres to show their full potential.

In order to ensure that all cadres have strong political willpower and pure ethics and lifestyle, fully understand their responsibilities, and fulfill all assigned tasks, the Institute has always focused on heightening the political quality of the contingent of cadres through the synchronous solutions. In particular, the Institute’s Party Committee has thoroughly grasped and strictly implemented the Resolution of the 4th Plenum of the Central Party Committee (12th tenure) on Party building and rectification, the Directive No. 05-CT/TW by the Politburo on “accelerating the study and  following of Uncle Ho’s thought, morality, and lifestyle” as well as the campaign “Promoting traditions, devoting talents, deserving to be Uncle Ho's soldiers”. These contents have become a routine task and an important part of monitoring and supervising the practice of pure ethics and lifestyle of cadres and party members within the entire Party Committee. In the face of the drastic opposition of hostile forces, the Institute has paid regard to well conducting the work of political and ideological education, raising awareness amongst cadres of the conspiracies and artifices of hostile forces, especially on cyberspace. Besides, the Institute has opportunely informed and oriented the hot issues affecting the feelings and emotions of cadres, ensuring that they have right attitudes and perceptions and actively fight against wrong and hostile views.

Most cadres of the Institute are highly educated with research experiences and skills. However, for some positions, the regimes and policies on posts and ranks are not satisfactory, raising concerns among cadres. Meanwhile, with the socio-economic development, many cadres have the opportunity to have part-time jobs, even discharge themselves from the army to work for large companies or corporations, etc. This poses challenges to retaining the Institute’s high-quality human resources. In order to overcome such difficulties, the Party committees and commanders at all levels have regularly paid attention to cadres’ concerns and aspirations, opportunely acted on the proposals and recommendations, and actively encouraged and heightened the spirit and responsibility of cadres. At the same time, all-level Party committees and commanders have successfully implemented the works of policy, and emulation and reward, strengthened democracy, especially democracy in scientific research, thereby creating favourable environment so as to encourage cadres to work and devote themselves to professional work and to the Institute. As a result, the cadres of the Institute have always expressed their single-minded devotion to the army and well performed the assigned duties and tasks. Thanks to building up the contingent of cadres in the right direction and close to the political tasks, the Institute has created a quality human resource, directly contributing to its fulfillment of central political tasks and achievement in building typically pure and strong Institute’s Party Committee for many consecutive years.

To bring into full play the recorded results, the Institute’s Party Committee has continued thoroughly grasping and implementing effectively the instructions and resolutions on personnel work, especially the Resolution of the 7th Plenum of the Central Party Committee (12th tenure) on building the contingent of cadres at all levels. The cadres of the Institute have been strengthened in terms of quantity and professional qualifications, being capable of implementing the tasks and ready to undertake and fulfill all assigned tasks, meeting increasingly demanding requirements of the fourth industrial revolution and the Fatherland protection in the new situation.
