In 2024, a decisive year for the successful implementation of the Resolution of the 11th Military Party Congress, the entire Military, especially the Logistics Branch, focuses on basically achieving the targets and tasks set by the Congress; comprehensively implement Resolution No.1658-NQ/QUTW, dated 20 December 2022, by the Central Military Commission (CMC), on the military logistics work until 2030 and beyond; and ensure the successful fulfillment of various tasks and significant events for the country and the Military. These are highly demanding requirements, necessitating the entire Military, primarily the Logistics Branch, to make efforts to overcome difficulties, innovate, and enhance the quality of leadership, guidance, and organisation of implementation.
In 2023, the entire Military, closely adhering to the leadership and directions of the CMC and the Ministry of National Defence, as well as the practical situation, made efforts to overcome difficulties and comprehensively carried out logistics work, achieving positive results and ensuring complete and timely support for training, exercises, and combat readiness, both regularly and unexpectedly. The Military Logistics Branch promoted its crucial role in actively conducting research, providing advice, proposing, and resolutely directing the effective implementation of logistics targets and tasks. Many tasks were excellently completed. The logistics support work continued to innovate, with a continuous improvement in quality, and the stability and well-being of the military personnel were secured. Importantly, the Branch actively coordinated and proactively advised the CMC, the Ministry of National Defence, and the Party committees and commanders at all levels on adjusting the organisation and structure of logistics forces according to the roadmap outlined in CMC's Resolution No.230-NQ/QUTW, dated 2 April 2022, and Plan No.1228/KH-BQP, dated 25 April 2022, by the Ministry of National Defence, regarding the organisation of the Vietnam People’s Army in the period 2021-2030 and beyond, ensuring seriousness, strictness, and achieving the set goals and requirements. At the same time, it directly participated and successfully completed the logistics support tasks for the exercises directed by the Ministry of National Defence, drawing numerous lessons and experiences in organising and implementing logistics tasks.
In 2024, the entire Military implements multiple important breakthrough tasks, especially adjusting the organisation of forces to be an “adept, compact, and strong,” training, and combat readiness. As the year includes several significant national and military anniversaries, the demands for logistics support are very high. Meanwhile, many subjective and objective factors may adversely affect logistics work. To successfully fulfill the mission, the entire Military, especially the Party committees and commanders at all levels, with the core being the Logistics Branch, must continue to uphold responsibilities and vigorously implement strategies and solutions. The focus should be on effectively implementing some key priorities:
Firstly, to enhance the leadership and direction of the Party committees and commanders at all levels and the efforts of the entire Branch in implementing the goals and tasks of logistics work. First of all, it is required to focus deeply on grasping the Party’s perspectives, the state’s policies and laws, resolutions, and directives at all levels regarding logistics work. The focal point is to thoroughly grasp and implement CMC's Resolution No.1658-NQ/QUTW, dated 20 December 2022 on the military logistics work until 2030 and beyond; CMC's Resolution on leading the implementation of the 2024 mission; military and defence mission orders; and the logistics work directive for 2024 from the Minister of National Defence. Based on this, it is to strengthen leadership and direction in logistics work, especially for critical tasks and important content. Logistics agencies at all levels actively provide counsel and effectively implement Plan No.1218/KH-BQP of the Ministry of National Defence in conjunction with the implementation of the 8th Central Resolution (the 13th tenure) on the Strategy for safeguarding of the Fatherland in the new situation, tailored to the characteristics and situation of the agencies and units and proactively integrate the implementation of logistics tasks with the roadmap for achieving the goals and targets defined in the plans and action programmes. The Party committees and commanders of logistics units within the Military, especially the functional agencies of the General Logistics Department, should continue to improve the quality of expertise and propose specialised solutions, especially in strategic issues. Importance should be attached to providing counsel and directing the effective implementation of the adjustment and completion of the organisational structure of logistics forces, building an adept, compact, strong, and modern Logistics Branch to meet the requirements of building the Military and protecting the Fatherland in the new situation.

Secondly, to ensure sufficient and timely logistics support for training, combat readiness, emergencies, and important events in 2024. Logistics agencies and units at all levels should proactively grasp the situation, actively review, supplement, and improve the logistics and technical documents to ensure regular and combat missions, disaster response, and search and rescue, especially plans and arrangements for Plan A, safeguarding sovereignty over borders, seas, islands, and production activities at sea, avoid falling into perplexing situation. At the same time, it is essential to maintain strict combat readiness regimes and principles and tightly manage and preserve materials, equipment, and reserve logistics means for combat readiness and national reserves for defence.
Agencies of the General Department of Logistics should continue to coordinate and direct the logistics bodies of Military Regions and local military agencies to actively research and provide counsel to the Party committees and authorities at all levels on promoting the integration of economic and social development with strengthening and enhancing the logistical potential and posture in the defensive zones and building a strong reserve logistics force. In addition, the Logistics Branch closely follows the assigned tasks and proactively prepares and directs the timely provision of logistics support for the significant events of the country and the Military in 2024, with a focus on commemorating the 80th anniversary of the establishment of the Vietnam People’s Army, the 35th anniversary of the All-People's National Defence Day, and the 70th anniversary of the Dien Bien Phu Victory.
Thirdly, to leverage internal resources, efficiently exploit resources, and enhance the quality of supports, especially ensuring the well-being and health of the soldiers. The entire Military continues to uphold the spirit of “self-reliance and resilience” to proactively harness internal resources and comprehensive strength, striving to achieve the 2024 logistics objectives.
In this regard, agencies and units maintain and improve the quality of military logistics, especially ensuring the food and clothing of the soliders’; direct the proper provision of K24 uniforms for the entire Military; enhance the role of pricing councils; proactively create sources and effectively manage the quality and prices of food and foodstuffs and closely monitor food hygiene and safety; strengthen innovation and processing, ensuring compliance with standards, quantity, and energy for all subject; and actively consolidate and expand models of production and farming, focusing on sustainability, efficiency, environmental protection, and harnessing the potential of the stationed areas, in line with the characteristics of the units.
It is also required to continue to implement effective medical procedures and measures, management, care, and protection of the health of the soldiers, especially initial health care at the grassroots level and enhance preventive measures against diseases, resolutely preventing major outbreaks within units to strive to maintain a healthy ratio of over 98.5% within the entire Military; strengthen the close coordination with civilian medical facilities and localities, actively participate in the combined military-civilian medical activities; and contribute effectively to health care for the people, building a strong “people’s heart-and-mind” posture, especially in remote, difficult, border, sea and islands areas.
Besides, it is necessary to focus on constructing barrack facilities, clean water supplies, and official residences as part of the medium-term investment plan for the 2021-2025 period; accelerate the rearrangement and handling of land and property of units according to Decree No.67/2021/NĐ-CP, dated 15 July 2021, by the Government regulating the rearrangement and handling of state assets; continue to mobilise and use resources effectively for the renovation and upgrading of barracks, landslide and collapse prevention, construction of standardised landscape and barracks that are green, clean, and beautiful; continue to promote a role in managing and directing strict adherence to basic investment regulations and procedures; expedite the implementation of approved projects; and coordinate closely in managing defence land in accordance with legal regulations.
In addition, the Branch proactively creates a sustainable source, ensuring sufficient and timely supply of fuel, technical means, and fuel-related materials for missions; strengthen inspection and reconciliation of procurement activities and create and manage the quality of fuel. Agencies and units perform fuel management and usage tasks well, ensuring compliance with quotas and missions; effectively implement fire prevention and safety measures; actively cooperate in researching and transferring the production technology of certain special types of oils domestically to replace imports; and properly manage the quality of Jet A-1K and DO L-62 fuels in usage, storage, and reserves.
Attention should also be paid to directing the effective implementation of transportation decentralisation regulations; maintaining a system for preserving, maintaining, and repairing transportation vehicles, ensuring technical ratios as stipulated; organising the efficient use of existing transportation vehicles, combining outsourced transportation of certain goods as regulated; striving to successfully achieve transportation targets, especially for the mobility of forces, technical weapons, and fuels; ensure transportation for Truong Sa and DK1 platforms, ensuring safety and efficiency during transportation.
Fourthly, to continue to improve methods of logistics support for missions; expedite the implementation progress to effectively carry out programmes, initiatives, and logistics projects; and strive to fundamentally accomplish logistics objectives in line with the resolution of the 11th Military Party Congress, meeting the requirements of military and defence missions and the construction of the Military in the new situation.
Conducting research and propose the establishment, amendment, and supplementation of policies and legal documents regarding logistics field that are suitable for legal regulations and the specific nature of the Military; strengthen the method of supplying material logistics, especially fuels (creating domestic fuel, oil, and grease sources and replacing imports); invest in building logistics depots under the KH-20 Project to ensure progress and quality; build new water transport vehicles under the VT-21 Project as planned, especially the 550-ton landing transport ships and the 3,000-ton fuel transport tankers; deploy the organisation of reserve medical forces in the Programme on enhancing the Military’s preventive medical capabilities, integrating with the organisation of logistics forces and the organisation of the Military; leverage the investment efficiency of models under the QN-21 Project; and evaluate, learn from experience, and expand throughout the Military.
Finally, to intensify the adjustment and optimisation of the organisation and structure of logistics forces, building adept, compact, and strong units. It is necessary to continue to focus on leadership and direction to effectively adjust the organisation and structure of logistics forces at all levels according to CMC's Resolution No.230-NQ/QUTW and Plan No.1228/KH-BQP of the Ministry of National Defence, aligning with the mission requirements and the organisation planning of the Military in the new situation. Drawing on the experiences, leaders and commanders of units should lead and direct resolutely, promote indoctrination and political education to create consensus and high unity, and enhance the work of grasping the situation and timely, satisfactory resolution of concerns, wishes, and emerging issues of cadres and staff.
Emphasis is placed on effective training, education, and improvement of political determination and professional competence for the logisticians and continuing to push for administrative reforms, the application of information technology, and digital transformation in logistics work. In response to the high requirements of the task, the General Department strengthens the direction of functional agencies to coordinate in researching, reviewing, supplementing, and improving the standards, quotas, and limits of logistics for tasks, targets, and types of units as well as the technical standards and material-technical quotas for logistics product manufacturing. Especially, it is essential to continue research, supplementation, and adjustment of the logistics documents, combat technical regulations, and regularly stipulate the functions, tasks, and relationships of agencies at all levels, suitable for the organisational structure of the Military and meeting the mission requirements.
Simultaneously, logistics agencies and units continue to promote the Emulation Movement titled “The Military Logistics Branch follows Uncle Ho’s teachings” in conjunction with the Determination to Win Emulation movement and other emulation movements at the local level to create motivation, leverage comprehensive strength and successfully accomplish logistics tasks in 2024, making a significant contribution to completing military and defence tasks and protecting the Fatherland in the new situation.
