Thai Binh Provincial armed forces promote “Self-examination and self-correction”

Over the past time, Thai Binh Provincial Military Party Committee and Command have profoundly conducted the political drive of “Self-examination and self-correction” that is considered a focus to concretize the grasping and implementation of Directive No.05-CT/TW of the Politburo (the 12th Tenure) on promoting the learning and following of Ho Chi Minh thoughts, ethics, and style for practical achievements to celebrate the 130th Anniversary of His birthday.

Following the guidance of the Military Region 3 Political Department and the Provincial Party Committee Propaganda and Training Commission on organizing the “Self-examination and self-correction” drive, the Provincial Military Party Committee developed Plan No.190 KH/ĐU dated April 20th, 2016 on concretizing the leadership of implementation within the Provincial Party Committee and Armed Forces, and, at the same time, directed agencies and units to formulate action programs and plans for implementing the “Self-examination and self-correction” drive to consider it one of the key tasks throughout the process of implementing Directive No.05 in association with the implementation of the 4th Central Resolution (the 12th Tenure) on Party building and rectification, the Drive entitled “Promoting tradition, dedicating talents, deserving “Uncle Ho's Soldiers” in the new period, and the Determination-to-Win Emulation movement. The objective of this political drive, under the strong direction of the Provincial Party Committee, is to prevent, detect, and reverse the decline in political thoughts, ethics, and lifestyle; prevent “self-evolution”, “self-transformation” internally; and improve the quality of task performance of individuals and units.

With the motto of looking directly at the truth, assessing the truth, not avoiding defects, and promoting the responsibility of setting the example of superiors and leading cadres at all levels, the Provincial Military Party Committee has directed the Political Agency to guide the review, assessment, and classification of Party organizations and members in accordance with the 4th Central Resolution and Directive No.05-CT/TW of the Politburo (the 12th Tenure). During the implementation, the Provincial Military Party Committee Standing Commission has requested cadres and Party members, especially the leading cadres, to focus on identifying 27 manifestations of decline in political thoughts, ethics, and lifestyle, “self-evolution”, “self-transformation” as stated in the 4th Central Resolution and the contents of learning and following Ho Chi Minh thoughts, ethics, and style of cadres, Party committees, and Party cells. The self-criticism and criticism have been carefully prepared and conducted from top to bottom. At each level, right focus has been identified to lead and direct the implementation. In the process of “Self-examination and self-correction”, each Party member or organization must specify the limitations, shortcomings, causes, and responsibilities of the collectives and commissioners in leading and directing the implementation to avoid expressions of “word not in parallel with action”, indulgence, or avoidance. On that basis, the Party committees and organizations at all levels have seriously absorbed and renewed the leadership and direction, while each cadre and party member, especially the presiding cadres at all levels, has developed the striving plans and determined the directions, contents, and measures to overcome weak stages and aspects. At the same time, the content of Directive No.05 has been concretized, supplemented and, completed with criteria for learning and following Ho Chi Minh thoughts, ethics, and style suitable to each subject and assigned duties and tasks.

By doing that, the “Self-examination and self-correction” political activities have blown a new breeze and created great spillover effect among all cadres and Party members within the Provincial Military Party Committee with positive results. Party committees and cells of agencies and units have taken seriously and innovated working methods and manners, and principles of democratic centralism, collective leadership, and individual responsibility have been strengthened and maintained. The cultivation and training of political qualities, ethics, lifestyle, sense of responsibility, exemplary roles in word and deed, and strict observance of discipline and law of cadres and Party members have been raised. Agencies and units have developed and replicated several good models and effective ways in all aspects of work.

Thanks to the close and unified leadership and appropriate and effective measures, after the “Self-examination and self-correction” political drive, the implementation of the Politburo's Directive No.05 (the 12th Tenure) has become a vibrant and self-conscious revolutionary action movement among the provincial armed forces agencies and units and created a clear change in political thoughts, ethics, and lifestyle to prevent “self-evolution” and “Self-transformation” among cadres and soldiers and build politically strong provincial armed forces. As a result, the leadership capacity and combat power of the Party Committees and organizations at all levels, especially the grassroots one, has been significantly improved to create an important motivation to contribute to building comprehensively strong, “typically exemplary” agencies and units and excellently strong mass organizations to fulfill assigned tasks. Since 2016, the quality of training, drills, and combat readiness of the provincial armed forces has been constantly raised, including good organization of defensive area drills at provincial, district, and sector levels and defensive combat drills for 286/286 communes and wards (townships) to achieve 100% of the targets and be practical, economical, and absolutely safe in all aspects, especially the drill of the provincial defensive area with the participation of the Department of Industry and Trade, Department of Transport, Tien Hai District, and Thai Binh City in 2019 that was highly appreciated by the Chief of the General Staff. Military agencies at all levels have promoted the key role in advising local Party committees and authorities to organize the performance of local defense and military tasks. Up to now, 100% of districts (and city) have completed the construction of the basic headquarters in the provincial and district defensive areas in the period of 2019-2020 and beyond, of which, they have clearly defined the time schedules and allocated funding for construction of combat works in the defensive areas. Awareness and sense of responsibility of the Party committees, authorities, sectors, unions, and people of all classes for the task of protection of the Fatherland in the new situation have been raised.

In the movement entitled “Gratitude and favor repayment” in association with good implementation of regimes and policies under the Prime Minister's Decisions No.142, 62 and 49, Trans-ministerial Circular No.28, and Circular No.202 of the Ministry of Defense, cadres and soldiers of the provincial armed forces have donated, supported, visited, and presented gifts to policy beneficiaries, Vietnamese heroic mothers, relatives of martyrs, war invalids, and cadres suffering from dangerous diseases and built 46 comrade houses and houses of gratitude for staff and policy families of difficulties with a total amount of over VND 3.6 billion. In implementing the movement entitled “The Army joins hand in building new rural areas”, cadres and soldiers of the provincial armed forces have donated an amount of over VND 658 million to support the construction of rural roads and more than VND 100 million to build two cultural houses in Tay Son and Hoang Hai Villages, Vu Chinh Commune, Thai Binh City. The provincial armed forces have mobilized over 7,400 turns of cadres and soldiers to participate in preventing and fighting against storms and overcoming the consequences of natural disasters. Regarding the results of assessment the quality of the Party members and organizations every year, the Provincial Military Party Committee has seen over 80% of Party members successfully and excellently performing their duties, more than 85% of clean and strong grassroots Party committees and cells, 90% of excellently strong Youth Union and Women’s Union organizations, 90% of good and excellent Youth Union members, and 90% of advanced Women’s Union members.

The results and experience of “Self-examination and self-correction” in recent years are the basis for the Provincial Military Party Committee and Military Command to continue maintaining, promoting, and drawing lessons to improve quality and effectiveness of the implementation of the Politburo's Directive No.05-CT/TW (the 12th Tenure) on “Promoting the learning and following of Ho Chi Minh thoughts, ethics, and style”, the Drive entitled “Promote tradition, dedicating talents, deserving “Uncle Ho’s Soldiers” in the new period, and the 4th Central Resolution (the 12th Tenure) on Party building and rectification in the entire Provincial Military Party Committee. In the coming time, the Provincial Military Party Committee will continue to focus on leading and directing subordinate agencies and units to expand the scope of “Self-examination and self-correction” drive, not only being limited among the Party organizations but also proceeded at all mass organizations and military councils to create clear and sharp changes in task performance as well as overcoming limitations and weaknesses of each collective and individual. It will focus on building a strong Provincial Military Party Committee in terms of politics, thoughts, organization, and ethics and strong, strong, “typically exemplary” agencies and units to fulfill the assigned tasks, and meet the requirements of Fatherland construction and protection in a new situation.
