Tank and Armoured Corps promotes the implementation of Central Military Commission Decision No.847-NQ/QUTW
Recognising the importance of promoting the quality of “Uncle Ho’s Soldiers” and resolutely opposing individualism in each agency, unit, and the whole army, the Tank and Armoured Corps Party Committee and Command have been promoting the implementation of the Central Military Commission’s Resolution No.847-NQ/QUTW through several comprehensive and strict undertakings and measures to bring initial practical effects to contribute to the Corps’ fulfilment of tasks.
Resolution No.847-NQ/QUTW issued on December 28th, 2021 by the Central Military Party Commission on promoting the quality of “Uncle’s Ho Soldiers” and resolutely opposing individualism in the new situation (hereinafter referred to as Resolution No.847) clearly defines the basic characteristics of qualities of “Uncle’s Ho Soldiers” to be preserved and promoted. At the same time, it also specifies specific manifestations of individualism to be resolutely fought, prevented, and repelled. These are issues that are both urgent and permanent and fundamental to the need of building a politically strong Army in the new situation. With the determination to soon put the Resolution into practice, the Corps Party Committee and Command have launched an extensive political drive to learn, communicate, propagate, and implement through various flexible, diverse, and suitable forms and methods as decentralised for 100% of cadres, Party members, and masses. Party committees, Party organisations, and mass organisations at all levels have reviewed and supplemented the contents of implementing the Resolution, and conclusions on building and rectification of the Party and political system; promoting learning and following Ho Chi Minh's thoughts, ethics, and style; and drives of all levels and sectors, especially the Drive on promoting traditions, dedicating talents, and being worthy of the title of “Uncle Ho’s Soldiers” in the new period. Accordingly, it has contributed to improving the quality of cadres and Party members; building clean and strong Party committees and organisations, comprehensively strong, “exemplary and typical” agencies and units, and excellently strong mass organisations; and building a united contingent of cadres and soldiers, with high political determination and readiness to receive and complete all assigned tasks.

Currently, the Corps is promoting the construction of a “elite, compact, and strong” force pursuant to Resolution No.05-NQ/TW issued on January 17th, 2022 by the Politburo (13th Tenure) on the organisation of the Vietnam People's Army in the 2021 - 2030 period and beyond. Meanwhile, the implementation of the Scheme on modernising the Tank and Armoured poses higher and more comprehensive requirements to the units and the Corps. In addition, the Corps’ subordinates’ scattered areas of operation nationwide, negative side of the market economy, social evils, fierce sabotage of hostile forces... have had multidimensional impacts on the thoughts, ethics, lifestyles, and sense of responsibility of cadres and soldiers. Therefore, the Corps Party Committee and Command continues to lead and direct the implementation of Resolution No.847 and considers it an important undertaking and solution to build strong staff and organisations to meet the requirements and tasks through the following key solutions:
Firstly, to enhance the awareness and sense of responsibility of all organisations and cadres, Party members, and the masses in implementing Resolution No.847. This central solution serves as a basis and foundation for unifying the perceptions, thoughts, and actions of cadres, soldiers, and each organisation. Accordingly, the Corps Party Committee and Command have directed Party committees and organisations to continue promoting the work off propagation, education, and communication to make cadres, Party members, and the masses, especially the Party commissioners and presiding cadres at all levels, deeply aware of the purposes, meanings, objectives, views, tasks and solutions set forth in Resolution No. 847 and imbued with sacred and noble values and basic characteristics of qualities of “Uncle Ho’s Soldiers”. In implementation, agencies and units need to apply diverse, flexible, and rich measures and methods of propagation and education to be lively and suitable for each object. In particular, attention is paid to improving the quality of political education; organising seminars, exchanges, and contests on the qualities of “Uncle Ho’s Soldiers”; and effectively using the media and cultural institutions to propagate. Along with that, the Party committees and organisations continue promoting the effectiveness of political activities on “self-reflection and self-correction” at all levels in organising the performance of tasks. In regular activities, the Party committees and cells must, based on the tasks of agencies and units and functions and tasks of each individual, regularly review and clarify the shortcomings compared to the characteristics of qualities of “Uncle Ho’s Soldiers”; clearly state whether there are manifestations of individualism, deterioration of political thought, ethics, and lifestyle, and expression of “self-evolution” and “self-transformation” internally; and propose remedies to repel these manifestations in agencies and units, to unify the awareness and sense of responsibility, raise political determination and self-discipline of the Party committees and organisations, cadres, Party members, and masses, particularly the Party commissioners and presiding cadres at all levels to preserve and promote the noble qualities of “Uncle Ho’s Solders” and clearly see the manifestations and harms of individualism.
Secondly, building clean and strong Party committees and organisations and strengthening the leadership and direction of the good implementation of Resolution No.847. This solution is both a premise and a goal in implementing Resolution No.847. Accordingly, the Party committees and organisations of the Corps’ agencies and units should regularly grasp, concretise, and strictly implement the superiors’ resolutions and directives on the building and rectification of the Party; promote learning and following Ho Chi Minh's thoughts, ethics, and style, particularly Conclusion No.21-KL/TW issued on October 25th, 2021 by the Central Party Committee on promoting the building and rectification of the Party and the political system; resolutely prevent, repel, and severely handle cadres and Party members who degrade in political thoughts, ethics, and lifestyle, have manifestations of “self-evolution” and “self-transformation”, and violate regulations on the modeling responsibility, etc.; strictly maintain the principles of the Party organisation and activities, especially the principle of democratic centralism; regularly review, promptly supplement, and improve working and leadership regulations on key work aspects; resolutely confront authoritarian, autocratic, patriarchal, and group-interest manifestations; and promptly consolidate and perfect the Party committees and organisations at all levels to have sufficient quantity and reasonable structure to suitable to the organisation and forces of the Corps according to Resolution No.05-NQ/TW of the Politburo (13th Tenure) and gradually modernise Tank and Armoured equipment. It is also required to actively renew and improve the quality of the Party activities, particularly the Party cell activities. In the regular activities of the Party organisations, there must be contents of reviewing and evaluating the results of implementing Resolution No.847 at respective agencies and units; perform well self-criticism and criticism in association with individual responsibility, especially the heads of the Party committees, agencies, and units, for the collective shortcomings; overcome the situations of avoidance, fear of collision, “peaceful compromise”, shield, or credit-driven practice. Along with that, importance should be attached to improving the quality and efficiency of management, education, training, and reviewing of Party members to strive to have 100% of party organisations completing tasks (over 80% completing well and excellently); from 85% to 90% of party members completing tasks well and excellently; and 95% or more of graduates being admitted to the Party.
Finally, to build a strong contingent of staff at all levels to meet the requirements and tasks in the new situation. Cadres and cadre work play a particularly important role and are considered the “key” of the “key” task and “the root of all work.” Good implementation of this solution will be an important premise to concretise the motto of “the Superiors modeling for the subordinates to follow” as defined in Resolution No.847. Therefore, thoroughly grasping the resolutions and directives of the Party, the Central Military Party Commission, and the Ministry of National Defence on cadre work, the Corps Party Committee Standing Commission should lead and direct the Party committees and organisations to strictly observe the principle that the Party lead directly and comprehensively the cadre work and building of the cadre contingent; organise and manage the contingent of cadres under the principle of democratic centralism; focus on building a contingent of cadres at all levels to meet the requirements and tasks according to Resolution No.1163-NQ/ĐU issued on October 29th, 2019 by the Corps Party Committee on building a contingent of cadres to meet the requirements and tasks in the new situation; regularly review and firmly grasp the quantity and quality of cadres; do well in planning, training, fostering, and using cadres; pay attention to rotating and adjusting of the contingent of cadres to ensure the balance among agencies, units, and schools and the solid transition between generations; and in particular, attach importance to recruiting, training, fostering, and employing young cadres, ethnic minority cadres, and scientific staff,... to meet the requirements of building a “elite, compact, and strong” Corps. In implementing, it is necessary to actively renew and improve the efficiency of commenting and evaluating cadres towards thoroughness, continuity, multidimension, specific criteria, and actual work efficiency; encourage cadres to self-study and self-train; and foster and improve foreign language proficiency, and informatics and practical operational skills for cadres at all levels. By 2025, it is expected to have over 95% of cadres having university degrees or higher (25%), 100% of scientific researchers, teachers, and technicians meeting the standards of foreign language proficiency as required by their titles, always raising their modeling responsibility, and being truly exemplary in the qualities of “Uncle Ho’s Soldiers”, and more than 90% of cadres well completing their tasks annually.
In sync with the above key solutions, the Corps Party Committee should attach importance to further improving the quality and efficiency of inspection and supervision of the Party committees, Party organisations, and inspection committees at all levels in association with promoting the supervisory role of mass organisations; resolutely struggle to criticise the manifestations of distorted and wrong perceptions in implementing the Resolution; periodically learn from experience to promptly detect, correct, and overcome limitations, shortcomings, and simple and perfunctory working methods; and replicate creative, effective, advanced models, good people, and good deeds to create a strong spillover effect throughout the Corps.
Upholding the tradition of “Winning every battle” of the Tank and Armoured troops, the Party committees and commanders at all levels and cadres and soldiers of the Corps, with high political determination and drastic actions, will be proactive and creative to emulate to implement Resolution No.847 and contribute to brightening the high qualities of “Uncle Ho’s Soldiers” and building a politically strong Vietnam People's Army with high overall quality and combat strength to meet the requirements of protecting the Fatherland in the new situation.
