Building a contingent of cadres with quality, capacity, and prestige on par with tasks is the key content that is decisive for building a clean and strong Tank and Armor Party and a comprehensively strong Corps to fulfill all assigned tasks.
As a combat technical corps, over the years, under the leadership and direction of the Central Military Commission, the Ministry of National Defence, and the Tank and Armour Party Committee and High Command, the Party Committees and commanders at all levels have been united, innovative, proactive, and creative in deploying multiple synchronous and effective undertakings and solutions for leadership and direction to fulfill the goals and tasks set by of the Resolution of the 10th Corps Party Congress. Being well aware that "Cadres are the root of all work", the Corps Party Committee has always thoroughly grasped the superiors’ resolutions, directives, and guidelines on cadre work and cadre building, particularly the Resolution of the 3rd Party Central Committee (the 8th Tenure) on “The cadre strategy in the period of accelerating the industrialisation and modernisation of the country”, Resolution No.769-NQ/QUTW issued on December 21st, 2012 by the Central Military Commission on “Building the contingent of Army cadres in the 2013 - 2020 period and beyond”, etc. The Resolution of the 11th Corps Party Congress identified one of two breakthroughs, namely: improving the quality of cadres to meet the requirements of tasks in the new period. Accordingly, the Party Committees at all levels have developed and concretised such content into action programs, regulations, and plans and strictly directed the implementation relevant to the characteristics and tasks. At the same time, they have also proactively consolidated, arranged, and rotated cadres to meet the requirements of regular and extraordinary tasks and reduced the number of redundancies in several ways in a strict, democrat, and transparent manner, thereby yielding solidarity and unity. As a result, so far, the Corps’ contingent of cadres is basically sufficient in quantity, of good quality, and with an appropriate structure. Cadres have been trained and fostered in the right majors and working positions. The number of cadres holding graduate and postgraduate degrees is increasing which meets the requirements and tasks of the Corps in the new situation.
Currently, there has been a generational transfer among the presiding cadres of the Corps. The number of combat-experienced cadres is decreasing annually, while unit-level cadres are insufficient. Although young cadres are basically trained, they have little practical experience, and are somewhat inadequate in handling problems, etc. To build a contingent of cadres with sufficient quality, qualifications, and prestige to meet the requirements and tasks under the Resolution of the 13th National Party Congress and Resolution of the 11th Military Party Congress, the Corps Party Committee has focused on leading and directing the implementation of a number of basic solutions as follows.
To continue thoroughly grasping and creating changes in awareness and sense of responsibility of all levels, first of all the Party commissioners, presiding cadres, personnel offices, and HR staff. Attention has been paid to strictly grasping the superiors’ resolutions, directives, principles, and guidelines on cadre work, particularly Resolution No.769-NQ/QUTW of the Central Military Commission, Resolution No.109-NQ/QUTW issued on February 11th, 2019 by the Central Military Commission on “Building the contingent of military personnel, especially those at campaign and strategic level to meet requirements and tasks in the new situation”, Resolution No.1163-NQ/ĐU issued on October 29th, 2019 by the Corps Party Committee on "Building the contingent of cadres to meet the requirements of tasks in the new situation", etc. Thereby, it has created the unity in awareness and sense of responsibility among all levels of Corps Party Committee and well promoted the role and responsibilities of functional agencies in advising, proposing, and ensuring the effective implementation of the Party's principles, policies, and undertakings on cadre work and cadre building within the Corps.
To strictly implement regulations, processes, and principles in the cadre work, especially the principle of democratic centralism. The Party committees and organisations at all levels have uniformly led the cadre work and managed the contingent of cadres under decentralisation strictly in compliance with the principles, regulations, and processes of cadre work; closely combined cadre management with Party member management; strengthened inspection and supervision and strictly implemented the annual and irregular task-based cadre evaluation and comment regimes; balanced the number of cadres among agencies, units, and schools within the Corps; and given priority to arranging sufficient cadres for combat readiness units.
Cadre evaluation is an important content for selection, arrangement, and use of cadres. Therefore, the Party committees at all levels have regularly stuck to and based on the results of task performance to comment and accurately assess the quality of cadres in a specific, impartial, and objective manner and resolutely fight against emotional, one-sided, inconsistent, and general signs without clearly seeing the specific characteristics of each cadre in the process of cadre evaluation.
To strictly implement the planning for commanding and managerial cadres at all levels at the beginning of the term and review and supplement annually in accordance with the regulations and processes to ensure democracy, publicity, solidarity, inheritance, and development. Each title must have different sources and ages, including one third of the young age. To continue implementing the policy of cadre rotation in actual activities; have plans for rotating from favourable places to difficult ones to train cadres.
To renovate the training and re-training work to improve the comprehensive quality of cadres. To clearly define the policy in assignment and use of cadres based on the capacities, qualifications, and fortes of each cadre to determine appropriate training and re-training objectives; actively advise and propose to the Ministry of National Defence to pay attention to training cadres at all levels at home and abroad on technical work; always encourage self-discipline in research and training on exploitation and use of existing weapons and technical equipment to meet the requirements of modernising tanks armored vehicles. To direct the Tank and Armour College to improve the quality of foreign language and informatics training with contents close to task requirements for effective exploitation and use of weapons and technical equipment. To pay attention to improving the quality and standardising the teaching staff, continuing training towards modernisation, suitability for each training object and level, and relevance of training and combat readiness; and attach importance to training cadets’ commanding and managing stuff, methods, and styles to meet the training goals and requirements. To focus on investing in building schools in the Corps under the model of "Smart schools to approach the Fourth Industrial Revolution". To strengthen the application of information technology in training, drills, and training; and improve the quality of contests, competitions, re-training, review, experience draws, and example building in training to strive to have multiple good and safe training units. The Corps strives, by 2025, to reach the rates of over 95% for cadres with graduate qualifications or higher (over 25% for postgraduate and 3% - 5% for doctorate) and 100% of scientific researchers, lecturers, and technical staff meeting the standards of foreign language proficiency based on the requirements of their respective titles.
To well implement the regimes and policies of the Party, State, and Army for cadres and build strong cadre agencies at all levels. To promote the responsibilities of all levels, branches, agencies, and units and fully, promptly, wholeheartedly, and thoughtfully settle regimes and policies for cadres. To regularly focus on consolidating and completing strong cadre agencies at all levels; foster and train cadre workers with typical political stuff, moral qualities, lifestyles, expertise in professional skills, methods, scientific, meticulousness, specific, impartial, and objective working style to ensure correct and effective advice to the Party Committees on the cadre work and cadre building to meet the requirements and tasks of the Corps in the new situation.
Thoroughly grasping and synchronously implementing the above solutions are aimed to build the contingent of cadres at all levels on par with the tasks in the new situation, contributing to building a comprehensively strong, "exemplary and typical" Tank and Armor Corps to fulfill the assigned functions and tasks and be worthy of being an important raid force of the Vietnam People's Army’s, so that the 62-year history and glorious tradition of “Winning all battles” of the Tank and Armour force are cultivated and shone.
