Striving to fulfil objectives set by the 9th Military Party Congress and 2015 military and defence tasks

Significant anniversaries will be held in 2015, namely the 85th founding anniversary of the Communist Party of Vietnam (February 3rd 1930- February 3rd 2015); the 40th anniversary of the South’s liberation and national reunification day (April 30th 1975- April 30th 2015; the 70th anniversary of the August Revolution (August 19th 1945- August 19th 2015) and National Independence Day of the Socialist Republic of Vietnam (September 2nd 1945- September 2nd 2015). In this year, we will also hold the party congress at all levels, the 10th Military Party Congress in preparation for the 12th National Party Congress of the Communist Party of Vietnam.
In order to successfully fulfil military and defence tasks and objectives set by the 9th Military Party Congress, party committees and commanders at all levels in the whole Army need to have a thorough grasp of Party’s resolutions, particularly the 8th Resolution (11th tenure) on “Strategy to safeguard the Homeland in the new situation” as well as resolutions and directives made by the Central Military Commission and the Ministry of National Defence. Efforts should be made to implement measures with a focus on the following fundamental points:
1. Well implementing advisory work for the Party and State on military and defence tasks; unceasingly enhancing potential and synergy to meet the requirements in firmly protecting national independence, sovereignty, unification and territorial integrity.
Organs and units in the whole military, with organs for strategic studies first should proactively study and firmly grasp the global, regional, and domestic situation, especially the changes, so as to make accurate evaluation and forecast about military and defence situation, and to timely propose strategic measures to the Party and State to flexibly and appropriately deal with incidents in all three dimensions (land, air and sea); determine to minimize passive and surprised situations and to firmly protect borders, sea and islands, sovereignty, national territorial integrity; best secure the Party congress at all levels and major national celebrations.
To this end, units should frequently be on alert, seriously maintain combat-readiness; thoroughly grasp tasks, timely adjust and complete operational plans on defence, rehearse them, adjust the positioning of forces in accordance with the situation’s developments satisfying the requirements in the country’s defence and the strategy to protect the Homeland in the new situation. We also should focus on upgrading telecommunication facilities for cyber warfare and broad application of information technology in military and defence activities. Additionally, units need to further collaborate with the public security and other forces to fight against crime and frauds in border areas and on the sea, particularly armed drug trafficking, and to well conduct rescue and natural disaster prevention and relief.
2. Enhancing construction and consolidation of the all-people defence, associating the all-people defence posture with all-people security posture, consolidating in-depth defensive zones.
Main forces and border guard units in localities, basing on their functions and characteristics, appropriately take part in this work. Local military bodies should be proactive in advising local party committees and authorities to build an ever-strong all-people defence posture to meet the requirements in local development and protection of the Homeland in the new situation. In particular, there should be a focus on innovating and improving the quality of defence and security education to raise cadres, party members, students, and people at all walks of life’s awareness and responsibility toward the task of Homeland protection; on well performing our function as organs helping Chairman of Provincial People’s Committee with state management of defence, especially appraisal of socio-economic development projects in localities; on proactively proposing measures to improve the effectiveness of the combination of economic development and defence, security. Also, we have to thoroughly grasp and seriously implement the Resolution 28-NQ/TW made by the Politburo (10th tenure) and the Decree 152/2007/NĐ-CP by the Government on defensive zones; attaching great importance to building all-people defence posture in association with all-people security posture in each community and the whole nation; closely cooperating with Public security forces in light of the Governmental Decree 77/2010/NĐ-CP; actively struggling to thwart all the activities of the hostile forces’ “peaceful evolution”. Units should be active in building the all-people defence and the posture of all-people defence in areas; well performing people mobilizing work, taking part in building strong political bases to strengthen “people’s heart and mind posture”, military-people relationship and to firmly maintain people’s faith in the Party, the State, and the socialist regime.
3. Focusing on leading to successfully fulfil the main objectives and targets set by the 9th Party Congress of the Vietnam People’s Army.
First, we need to deeply and thoroughly grasp Party’s resolutions and directives, strengthening the building of a politically strong Army; continuously implementing the Scheme on Innovation of Political Education at units in the new situation. Party committees, commanders at all levels with commissars, junior commissars, political cadres first should frequently understand troops’ ideology, opportunely provide information to orientate public opinion, thus to create high-level unity in awareness and actions; build steadfast political stance, high determination and willingness to take and successfully complete all the assigned tasks; proactively fight against the hostile forces’ “peaceful evolution”, avoiding “self-evolution” and “self-transformation” in the Army. At the same time, there should be strong leadership to review 5-year implementation of the Directive 03- CT/TW of the Politburo (11th tenure) and the Directive of the CMC's Standing Committee on “continued acceleration of studying and following President Ho Chi Minh's moral example” associated with 2-year implementation of the Campaign “Promoting tradition, devoting talent to deserve to be Uncle Ho's Soldiers” from grass-roots level to the whole military level.
The entire army continues realizing 3 breakthrough points set by the Resolution of the 9th Military Party Congress, namely adjusting organization and forces; education and training; disciplining and military administration reform.
Units continue strengthening innovation of training work in light of the Resolution 765-NQ/QUTW on “improving the quality of training for the period of 2013-2020 and beyond”. There should be good implementation of the training targets: “basic, practical, sustainable”; with a focus on synchronous and specialized training that is closely linked to combat situations, tasks, areas of operation as well as to the operational requirements in high-tech warfare.
4. Be active in innovating method of leadership, building a strong Military Party Committee, leading the whole Army to successful accomplishment of all tasks.
Alongside the continuation of strengthening party organizations’ leadership and fighting capability, party committees at all levels must actively improve methods of leadership to successfully complete all the assigned tasks. First and foremost, attention should be paid on thoroughly guiding, preparing and holding party congress at levels, particularly the 10th Military Party Congress. Within the process of organizing congress, it is necessary to strictly obey superior party committee’s directions, and follow plans, rules, and procedure; seriously making political reports and planning cardes for the new party committee. Moreover, we need to thoroughly grasp the guideline of innovation, bring into play democracy, strengthen solidarity, appreciate effectiveness, avoid formality and wastefulness, ensure safety.
After the congress, each party committee must quickly formulate its statute, principles, and working agenda for the whole term as well as highly feasible action program to implement the congress resolution; attach great importance to the enhancement of solidarity and unity in party organizations, consolidate the relationships between executive committees and commanders, commanders and commissars and junior commissars.
