Upholding the tradition and the morality of "Drinking water, remember the source" of the nation, the “Repaying” work in the Military has become a regular activity, the political responsibility of agencies, units, each cadre and soldier, which has been carried out with many rich, practical ways, with deep social significance, contributing to nurturing and shining the image of "Uncle Ho's Soldier" in the hearts of the people, strengthening the great unity bloc of the entire nation and the increasingly firm "people’s heart and mind posture”. Therefore, the entire Military should continue to promote the implementation of this meaningful and humane work.

Being imbued with the teaching of President Ho Chi Minh that “War invalids, sick soldiers and martyrs' families are people who have contributed to the Fatherland and the people. Therefore, we have to show our gratitude and provide care and support for them", and thoroughly  grasping the resolutions and directives of the Party and the State, “Repaying” work (herein after “the work”) in the Army has been led and directed by the Central Military Commission, the Ministry of National Defence and the General Political Department to implement with many creative measures and practical efficiency, thereby, contributing to motivating and improving the lives of policy beneficiaries and people with meritorious services to the revolution, creating a driving force for the cause of military construction, strengthening national defense and security in the new situation.

In order to continue promoting the work in the Military, contributing to better the lives of policy beneficiaries and people with meritorious services to the revolution, agencies and units throughout the army should focus on thoroughly implementing the following solutions:

Firstly, continue to promote the propagation and education of the Party's views and guidelines, the State's policies and laws; raise the awareness and responsibility of officials and soldiers in carrying out the work. Agencies and units throughout the army should continue to thoroughly grasp and strictly implement the resolutions and directives of the Party, the State, the Central Military Commission, the Ministry of National Defence on regimes and policies for beneficiaries, People with meritorious services to the revolution and the work. To be effective, agencies and units should regularly renovate the forms and methods of implementation, ensuring continuity, diversity and abundance; attaching importance to the form of political and ideological education through activities on the occasion of War Invalids and Martyrs' Day and major anniversaries of the Party, State, Army and localities, etc. Military news agencies, in close coordination with the central and local press agencies, continue to promote the propaganda of activities and role models in the performance of the work, thereby, raising the awareness, arousing the responsibilities of each cadre and soldier, especially the presiding cadres at all levels with practical actions, making this work spread and develop both in breadth and depth.

Secondly, promote the roles and responsibilities of the party committees, party organizations, and commanders at all levels in leading and directing the work. Party committees, party organizations, commanding officers, political commissars,  junior commissars at all levels should thoroughly grasp and well implement the resolutions and directives of the Party, the State, the Central Military Commission, the Ministry of National Defence on the work. The focuses are: Directive No. 14-CT/TW, dated July 19, 2017 of the Secretariat (12^th tenure) on further strengthening the Party's leadership in the implementing policies for People with meritorious services to the revolution; Directive No. 368-CT/QUTW, dated June 12, 2016 of the Standing Committee of the Central Military Commission on continuing to lead and direct the policy work for the Army and the rear of the Army in the period of 2016-2020. On that basis, set guidelines and measures for leadership, develop plans for carrying out repaying activities in a scienctific manner and suitable to the practical conditions of the country, the Army, agencies, units and localities. During the implementation process, the Party committees and commanders at all levels should uphold their roles, responsibilities and regularly stick to reality; actively coordinate with localities to study and apply flexibly to conduct effectively the work. Paying attention to, taking care of and improving the life for the policy families, People with meritorious services to the revolution who still face difficulties, the policy families in remote areas and revolutionary bases, etc. At the same time, it is necessary to regularly perform well the work of inspection, examination and supervision, promptly detect, prevent and strictly punnish the wrongdoings in the implementation of policies towards people with meritorious services to the revolution.

Thirdly, actively innovating content, applying flexibly and creatively methods and forms of performing the work. Thoroughly grasping and implementing the Resolution of the 12^th National Congress of the Party: “To well implement the policy of caring for people with meritorious services on the basis of mobilizing all social resources in combination with State resources; ensure that people with meritorious services have at least average living standard and above”, agencies and units should have appropriate and practical contents and forms in order to achieve the important goal of contributing to compensate and improve the quality of material and spiritual life for the beneficiary; manage to ensure the average and above living standard for the policy beneficiaries and People with meritorious services to the revolution as compared to their residential areas. Proactively review and promptly detect the problems, difficulties and inadequacies, forms that are no longer suitable or with low effectiveness, etc., in order to have solutions to overcome, adjust and improve the effectiveness of the work. At the same time, sticking to the practical situation of the country, the Military, agencies and units to determine the appropriate contents, methods and forms in carrying out the work; focus on developing good models, creative and effective ways, ensuring flexibility, avoiding stereotypical and mechanical ways of doing. Basing on the specific situation to closely combine the work with campaigns and emulation movements, especially the Movement of "All people take care of war invalids, martyrs' families and People with meritorious services”; the campaign of promoting the tradition, dedicating talents and deserving "Uncle Ho Soldier" in the new period; promote the learning and following of Ho Chi Minh's ideology, morality and style. Improving the quality of administrative reform and application of information technology; training and fostering professional qualifications and skills for policy personnel in the Army.  At the same time, promoting the role and mobilizing the active and effective participation of organizations and forces in the implementation, so that the work develops in accordance with the motto: "The state and the people and people who enjoy preferential policies all strive”, and become pervasive, effective and practical.

Fourthly, promoting the role of functional agencies in researching, advising and proposing the completion of regimes and policies for People with meritorious services to the revolution and policy beneficiaries. The functional agencies of the Ministry of National Defence, in which the Military Policy branch should continue to promote its role as the leading agency in advising, directing, guiding and organizing the implementation of policy work in the Military. Constantly adhering to the requirements, tasks, practical situations, actively researching and advising the Central Military Commission, the Ministry of National Defence and the General Political Department to propose to the Party and the State for the promulgation, amendment and supplementation, perfection of the regimes and policies for policy beneficiaries and People with meritorious services to the revolution, in order to promote and improve the effectiveness of the work. To coordinate with the Ministry of Labor, War Invalids and Social Affairs, and other central ministries and branches in studying and proposing the Government to promulgate a decree detailing and guiding the implementation of the Ordinance on Preferential treatment for People with meritorious services to the Revolution (Revised); the Decree prescribing the levels of allowances and preferential allowances for people with meritorious services to the revolution; implementating the Scheme to identify the remains of the matyrs with missing information; study, formulate and finalize the Scheme on certification and handling of policies on lost and missing servicemen. Promote cooperation with foreign countries, such as the United States, South Korea, Thailand, Australia, etc., to exchange information and documents related to the Vietnam soldiers dying and missing in war. Continue to review, appraise, and settle regimes and policies for people participating in the resistance wars and wars to protect the Fatherland and performing international missions currently residing abroad; at the same time, speeding up the implementation of postwar policies, etc.

Implementing the “Repaying” work is a sacred sentiment and political responsibility of Vietnam People's Army officers and soldiers. With special attention of the Party, the State, the Central Military Commission, the Ministry of National Defence and the high political responsibility of the Party committees, commanders at all levels, officers and soldiers of the whole army, this work in the Army will continue to be promoted and effectively implemented, contributing to bettering the lives of policy beneficiaries and People with meritorious services to the revolution, thereby, deepening the humanitarian tradition of "Remember the source when drinking water", "Remembering the growers when eating fruits" of the Vietnamese nation and the tradition of "Uncle Ho's Soldier" in each cadre and soldier .
