The task of Homeland protection of the whole Party, military and people now has a new development. In this context, it imposes increasingly tougher and higher requirements of defence-related work for ministries, sectors and localities in particular. For better accomplishment of assigned work, ministries, sectors and localities should strengthen their leadership and giving direction with synchronous measures, focusing on the following ones:
1. Ministries, sectors and localities should continue to thoroughly and seriously grasp the Party’s views and guidelines, the State’s policies and law, in which the focus is the Resolution of the 11th National Party Congress, the Central Resolution 8 (11th tenure) on “Strategy to defend the Homeland in the new situation”, Law on National Defence, Law on Military Service, Law on Militia and Self-Defence Forces, Law on National Defence and Security Education, and other legal normative documents on national defence mobilization, military mobilization, industrial mobilization, and so on.
2. In the current international context, hostile forces always make use of weaknesses in national management (especially in socio-economic fields) of our Party and State to sabotage us. Thus, party committees and heads of ministries, sectors and localities should attach great importance to strengthening the Party’s leadership and the State’s management over defence-related work.
3. Being fully aware of the Party’s view on combining the two strategic tasks, namely building and protecting the Homeland in the new situation, ministries, sectors, and localities should closely combine socio-economic development with defence and security consolidation in all activities. Also, it is necessary to grasp the viewpoint: economic development is the central task, building the Party is at the core, culture is the spiritual base for society, strengthening defence and security is the frequent and essential task. The strength to defend the Homeland is formed by a combination of the strength of nation and that of the times, in which the former is the main one. Therefore, it is necessary to focus on building and promoting all resources of the country in the aspects of politics, ideology, social-economy, culture, defence, security and diplomacy; bringing into play the strength of the whole nation’s great solidarity under the Party leadership, the State’s management with the armed forces at the center.
4. As for ministries and sectors, it is necessary to frequently attach great importance to consolidating and promoting role of military steering board and staff in charge of defence-related work; organizing and building self-defence forces in appropriate number, raising their synergy, particularly political quality. Increasing the capability of coordinating with local military agencies around their headquarters to check and supplement the combat project to protect establishments, and to draw up plans on fire, storm and flood prevention and mitigation, search and rescue; closely working with other forces to protect sovereignty over land and sea and islands sovereignty, political security, social order and security, local civilian defence.
5. Ministries, sectors and localities should allocate relevant budgets for defence-related work, soldiers’ family policy, privileges granted to people having merits in the revolutionary cause and defence-related social policy in accordance with the law. This is a matter of practical significance, ensuring the increasingly effective implementation of defence-related work and making contribution to firmly protecting the Homeland of the socialist Vietnam.
