The Technical Application and Production Limited Liability Company (TECAPRO) is a defence and security enterprise, operating in the research, manufacturing, production, trading and transfering technology in the field of information technology, electronics and telecommunication, hardware and simulation software for training, technical and commercial services serving national defence, security and socio-economic development. In recent years, despite many difficulties due to the negative impacts of the Covid-19 pandemic, the global economic recession, fierce competition in the science and technology market and new challenges posed by the rapid development of information technology and artificial intelligence, with a sharp, proactive and creative spirit, the Company's Party Committee and Board of Directors have opportunely grasped the development trend of the 4th Industrial Revolution, promptly adjusted production and business strategies from trading of hardware solutions to building, providing solutions, integrating software systems, and applying advanced technologies serving national defence tasks and economic and social development. Facing the rapid development of science and technology, the Company determines that research and application of science and technology to serve military and national defence tasks is an important task, and mastering science and technology is action motto. To operate effectively, the Company closely follows the training and combat practices of the Military, conducts survey, research, consultation, and deploys many sci- tech products and projects throughout the Military, focusing on new and specific technologies. To date, the Company has provided more than 30 types of technology products and is currently providing 15 group-1 and group-2 equipment serving national defence and security. The equipment is of the same quality as similar products in the world, but has been localised to make it easy to use, maintain, and repair with low price and operating costs. Some products have been exported to the armed forces of Laos, Cambodia, and Cuba.

Currently, the Company is coordinating with units and research institutes to develop applied software for digital transformation. In the field of technology transfer, the Company advocates accessing and updating information and knowledge about high technology applications, enabling its staff to access technical documents and improve their qualifications, thereby, providing directions for research and application, gradually mastering foreign technology and perfecting ours. The projects and contracts implemented by the Company are highly appreciated, completed as committed, on schedule and meet the technical and tactical requirements.

In order to realise the orientation of "building itself into an organically mixed unit of science, technology, production and business", the Company has implemented its tasks and solutions comprehensively in accordance with the Party's guidelines, State policies and laws, and directions of the Central Military Commission and the Ministry of National Defence. Accordingly, the Company actively implements solutions to apply advanced technology in production and business, shifting from trading in hardware solutions to building, providing solutions, and integrating software systems; researching and applying the technologies of Big Data, Blockchain, AI,... to minimise risks, improve its automation capacity, and optimise the product efficiency for customers. With its reputation, the Company has become a reliable supplier of technology solutions and services for the Ministry of Finance, Ministry of Education and Training, the State Audit, the Government Inspectorate, Vietnam Social Insurance, Viettel, Vietnam Airlines, the State Treasury of Vietnam, etc. Notably, the Company has completed the project of "Production, issuance and management of citizen identification cards". This is a highly complex project with high requirements for security and accuracy. It has also coordinated with the Ministry of Foreign Affairs to implement projects to produce and issue electronic passports, immigration control and national-level central data management systems. Currently, the Company has mastered the technology to develop software systems serving electronic portals and e-commerce softwares, contributing to the implementation of e-Government and digital transformation projects of the Government and ministries, departments, branches and localities. With tireless efforts, the Company always successfully completes its key political tasks; its production and business outcomes exceed the set plans and targets. Since 2018 to date, it has signed more than 1,000 economic contracts with a total value of over 11,000 billion VND; its average return on equity reaches 17%. It has always fulfilled its obligations to the State and the Ministry of National defence in terms of state budget contribution.

In order to keep up with the pace of scientific and technological development and improve product quality, the Company promotes the movement of scientific research and innovation with the motto "Intelligence creates true value". The company and its affiliated units regularly pay attention to and create a favourable environment to promote initiative, creativity, self-reliance, striving to emulate in labour, production, and business to improve productivity and quality of products and services. In the last 5 years, there have been 12 valuable initiatives and innovations made by its staff. After trial production, its products have been ordered and put into use, meeting the urgent need of modernisation of the Communications, Cipher and Cyberspace Operations sectors. In particular, in 2023, for the first time participating in the "23rd Military Creative Youth Award", the Company won the third prize. This is such a great motivation, encouraging the emulation movement of technical research and improvement and high-tech application among its staff, making the TECAPRO brand more widely known to its partners and customers.
