Raising the quality of inspection and supervision to meet the requirements for building the Military Party Organization
Inspection and supervision represent the function and task of party committees and heads of party committees. This work is directly conducted by party committees. All party organizations and members must be subject to and carry out supervision and inspection. The raised quality of this work will directly contribute to building a politically, ideologically, organizationally, and morally strong Military Party Organization and making it capable of leading the entire Military to fulfil the assigned task successfully.
With the motto of “proactiveness, combat, education, and effectiveness,” party committees and organizations and inspection commissions within the Military Party Organization (MPO) have directed and performed the work of inspection and supervision closely under the approved plans/programs. Focuses have been placed on inspecting and supervising the observance of the Party’s Charter and the performance of political task in line with the Resolution of the 12th Party Central Committee’s 4th Plenum on the Party building and rectification, the 12th Politburo’s Directive 05-CT/TW, and the Central Military Commission (CMC) Standing Board’s Directive 87-CT/QUTW on studying and emulating Ho Chi Minh’s ideology, ethics, and lifestyle. Disciplinary action and settlement of complaints and denunciations have been timely and in conformity with the principles and procedures, with emphasis placed on handling violations committed by party committees and key cadres and closely combining the Party’s discipline and the State’s law.

Within the first half of 2019 alone, party committees and organizations have grasped and strictly implemented the Party Central Committee’s directing documents on the work of inspection and supervision, while helping the CMC Standing Board develop and execute the plan to overcome weaknesses following the decision by the Politburo’s Inspection Delegation on the implementation of the Resolution of the 12th Party Central Committee’s 4th Plenum and the 12th Politburo’s Directive 05-CT/TW. At the same time, consideration has been given to inspecting and supervising party organizations’ leadership over the performance of political task and the Party building, suggesting self-correction after inspections, grasping the situation and detecting party organizations and members’ signs of violation and degradation. Due regard has been paid to joining the Central Inspection Commission (CIC) in cooperating with relevant competent offices in strictly settling law violations by several party organizations and members as well as letters of complaint and denunciation. The work of inspection and supervision has helped prevent discipline violations, create a sense of consensus, combat degradation in political ideology, ethics, and lifestyle as well as “self-evolution” and “self-transformation” from within, and raise party organizations and members’ leadership and combativeness. Despite significant results, the work of inspection and supervision has yet to be really effective while insufficient regard has been paid to complex, sensitive areas and controversial issues at units. Several party organizations and members have committed serious violations of discipline. Meanwhile, complaints and denunciations have been still complex. Those weaknesses have derived from insufficient awareness and irresponsibility of several party committees and organizations; all-level inspection commissions have yet to promote their role in counselling, directing, and performing the work of inspection and supervision.
To make the MPO politically, morally, organizationally, organizationally strong and capable of leading the whole Military to well perform the task, party committees and organizations and inspection commissions at all levels should continue raising the quality of inspection and supervision, with a focus on the following.
First, raising the awareness and responsibility of party committees and inspection commissions towards the work of inspection, supervision, and discipline exercise. All-level party committees should grasp and strictly implement higher echelons’ resolutions and regulations on the work of inspection and supervision, particularly the 12th Politburo’s Conclusion on “continuing to implement the Strategy for the Party’s work of inspection and supervision towards 2020” and the CMC Standing Board’s Resolution 504-NQ/QUTW on “leading the work of inspection and supervision within the MPO in the period of 2015-2020.” Besides, it is essential to promote the role and responsibility of all-level party committee secretaries and inspection commission heads in directing and performing the work of inspection and supervision and heighten cadres and party members’ responsibility so as to make a positive change in the awareness and responsibility towards this work. Cadres and party members, especially commissars, commanders, and inspection commission members at all levels should grasp the guidelines, resolutions, directives, and regulations on the Party building and the function, task, importance, goal, and content of the regulations on inspection, supervision, and discipline to effectively direct and carry out the work of inspection and supervision.

Second, simultaneously conducting both inspection and supervision. On the basis of the viewpoint that “supervision must be expanded while inspection must be focalized,” all-level party committees must focus on inspecting and supervising key cadres’ task performance, morality, lifestyle, and working style. Due attention should be paid to inspecting and supervising the implementation of the Resolution of the 12th Party Central Committee’s 4th Plenum, the 12th Politburo’s Directive 05-CT/TW, and the CMC Standing Board’s Directive 87-CT/QUTW. It is important to proactively grasp the situation, detect and inspect party organizations and members having the signs of violation right at the grass-roots level; to opportunely, completely settle letters of complaint and denunciation in accordance with the principles, regulations, and authority. Consideration should be given to stringently handling the concealment of party organizations and members’ violations; to executing the preset plans/programs for inspection and supervision; to inspecting and supervising key party members and those who have poor task performance. Inspection and supervision must be closely combined with each other and frequently carried out in a proper, focalized manner, with a focus on supervising the implementation of the Party’s resolutions, directives, principles, and regulations; the task performance of party members and key cadres; the settlement of weaknesses following the conclusion by an inspection commission; the management and training of party members.
Third, keeping renewing and making the work of inspection, supervision, and Party discipline exercise relevant to reality and effective. Party committees and heads of party committees at all levels should review, adjust, and complete the regulations, procedures, and guiding documents on the work of inspection and supervision and the settlement of letters of complaint and denunciation in accordance with the Party’s Charter and the CIC’s guidance. Inspection commissions at all levels should raise the quality of giving advice to party committees on directing and performing the work of inspection and supervision while a favourable condition must be created to enable all-level inspection commissions to fulfil their function and task as stipulated in the Party’s Charter. Inspection and supervision must be comprehensive but centred on the performance of political task, the principle of democratic centralism, the working regulations, and party members’ ethics, lifestyle, and working style. Significance should be attached to inspecting and supervising party organizations with poor task performance or discord from within, key party organizations and offices, training and combat readiness units, independent units, and offices and units tasked with economic and financial management.
All-level inspection commissions should grasp the Regulation 195-QĐ/TW on “superior inspection commission’s direction over inferior ones in the work of inspection, supervision, and Party discipline exercise.” Thus, superior inspection commissions should enhance their direction over inferior ones’ performance of task. Due attention should be paid to raising the effectiveness of combining the Party’s inspection and supervision work with competent offices’ work of investigation and management. Great value should be attached to directing and guiding the work of inspection and supervision for all-level Party Congresses in the run-up to the 13th National Party Congress; cooperating with provincial party committees and inspection commissions in settling violations committed by party members and organizations under military party organizations and Border Guard party organizations. All-level inspection commissions should perform their task under the Party’s Charters and enhance supervision of inferior party organizations and members, particularly party committee members at their level and cadres under their party committee’ management. It is necessary to grasp the viewpoints on the work of inspection and supervision and the motto of “being comprehensive, open, democratic, cautious, close, and accurate, and considering discipline violation prevention as the main;” to proactively detect and opportunely inspect the signs of violations. Disciplinary penalties for party members and organizations must be close, accurate, timely and in accordance with the regulations. The settlement of letters of complaint and denunciation must be objective and in accordance with the regulations and procedures in order to achieve a consensus within units.
Fourth, frequently promoting the role of all-level inspection offices and cadres. Party committees should consolidate inspection offices and cadres under the CIC’s Guidance 12-HD/UBKTTW on “the structure and number of members of the above-grass-roots level and grass-roots level inspection commissions under the MPO” and the CMC Standing Board’s Conclusion on “the structure of heads and permanent deputy heads of the grass-roots level inspection commissions and the CMC’s Inspection Commission for the 2015-2020 tenure.” Importance should be attached to selecting and training a contingent of inspection cadres, rotating their positions, and improving their professional competence, ethics, and working method and style. More investments should be made in facilities and equipment of all-level inspection commissions and offices.
Inspection and supervision is the political task of all party organizations and members, particularly party committees, key cadres, inspection commissions, and inspection cadres at all levels within the MPO. The successful performance of this important task will contribute to building and making a politically, ideologically, organizationally, and morally strong MPO capable of directing the entire Military to fulfil all assigned tasks.
