Fully cognisant of the importance of studying and following Ho Chi Minh’s ideology, ethics, and lifestyle to their task performance, the provincial armed forces of Quang Nam have been actively implementing the 13th Politburo’s Conclusion 01-KL/TW with a lot of synchronous, proper measures.
According to the Provincial Military Party Committee (PMPC) and the Provincial Military Command (PMC), the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle under the 13th Politburo’s Conclusion 01-KL/TW, dated 18 May 2021, is an important factor that provides a massive incentive for cadres, party members, and soldiers to unceasingly improve their political qualities, competence, and task performance. In the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle, the PMPC has attached significance to realising the mottos, namely “superiors first, inferiors later” and “studying and following goes hand in hand with each other”, requiring superiors and party members to set good examples in this regard for inferiors and the masses to follow. Emphasis has been placed on successfully executing the Resolution of the 13th National Party Congress, resolutions of all-level party congresses for the 2020 - 2025 tenure, and Resolution 847-NQ/QUTW, dated 28 December 2021, by the Central Military Commission (CMC) on promoting the virtues of “Uncle Ho’s soldiers”, resolutely fighting individualism in the new situation. As a result, a fundamental positive change in political awareness, morality, and lifestyle of cadres, party members, and the masses has been made. Via emulation movements, such as “the Military joins hands to build new-style countryside”, “the Military joins hands for the poor, leaving no one behind”, and “good mass mobilisation units” as well as various models, such as “four-good party cells”, “providing support for the training season”, “the provincial armed forces take part in eliminating makeshift and ramshackle houses”, “Spring of unity, Tết festival of military - civilian sentiment”, the PMC has successfully developed 53 collectives and 91 individuals as comprehensive typical examples, together with 48 collectives and 100 individuals as typical examples in specific fields. Those typical examples in the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle have inspired cadres and soldiers to better accomplish all assigned tasks, spread the image of “Uncle Ho’s soldiers”, and contribute to building a pure, strong Provincial Military Party Organisation and making the provincial armed forces “exemplarily, typically” comprehensively strong for many consecutive years.

Currently, a part from complex, rapid transformations in the situation on global and regional scales, hostile forces are stepping up their sabotage strategy against our country; the dark side of the market economy and force adjustments are greatly impacting on troops’ thoughts, sentiment, and life. To successfully fulfil all tasks in the new situation, the PMPC has been adopting many measures of leadership, with priority given to the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle as follows.
First, continuing to enhance education and propagation work to render organisations, cadres, party members, and soldiers fully aware of the core points and values of Ho Chi Minh’s ideology, ethics, and lifestyle as well as the virtues of “Uncle Ho’s soldiers”. Consideration has been given to studying higher echelons’ resolutions and directives, specialised topics about Uncle Ho’s teachings, and contents and requirements of Conclusion 01-KL/TW. In the process, offices and units have frequently reviewed, supplemented, and completed ethical standards in accordance with their functions and tasks. They have actively renewed and diversified forms of studying and following Ho Chi Minh’s ideology, ethics, and lifestyle, while closely combining regular education with the study of specialised topics, resolutions, directives, and conclusions developed by the Party and all-level party committees. At the same time, they have directed mass organisations to organise forums and meetings to seek more effective measures for the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle. Grass-roots cultural institutions have been brought into play to disseminate and multiply typical examples and excellent models in the study and following of Uncle Ho’s teachings. As a result of this approach, offices and units across the PMC have achieved considerable improvements in public awareness, a sense of responsibility, task performance, and the building of cultural life among organisations, cadres, party members, and the masses.
Second, promoting the example-setting responsibility of cadres and party members, particularly heads of offices and units. Fully aware that “cadres are the root of all work”, all-level party committees and organisations have continued to grasp and execute the 12th Politburo’s Regulation 55-QÐ/TW, dated 19 December 2016, on “several things that need to be done immediately to enhance the example-setting responsibility of cadres and party members” and the Party Central Committee’s Regulation 08-QÐi/TW, dated 25 October 2018, on “the example-setting responsibility of cadres and party members, firstly members of the Politburo, the Secretariat, and the Party Central Committee”. Under those documents, cadres and party members of the provincial armed forces have heightened their vanguard role in studying and following Ho Chi Minh’s ideology, ethics, and lifestyle, demonstrating their political steadfastness and dedication to all work. They have always improved their revolutionary morality, while seriously practising industriousness, thrift, integrity, uprightness, public-spiritedness, selflessness, self-criticism, and criticism. Also, they have devoted efforts to developing a scientific, democratic leadership style, following cultural lifestyle, acting as the nucleus for maintaining unity and encouraging collective knowledge, upholding the principle of democratic centralism, and resolutely combating bureaucracy, partiality, and factionalism.
Third, closely combining the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle with Party building and rectification. This measure is aimed at making party organisations typically pure, strong and building a contingent of cadres and party members with political steadfastness, good morality, healthy lifestyle, great resolve and responsibility for their assigned tasks. Grounded on the outcome and lessons learnt from the execution of Conclusion 01-KL/TW, party committees and organisations have proactively conducted reviews and opportunely included new measures and targets in their yearly plans/programs on studying and following Ho Chi Minh’s ideology, ethics, and lifestyle. Great value has been attached to closely combining the study and following of Uncle Ho’s teachings with the implementation of conclusions and regulations on Party building and rectification, particularly the 13th Party’s Conclusion 21-KL/TW, dated 25 October 2021, on stepping up the building and rectification of the Party and political system, resolutely preventing, pushing back, and strictly handling degradation in political ideology, morality, and lifestyle as well as signs of “self-evolution” and “self-transformation” among cadres and party members, and the CMC’s Resolution 847-NQ/QUTW, dated 28 December 2021 on promoting the virtues of “Uncle Ho’s soldiers”, resolutely combating individualism in the new situation. Offices and units have required cadres and party members to write commitments to the example-setting responsibility, to the 13th Party Central Committee’s Regulation 37-QĐ/TW, dated 25 October 2021, on “things that party members must not do”, and to the 13th Politburo’s Regulation 144-QĐ/TW, dated 9 May 2024, on revolutionary moral standards of cadres and party members in the new period in accordance with their tasks, while taking the outcome of those commitments as a criterion for yearly commendation and evaluation of cadres and party members.
Fourth, actively combating wrong viewpoints and distortions of Ho Chi Minh’s ideology, ethics, and lifestyle. To that end, the PMPC’s Steering Board 35 and offices and units have continued to grasp and implement the 12th Politburo’s Resolution 35-NQ/TW, dated 22 October 2018; due attention has been paid to unmasking new plots and artifices of hostile and reactionary forces to opportunely provide orientations for the fight against wrong, hostile viewpoints within offices and units. In the process, leaderships and commands of offices and units have actively renewed the application of Marxism-Leninism and Ho Chi Minh’s ideology in a creative, flexible way. They have well maintained the provision of information and orientations for the fight against wrong, hostile viewpoints, upholding combativeness and persuasion, asserting the revolutionary and scientific nature of Ho Chi Minh’s ideology, ethics, and lifestyle. At the same time, they have promoted the core role of the combat force in cyberspace, mass media, and press agencies in removing or preventing websites, blogs, and social network accounts from releasing wrong, evil information. Doing so has contributed to thwarting hostile forces’ “peaceful evolution” strategy against our Party, State, Military, and national great unity and firmly protecting the Party’s ideological foundation within offices and units across the PMC.
Fifth, intensifying inspection and supervision of the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle. Grasping the guidelines set by the CMC, Military Region 5’s Party Committee, and the Provincial Party Committee, the PMPC has directed all-level party committees and organisations to proactively integrate inspection and supervision of the execution of Conclusion 01-KL/TW and the Resolution of the 13th Party Central Committee’s 4th Plenum into their annual inspection and supervision plans. In the process, importance has been attached to inspecting and supervising the building of pure, strong party organisations and “exemplarily, typically” comprehensively strong offices and units as well as self-improvement commitments of cadres and party members. Besides, priority has been given to inspecting and supervising party organisations and members’ political qualities, morality, lifestyle, observance of discipline, and task performance. Via inspection and supervision, offices and units across the PMC have opportunely rectified signs of violating moral standards among cadres and party members, thus laying a solid foundation for building pure, strong party organisations and making the provincial armed forces “exemplarily, typically” comprehensively strong with great synergy, combat power, and capability to well perform local military - defence tasks in the new situation.
