Quang Binh Provincial Border Guards promote "Skilled mass mobilisation" Emulation movement in light of the Resolution of the 13th National Party Congress

Deeply grasping the policy: "Thoroughly implementing the "Skilled mass mobilisation" emulation movement; disseminating, commending, and replicating models and typical examples of mass mobilisation work" identified by the 13th National Party Congress, with their responsibility, sentiment and high determination, Quang Binh Provincial Border Guards have conducted mass mobilisation work with many creative and effective models and methods, contributing to building a solid "people's hearts and minds" posture in the country's border areas.

In recent years, facing the high requirements of the task of managing and protecting sovereignty and border security, the Party Committee and Command of Quang Binh Provincial Border Guard have thoroughly grasped the resolutions and directives of the Party to lead and direct its agencies and units to comprehensively deploy border work measures, focusing on promoting the Emulation movement of "Skilled mass mobilisation" with high political determination, creating a strong spread and achieving many notable achievements. Through the implementation of the Movement, there have appeared many creative, effective and practical methods; many models and examples of "Skilled mass mobilisation" have been recognised and highly appreciated by the local Party Committees, governments and people. The effectiveness of mass mobilisation work has made an important contribution to socio-economic development, improving the living standards of the people, "strengthening the unanimity, consolidating people's trust in the Party, the State" and the Military, thereby creating a synergy to firmly protect the territorial sovereignty, national border security, maintain political security, social order and safety in border areas, and build a peaceful, friendly, cooperative and developing border.

At present, the border situation of the provinces is stable in general, but risks of instability still remain. Criminal activities, especially the trafficking of drugs, weapons, explosives, firecrackers, etc., still happen; natural disasters and epidemics, rural security and religious security have given rise to many issues that need to be addressed. This requires that, the Provincial Border Guard focuses on implementing well a number of solutions to improve the effectiveness of the "Skilled Mass Mobilisation" Emulation movement as follow:

Firstly, strengthening the leadership and direction of Party committees and commanders at all levels; close and effective coordination of forces and forces in the execution of mass mobilisation work. To do that, the Party Committee and Command of the Provincial Border Guards should strengthen leadership and direction to promote the role of each Party Committee and organisation as well as the responsibility of the cadres and Party members with the spirit that "posts are home, border is the homeland, the people of all ethnic groups are siblings"; proactively overcome difficulties, mobilise all resources to build and replicate many models of "Skilled Mass Mobilisation" in all fields, associated with promoting the study and following of Ho Chi Minh's thought, morality and style, the Determined to win Emulation movement and the Patriotic Emulation movement, contributing to the successful implementation of the political tasks of the locality and the Unit. At the same time, closely maintain the coordination regulations between the Provincial Border Guards and local Party committees, authorities, departments, branches and organisations to unify leadership, direction and implementation. Build a sufficient and quality contingent of cadres specialised in mass mobilisation. Flexibly and effectively implement the motto "3 sticking, 4 together" while conducting mass mobilisation work.

Secondly, improving people's knowledge, "enlightening the border area", creating a solid foundation for mass mobilisation work. The border area of ​​Quang Binh province consists of 28 communes and wards (244 villages, hamlets, residential groups), including 5,155 households with a total of 22,204 people of ethnic minorities. Compared to the average level, the level of knowledge and awareness of people in the border area is still low. Several backward customs and practices still exist. Therefore, the Provincial Border Guards have identified that raising knowledge and awareness for people, creating a sustainable foundation for socio-economic development is the focus of mass mobilisation work in the coming time. Accordingly, its units are to further the mass mobilisation work with diverse and flexible forms, suitable to the characteristics of each locality and awareness of each subject. "Effectively leverage mass media and social networks in a practical direction", promote the models of "Remote village radio", "Border loudspeaker"; Conduct propaganda through traditional festivals, cultural and sports activities, and through meetings with prestigious people in ethnic minorities, ... to create more positive changes in awareness and sense of responsibility of people in implementing the Party's policies and the State's laws; improve social understanding, intellectual level, and vigilance for people so that they are immune to subversive plots and sabotage activities of hostile and reactionary forces.

To improve the intellectual level of people in border areas in a sustainable manner, agencies and units, especially the Border Guard posts, should continue to closely coordinate with the Education sector and local Party committees and authorities to disseminate the good models, such as: the project of "Building a learning society" for the period 2018 - 2025, the model of "Border lessons", the programme of "Helping children’s schooling - Adoptees of Border Guard posts", the project of "Military officers and soldiers support children’s schooling" and other practical models and activities. In addition, it is necessary to actively mobilise organisations and individuals to donate and raise funds for building and renovating schools; grant scholarships and learning tools to poor students, etc., contributing to eliminating illiteracy, universalising primary education, gradually improving the intellectual level of people in border areas, contributing to the overall development of the province both in the short and long term.

Thirdly, participating in building and consolidating strong grassroots political systems. The capacity and effectiveness of the Party Committees, authorities and mass organisations play a decisive role in "leading" the people to carry out political tasks, develop the socio-economy, and strengthen national defence and security, while serving as the basis for ensuring the role of the peoples as the "owner" and the "master". However, in reality, the effectiveness of the Party Committees and authorities in the border areas of the Province is still limited to some extent, necessitating the active participation of the Provincial Border Guard. In the coming time, the Party Committee and Command of the Provincial Border Guard  determine to focus on enhancing the role and responsibility of  the reinforced cadres to strengthen their advice and participation with local Party committees and authorities in consolidating, perfecting, and improving the leadership capacity and overall strength of Party organisations and mass organisations; building a contingent of leading cadres at all levels with sufficient qualities and capabilities; building increasingly strong political and social organisations and unions to meet the requirements of tasks in the new situation. At the same time, it is necessary to implement the Grassroots Democracy Regulations thoroughly, strengthen dialogue and contact with the people, listen to their thoughts, promptly resolve their legitimate and legal aspirations according to the motto "people know, people discuss, people do, people inspect, people supervise, and people enjoy".

Finally, actively participating in socio-economic development, "leaving no one behind". In recent years, despite much investment has been given in all aspects, the people in the border areas of the Province still face many difficulties in their lives; the poor household rate and the risk of re-poverty still remain high; infrastructure has yet to be completed; the potentials, strengths and resources in border areas have yet to be fully promoted. In the face of this reality, the Provincial Border Guard are to further advise the local Party committees and authorities to effectively implement socio-economic development investment programmes and projects, especially the key ones, the national target programmes on socio-economic development in ethnic minority and mountainous areas for the period of 2021 - 2030; build new rural areas and civilised urban areas; closely coordinate with departments, branches, and organisations to mobilise more resources to continue to maintain and foster programmes and models of supporting people's livelihoods. Continue to effectively promote the implementation of the programmes: "The whole country joins hands for the poor - leaving no one behind", "Saturday to the mountainous villages" with meaningful and practical activities towards the people, contributing to sharing difficulties with the people and helping them escape poverty, and thoroughly implementing social welfare policies together with the local governments. Actively participate in national programmes and goals on culture, education, and health. Maintain and expand external activities between residential clusters on both sides of the border; promote foreign propaganda work, closely combine border diplomacy with people's diplomacy, build a border of peace, friendship, cooperation and development.

Effective implementation of the emulation movements of "Skilled mass mobilisation" and "Good mass mobilisation units" not only contributes to bringing the Party's resolutions into life, but also demonstrates the affection and responsibility of the Provincial Border Guard towards the people. Moreover, this is the motivation and foundation for each officer and soldier to excellently complete their tasks, build an increasingly solid "people's hearts and minds posture", contributing to the firm management and protection of territorial sovereignty and national border security.
