Political strength is the most important content and the foundation for improving the overall quality and combat power of each agency and unit. Therefore, the Party Committee and Command of Army Corps 2 have been focusing on leading and directing the implementation of this content through synchronous solutions to meet the increasingly high requirements of the task of building the Army and protecting the Fatherland in the new situation.

Entering the final stage of the resistance war against the U.S. for national salvation, to implement medium and large-scale operations to destroy the enemy with joint combat power, on May 17^th, 1974, Army Corps 2 (Huong Giang Corps) - the main and strategically mobile corps of the Ministry of National Defence, was established. Then, the Corps urgently consolidated its staffing and structure, trained, built the units, and participated in combat to make multiple outstanding feats. In particular, during the historic Ho Chi Minh Campaign, the Corps broke through the enemy's fortified defence in Southeast Saigon and deployed a large-scale deep raiding force to advance directly into the inner city, take over and erect the flag on the roof of the Independence Palace,  and capture the Saigon Cabinet, greatly contributing to the victory of the struggle for national liberation and reunification. Over nearly half a century of building, fighting, and growing, under the leadership and direction of the Party and State, directly the Central Military Commission, and the Ministry of National  Defence, generations of cadres and soldiers of the Army Corps have always been infinitely loyal, united, proactive, and creative to overcome difficulties, fulfil the assigned tasks, and build up a glorious tradition: “speed, boldness, and determination to win”, that has been presented with many noble awards by the State.

Currently, the task of building the Army, consolidating national defence, and protecting the Fatherland poses increasingly high requirements. Hostile forces and reactionary elements continue to promote "peaceful evolution" and "self-transformation" and sabotage the Party, the State, and the Army with many cunning and deceitful schemes. Non-traditional security challenges are increasing with complex developments. The implementation of the plan for the Army organisation for the 2021-2030 period and beyond also has a significant impact on the thoughts and feelings of cadres and soldiers in the Corps. To accomplish the mission in these new conditions, the Corps Party Committee and Command have identified the need to synchronously implement strategies and solutions, promote the heroic tradition of the unit, and concentrate on building a politically strong Corps to improve its overall quality and combat strength to meet the requirements and tasks.

Firstly, to renovate and enhance the quality of political and ideological education and build strong political will and determination for cadres and soldiers. The Corps’ Party Committee and Command will lead and direct its agencies and units to proactively grasp the situation, fully and closely implement the plans for political and legal education in accordance with functions and tasks and suitable to the reality; strengthen education for the soldiers to firmly grasp the Party's viewpoints and guidelines, the State’s policies, and laws, and the tasks of the Army, the Army Corps, and units and clearly distinguish partners, objects, conspiracies, and tricks of hostile forces and reactionaries; improve the effectiveness of communication and  ideological orientation for cadres and soldiers, especially new, complex, and sensitive issues, to grasp, manage, predict, direct, and solve their ideological situations, feelings, and aspirations and promptly resolve obstacles, not to be made passive or surprised in term of thoughts; promote the role of the Steering Committee 35 and Task Force 47 and establish and expand social network groups and pages to propagate and direct the thoughts of the soldiers and fight against incorrect, hostile viewpoints, and harmful information; renew the work of emulation, commendation, and the Determination-to-Win movement to ensure effectiveness and practicality, associated with campaigns and movements of sectors and patriotic emulation movements in localities; continue to promote the learning and following of Ho Chi Minh’s thoughts, ethics, and style, associated with implementing Resolution No.847-NQ/QUTW, dated December 28^th, 2021, of the Central Military Party Commission on promoting the qualities of "Uncle Ho's soldiers" and resolutely countering individualism in the new situation and the Drive on promoting the tradition, dedicating talent, and being worthy of title of "Uncle Ho's Soldiers" in the new period, to create a deep and wide movements to educate and train cadres and soldiers; and promote the effectiveness of cultural and artistic activities and cultural institutions to improve cultural and spiritual life for the soldiers and build cadres and soldiers’ strong and firm political qualities to be absolutely loyal to the Fatherland, the Party, the State, and the people, without deterioration in political thoughts, ethics, and lifestyle and manifestations of "self-evolution" and "self-transformation" internally and ready to receive and fulfil all assigned tasks.

Educating the tradition of the Corps for its troops

Secondly, to build the Corps’ Party, and its subordinate Party committees and organisations pure and strong with solid political, ideological, ethical, organisational, and personnel capabilities, comprehensive leadership and high combat readiness. The Corps’ Party Committee Standing Body will direct the Party organisations at all levels to continue to thoroughly observe and implement the resolutions and directives of the Party and the Central Military Party Commission on the Party building work, particularly the 4^th Central Resolution (the 13^th Tenure) on strengthening and rectifying the Party and the political system and Resolution No.21-NQ/TW of the Party Central Committee (the 13^th Tenure) on strengthening the consolidation and building of the Party organisations and improvement of the quality of Party members in the new phase; innovate and improve the quality of development and issuance of resolutions, directives, and regulations of the Party committees at all levels to ensure that they are concise, practical, feasible, and easy to remember, understand, and implement; valued innovation in methods and styles of leadership, direction, and implementation organisation of the Party committees and organisations at all levels towards concentration, in-depth, synchronicity, determination, and effectiveness; assign, delegate, and clearly define the responsibilities of the Party committees, standing commissions, Party organisations, and cadres at all levels in directing, operating, inspecting, and urging; strictly observe the principles of party organisation and activities; strictly implement the working regulations and leadership regulations of important tasks; resolutely struggle against all manifestations of authoritarianism, bureaucracy, nepotism, and group interests; regularly strengthen and perfect the Party committees and organisations at all levels to meet task  requirements; continue to effectively implement the models of "Four-Good Party Cells" and "Four-Good Grassroots Party Organisations"; and focus on improving the quality of party activities, especially at the party-cell level; emphasise self-criticism and criticism, and encourage cadres at all levels to enhance the spirit of self-reflection and self-correction. The Party committees at all levels must strengthen the management, education, and training of Party members; improve the quality of Party development work; and regularly review, detect, educate, assist, and screen for and fight against the signs of degradation in political thoughts, ethics, lifestyle, "self-evolution," and "self-transformation"; and resolutely expel Party members who are not eligible. To achieve results, it is necessary to promote the role modeling responsibility of Party members and cadres, especially in the 10 areas of role modeling and fighting against 10 manifestations of individualism under the principle that cadres holding high positions must be pioneering and exemplary in implementation. It is also necessary to innovate and improve the quality, effectiveness, and efficiency of Party inspection, supervision, and discipline work; fight against corruption and negativity; and proactively grasp the situation and conduct timely inspections to resolutely handle Party organisations and members who violate regulations and strive to achieve 100% of Party Committees, organisations, and members completing their assigned tasks each year (over 90% achieving good or excellent results) and no Party organisations or members showing signs of degraded political thoughts, "self-evolution," or "self-transformation".

Finally, to build a strong contingent of cadres at all levels to meet the requirements of tasks. The Corps Party Committee will continue to lead the strict implementation of resolutions and directives on cadre work, especially Resolution No.298-NQ/ĐU dated June 12^th, 2019 of the Corps Party Committee on "Building a contingent of cadres at all levels, especially the campaign level, to meet the requirements of tasks in the new situation"; strictly adhere to the principle of the Party’s unified leadership of the cadres work and cadre management; organise cadre management according to the principles of concentrated democracy and building the contingent of cadres placed in the overall work of Party building; implement synchronously and effectively solutions for building the contingent of cadres in terms of quantity, quality, and structure; well implement the evaluation, planning, arrangement, deployment, and use of cadres, especially the presiding cadres, leaders, and commanders at all levels, to ensure moral qualities, political standards, and work capacity; prioritise the arrangement of cadres for fully-staffed units or those conducting training combat readiness tasks; strictly and meticulously implement the training and development of cadres, especially young cadres, according to the plan, in association with in-service training; and pay attention to the effective implementation of policies and regulations for cadres, especially when adjusting staffing plans, merging, dissolving, or reorganising units to ensure compliance with regulations to build the contingent of cadres at all levels with a reasonable number and structure, strong political awareness, high ethical standards, high sense of discipline observance, comprehensive knowledge and skills, trustworthiness, appropriate age, and good health, striving for 100% cadres completing tasks, with 90% or more performing well or excellently.

In coordination with these core objectives, the Army Corps will direct all units to strengthen internal political security and build safe units and areas; continue to renew the contents and methods of mass mobilisation and special propagation work and participate in building a strong grassroots political system; and regularly take care of and effectively implement policies and regulations for the Army and its rear and build strong mass organisations and military councils which function effectively and  tasks.

As proud bearers of the heroic tradition, the cadres and soldiers of Army Corps 2 will continue to strive to build a politically strong unit to create a solid foundation for improving its overall quality and combat readiness and meeting the ever-increasing demands of protecting the Fatherland in the new situation.
