Promoting the results of 10 years implementing Resolution No. 765-NQ/QUTW, the whole army continues to innovate and improve training quality and combat readiness

After 10 years implementing Resolution No. 765-NQ/QUTW, dated December 20, 2012 of the Central Military Commission on improving the quality of training for the period between 2013 and 2020 and beyond, the whole Army has achieved many important results, contributing to improving the overall quality and combat strength. This is the basis and foundation for agencies, units and schools to continue to innovate and improve the quality of training, combat readiness, meeting the requirements of the task of Fatherland protection in the new situation.

Training and combat readiness represents one of the three important breakthroughs that directly improves the overall quality and combat strength of the Army. Grasping that spirit, on December 20, 2012, the Central Military Commission issued and implemented Resolution No. 765-NQ/QUTW on "Improving the quality of training for the 2013 – 2020 period and beyond". This is a step to concretise the Party's military and defence viewpoints and lines, in order to make a drastic change in the task of training and combat readiness of the whole army, meeting the requirements of the cause of Military building and Fatherland protection in the new situation. After 10 years implementing Resolution No. 765, the whole army has overcome all difficulties and challenges, and managed to achieve important results, contributing to improving the overall quality, the level of combat readiness, ensuring that the Army successfully complete all assigned tasks.

In the coming years, peace, cooperation and development will still be the main trend, but the world and regional situations will continue to evolve rapidly and complicatedly. In international relations, major countries tend to increase strategic competition; disputes over sovereignty, territory, sea and islands, local, racial, religious conflicts and terrorism  are  becoming more intense with many new developments. Non-traditional security issues, especially network security, natural disasters, epidemics,... are seeing unpredictable developments. The Fourth Industrial Revolution has a strong impact, resulting in the appearance of many new types of weapons and new forms and methods of combat. Domestically, the renovation cause under the leadership of the Party has achieved many important results; the all people’s national defence and the people's security have been intensified; the combined strength for Fatherland protection has been enhance. The Army continues to step up the adjustment of forces, with increasingly demanding requirements for training and combat readiness tasks, etc.

That situation requires the whole Army to continue promoting the results of 10 years implementing Resolution No. 765, promoting innovation and creativity, and synchronously and drastically implementing guidelines and solutions to improve the quality of training and combat readiness, meeting the requirements of Fatherland protection, which focuses on the following key issues:

1. Strengthening the leadership and direction of party committees and commanders at all levels for training and combat readiness tasks. Party committees, organisations and commanders at all levels continue to deeply grasp the views and lines of military and national defence as reflected in resolutions, conclusions, schemes and strategies of the Party, State, focusing on the Central Military Commission's resolutions on training and combat readiness in the coming period; concretise into thematic resolutions and implement them in with creative, scientific and effective guidelines and solutions relevant to the characteristics and tasks of each level, branch, force and area. Attach importance to leadership and direction over corrective measures to thoroughly overcome the limitations and weaknesses pointed out in the 10-year review of the implementation of Resolution No. 765. At the same time, attach importance to raising awareness and responsibility of the Party committees, party organisations, commanders, political commissars, at all levels and officers and soldiers of the whole army for training work in the new situation.

Continue to improve the quality and effectiveness of party and political work in training and education; strictly follow the process, stages and steps in leadership and direction; attach importance to the inspection and supervision of the implementation of the objectives, targets and requirements set forth for each subject, force, branch, agency, unit, and school. Taking the results of training as the basic criteria in assessing the results of task completion of the party committees, commanders, political commissars and junior commissars at all levels and in evaluating, ranking and rewarding party organisations and party members. Effectively carry out emulation activities in training and combat readiness; strengthen the protection of internal politics, military secrets and ensure security and safety in training; well implement policy work for soldiers, militia and self-defence forces, military family and adhere to grassroots democracy regulation, promote the role of mass organisations, Military Council in training work.

2. Building a contingent of capable cadres at all levels, especially those directly engaged in training, management and administration of training to meet the requirements of Military building in the new situation. Agencies, units and schools in the whole Army need to focus on building a contingent of staff who involve in training, teaching, managing administration with appropriate quality, qualifications and comprehensive competence. Thoroughly grasping and strictly implementing Resolution No. 05-NQ/TW, dated January 17, 2022 of the Politburo, Resolution No. 230-NQ/QUTW, dated April 2, 2022 of the Central Military Commission on the organisation of the Vietnam People's Army in the period of 2021 - 2030 and beyond. Continue to review cadre titles according to the new organisational structure and payroll; accurately evaluate the results of task completion, especially in training and combat readiness of cadres at all levels, as a basis for further promotion. Focus on training and fostering campaign and strategy level cadres, young cadres, and new graduates, in order to improve the qualifications and comprehensive capacity of the officers at all levels, meeting the requirements of training, building and modernising the Army.

3. Continuing to have comprehensive innovations, focusing on renewing training contents, programs and methods, and improving the overall quality and combat strength of the Army. On the basis of reviewing 10 years of implementation of Resolution No. 765-NQ/QUTW, dated December 29, 2012 of the Central Military Commission on improving the quality of training in the 2013-2020 period and beyond, agencies, units, and schools need to clearly define the goals, requirements, tasks, and solutions of training suitable to the tasks of each force, object, type of agency, unit and geographical characteristics. Continuing to strongly and comprehensively innovate training work, focusing on innovating content, programs, and methods of training and maintaining combat readiness. Emphasis should be placed on training new contents associated with military and national defence projects and topics, new types and environments of combat; training to master weapons and technical equipment on the payroll, especially new and modern ones; tactical training, skills to deal with combatants in modern warfare and non-traditional security situations.

4. Innovating, creating and improving the quality of supply and service for training. Strategic agencies of the Ministry of National Defence and units and schools need to closely coordinate with relevant levels, branches and localities to effectively exploit, secure, manage and use the defence budget, state investment budget, local budget and other funding sources to increase investment in facilities for training tasks. Exploit and take advantage of all resources, complete the planning, build a system of shooting ranges and training grounds for all troops in accordance with the law. On the basis of reviewing 10 years of implementation of Resolution No. 623-NQ/QUTW, dated October 29, 2012 of the Central Military Commission on leadership of Military logistics in the new situation and 15 years of implementation of Resolution No. 382-NQ/DUQSTW, dated November 29, 2007 of the Central Military Party Committee (now the Central Military Commission), agencies, units and schools to thoroughly overcome the indicated limitations; continue to research and renovate mechanisms, improve the quality of logistics and technical supply for training tasks. Maintain synchronous technical coefficients serving training tasks, especially the Air Defence - Air Force, the Navy, the Coast Guard, etc., to prevent unsafety incidents during training. Focus on building and perfecting simulation training centres that are qualified enough for conducting training and drill activities at all levels in the Army.

5. Stepping up international cooperation in military and defence; thoroughly summarising practice and developing the theory of Vietnamese military art. In order to accelerate the modernisation process and increase the combat strength of the Army, agencies and units need to actively cooperate, exchange, and learn from military training experiences of countries around the world to apply in the management and administration of training; improve the quality of training for forces participating in UN peacekeeping operations. Expand and promote military and defence technical cooperation with important partners and countries with developed science and technology in order to improve the quality of research, improvement, production of weapons and equipment serving for training and combat readiness tasks. Actively cooperate with countries in the region, conduct joint border patrols, search and rescue, disaster relief drills, etc. to promptly and effectively handle situations, maintaining security, safety and stability in the region.

Along with that, the whole Army needs to thoroughly conduct the preliminary and summary work at all levels to accurately assess achievements, limitations, specify objective and subjective causes, draw lessons, propose recommendations and solutions to improve the level of training and combat readiness in the coming time. Attach importance to the research and summary of practice, the development of military theory, focus on studying fighting methods suitable to the conditions of modern warfare. Combining new compilation with supplementing, perfecting and unifying the system of documents, curricula, orders, charters, etc. in the whole Army and in each major, suitable to the development of the combatants; war style, new structural organisation and Vietnamese military art, contributing to improving the overall quality and combat strength, ensuring that the Army successfully completes all assigned tasks.
