Over the past years, we have made a lot of achievements in the field of defence and security education work contributing to the building of the strong all-people defence. However, in the new situation, levels, sectors, and localities should continue to thoroughly grasp the Party’s guideline and the State’s law on defence and security education, and synchronously take measures to further enhance the quality of this important work.

In the past tenure, the whole country basically fulfilled norms of defence and security education for cadres of party committees and people’s councils at all levels, and for other groups of cadres and party members in accordance with plans, contents, and programs set out in flexible forms and methods. Since 2013, the country has held 8,500 training courses for nearly 886,000 cadres, party members, religious dignitaries and monks, village and family patriarchies. Notably, in 2015, the Standing Office of the Central Council for Defence and Security Education in collaboration with the Central Committee of the Vietnam Fatherland Front organized a training course for 102 religious dignitaries and monks, who are currently members of the Vietnam Fatherland Front Central Committee and leading representatives of religious groups in Ho Chi Minh city.
Defence and security education work for students from high school level to tertiary education nationwide has been set in order and discipline. Current system of defence and security education centres for students has proactively prepared plans, worked with universities on Education and Training Ministry assignment, educated the youth the knowledge of defence, security, and patriotism, and raised awareness of their obligations and responsibilities for building and defending the Homeland.
Localities have attached great importance to propagating and popularizing knowledge on defence and security, and achieved positive results. Central and local press organs, radio and television stations have all increase the number of pages and columns, and amount of broadcasting time for defence and security education in order to propagate the Party’s viewpoints and guidelines, the State’s policy and law on defence and security, and the hostile forces’ plots and tricks. Localities have frequently innovated content, form, and method of communication, focusing on communes in mountainous, remote, and isolated border areas, and islands.
In the time to come, the cause of Homeland protection of the whole Party and the whole people has intertwined opportunities, advantages, and challenges, difficulties. Defence and security education work will thus have new contents requiring levels and sectors from Central to grass-roots synchronously adopt measures, with a focus on main points as follows:
1. Continue to thoroughly grasp and effectively implement the Party’s directives and resolutions and normative legal documents on defence and security education. First and foremost, party committees and cadres in charge at all levels should continue to thoroughly grasp the Politburo’s Directive No.12 – CT/TW, Law on Defence and Security Education, and documents guiding the implementation. As for public servant, officials, and people from walks of life, it is necessary to proactively combine various forms of communication and popularization so that the Party’s guidelines, the State’s policy and law could be conveyed to all of them. It is also important to have appropriate contents and forms of communication to raise awareness and responsibility of cadres, party members and the whole people towards this work, which facilitates the synchronous and effective implementation.
2. Strengthen leadership and direction of party committees and authorities, role of sectors and organizations; frequently consolidate councils for defence and security education at all levels and enhance their efficiency. Defence and security work must be under the direct leadership and direction of party committees, and the management of authorities and heads of organs and organizations in the political system. It is a matter of principle and an important and frequent task of party committees, authorities, and councils for defence and security education at all levels. In the implementation process, it is necessary to ensure closeness, taking results of this work as a criterion for assessing leadership and management capabilities of party organizations, authorities, and cadres in charge at all levels. Councils for defence and security education at all levels, sectors and organizations, particularly police and military organs, should closely work with party committees and authorities to give them advice in the implementation.
3. Innovate contents and forms of defence and security education and enhance quality of this work. Central and local ministries and sectors should focus on checking the number of cadres and party members who have to attend a training course after Party Congresses at all levels. On that basis, by the end of tenure, all cadres and party members mentioned above will have to be provided with the knowledge of defence and security, focusing on group 2 and other groups stipulated in the Law on Defence and Security Education.
To enhance quality of defence and security education for students, relevant ministries and sectors should work with one another to step up the implementation of the Project “Training defence and security teachers and instructors for high schools, vocational training schools, vocational training colleges and universities until 2020” pursuant to the Decision 207/QĐ-TTg of the Prime Minister on April 24th 2014. According to the Project, by 2020, it will provide 90% of teachers and 70% of instructors for high schools, vocational training schools, vocational training colleges and universities.
4. Accelerate the construction and completion of centres for defence and security education and attach great importance to ensuring facilities serving teaching and learning. On the basis of the Decision 161/QĐ-TTg of the Prime Minister on January 30th 2015 on “Approving project on system of centres for defence and security education 2015-2020 and beyond”, functional organs should proactively ensure funding for teaching-learning equipment and improve facilities, such as specialized rooms, training grounds. At the same time, they should invest in current centres for defence and security education; building new centres under colleges and academies of the military and universities approved by the Prime Minister to attract 80% - 90% of freshmen and students in the area to the centres. Moreover, it is important to amend and supplement contents and programs in course books and documents in line with the development and requirements of defence and security subject.
