Thoroughly grasping Resolution No. 1657-NQ/QUTW, dated 20/12/2022 by the Central Military Commission (CMC) on renovating the education and training to meet the demands for building the Army in the new situation, the Political College’s Party Committee issued Resolution No. 563-NQ/ĐU on 28/3/2023 to attentively lead and direct drastically, synchronously and effectively this important work.

Accordingly, the College Party Committee has advocated basically and completely renovating, improving the quality and effectiveness of education and training, successfully carrying out the aim of educating the staff of junior political officers and teachers of social sciences and humanities who own a strong political spirit and the loyalty to the Party, Homeland, People and the socialist regime; are typical and exemplary on the morality and lifestyle; have comprehensive and professional knowledge and skills, the ability of self-studying, researching, being creative, fast adaptability, good health and working in the international environments, meeting the demands for the aim of building the revolutionary, regular and highly-skilled Army towards modernity, building and protecting the Homeland in the new situation. With the “united, proactive and creative” motto, the College’s Party Committee and Managing Board have made drastic implementation with detailed schedules; clear, synchronous, scientific and practical aims and solutions for building the Army and the features and tasks of the College.

Firstly, enhancing the leadership and direction by all-level party committees and commands on improving the quality of education and training, considering it as the main solution. Doing this will not only make sure that the college’s renovation and quality improvement of education and training are on the right track, bring together and create the general strength to overcome difficulties and challenges, but also be the basic factor and the basis to synchronously and effectively carry out other solutions. Closely following the aims and task requirements, the College has attentively improved the effectiveness of the ideological work, maintained the political orientation for cadres and party members, especially the leading cadres at all levels, on the tasks of renovating and improving the education and training. The main focus is to research and study the Party’s viewpoints and guidelines, the State’s policies and laws, the CMC and Defence Ministry’s resolutions, directions, conclusions and regulations in order to make changes in terms of awareness and responsibility of all participants of the education and training process; train and strengthen the political spirit and revolutionary morality for teachers, education managers and cadets; resolutely struggle against the thought of hastiness, carelessness, hesitation to renovation, satisfaction, etc. On this basis, the College has drastically directed, checked and speeded up all divisions, especially the offices and units directly participating into education and training, both on leading, directing and implementing to make this task be done regularly, closely, scientifically and rightly in its orientation, functions, tasks and practicality. At the same time, the College has closely combined the regular consolidation of all organisations and the construction of pure and strong party cells, comprehensively strong, “exemplary and typical” offices, faculties and units, especially the construction of the party committees connected to the leading cadres. Being specialised in training political officers, the College has attentively led and directed the effectiveness improvement of political and party work in all education and training activities to create the suitable education environments for all learners, cadets in particular, so that they, the political officers to-be, could form, develop and improve their personality, accumulate practical experience due to the demands of education and training.

Secondly, renovating comprehensively and synchronously the educational programs and contents, the forms and methods of teaching, managing and quality evaluating. Before the new requirements for building the Army, especially the ones for shortening the time of training junior political officers and teachers of social sciences and humanities from 5 years to 4 years, the College’s party committee has defined that by the end of 2025, 100% training programs will be built according to the quality-verified standards and regularly checked and updated; by the end of 2030, over 75% tertiary training programs and 50% remaining programs will meet these standards. In order to reach this aim, the College has closely followed the Project of renovating the training process and programs for all-level officers in the Army; attentively built and standardised the programs according to new aims, making sure the basis, comprehensiveness, continuity, inheritance, integrity, practicality and gradual modernity; appreciated the education of politics and good traditions of the Army, imparted the combatting experience; trained the morality, responsibility and working methods; improved the ability of political and party work, etc. In the short term, the College has checked, built and adjusted the output standards of the 4-year training program, making them practical and consistent with the training program and successive with the input standards and meeting the flexible using demands for cadres when graduated. The College has regularly coordinated with units in the whole army to survey and collect evaluation on the training program and the quality of graduated cadets to make timely addition and suitable adjustment.

In order to renew the teaching forms and methods towards modernity, the College has attentively researched and flexibly applied active and practical teaching methods to prove learners’ self-motivation and creativity, combine the theories with practicality and practice; maintained the methodological activities; promoted the training and self-training for lecturers, focusing on their morality, pedagogical skills, foreign languages, and the capacities of applying the information technology and modern teaching facilities into their teaching; given more priorities on the quality of post-lecture activities, practice, probation, competitions and contests, and other supporting contents; continuously improved the knowledge, experiences and practical abilities for cadets, especially the skills of political and party work; strengthened the quality of self-studying and self-training for cadets in the way of turning the education and training into self-education and self-training; building the passion of studying, scientific researching and practising. At the same time, the College has regularly renovated the forms and methods of examinations, tests and evaluation of teaching and learning results; making sure the quality and reality, and preventing the achievement disease in education and training; implemented the mechanism of learners evaluating the education and training, lecturers evaluating the educational administrators, etc.; enhanced the inspection, examinations, re-examinations, partial and total summaries, and learning from experience, strictly punished all cases of violations.

Thirdly, building and developing the lecturers, educational administrators and renovating the work of enrolment. Lecturers play a decisive role in the education quality; there is no good student without qualified lecturers. In order to build the teaching staff and educational administrators in terms of quantity, quality, with reasonable structure and reaching the standard, the College has closely and seriously implemented the consolidation of cadres, making plans and future directions of employment; actively coordinated with functional offices to send cadres and lecturers to attend postgraduate programs; at the same time, closely combined with on-site training to improve their comprehensive capabilities; regularly send cadres and lecturers to be on fact-finding tours in units in the whole Army; simultaneously, well implemented the policies on encouraging and mobilising cadres and lecturers to learn and accumulate enough criteria of academic titles. The College has actively proposed to the CMC and MND to perfect the mechanism and policies on recruiting, using and treating participants, attracting high-quality human resources, especially the leading scientists and cadres owning good working ability and practical experience to the College, at the same time, focused on comprehensively and synchronously renovating the military recruitment; effectively implemented the project of recruitment, especially the coordination and collaboration with offices, units and localities; strengthened the effectiveness of the propaganda and guidance of the military recruitment; renovated the under-graduate and post-graduate admission processes according to the standards of the State, Army, the educational aims of the College and the career psychological trends of the candidates and society.

Fourthly, enhancing the research and application of the technological science, ensuring the facilities for education and training activities. In order to well execute this important content, the College has attentively promoted the basic research and combined the basic research with applied research; closely combined between improving the efficiency and effectiveness of activities by offices, faculties, units and all-level scientific committees with encouraging lecturers, educational administrators and cadets to do scientific research; given priorities in assigning scientific topics and tasks to faculties; improved the quality of cadets’ dissertations and graduation papers; regularly summarised the reality and improved the effectiveness of applying the researching results into education, training and other real activities. The College has composed, completed and standardised the systems of course books; timely updated new knowledge, the development of science, military art and the reality of political and party work in units into the training program; promoted the compilation of electronic and practical course books; digitalised the documents, developed the database of electronic lesson plans and materials on the military data transmission network; enhanced the investment into the facilities and technical means for teaching and learning; built the Centre of training operation, specialised classrooms, systems of electronic libraries, internet connection and modern technology and facilities. At the same time, the College has speeded up the construction of shooting ranges and training grounds in all stationed areas. By the year of 2030, the College will have tried to build the united, standardised and modernised training materials, effectively apply the digitalised data, technology and artificial intelligence in managing, operating and organising the teaching and learning activities; over 75% common and specialised classrooms will have been installed with modern facilities.

Effectively grasping and implementing Resolution No. 1657-NQ/QUTW by the CMC is an important foundation to build the Political College a modern and intelligent college from 2030 onwards, meeting the task requirements of training high-quality human resources and making contribution to actualising the aim of building the revolutionary, regular, highly-skilled and modern Army.
