“Making basic and comprehensive changes in the quality and effectiveness of education and training…” is one of the targets defined in Resolution No. 1657-NQ/QUTW, dated 20 December 2022 by the Central Military Commission (CMC) on reforming the education and training to meet the task requirements of building the Military in the new situation. On grasping this target, the Political College’s Party Committee and Director Board have been attentively leading and directing the implementation of many drastic and synchronous solutions for continually improving the quality of education and training.

Being a centre of training the junior political officers, the graduate and postgraduate lecturers of military social sciences and humanities for the Military; international cooperation in education and research of military social sciences and humanities, in recent years, the Party Committee and Director Board of the Political College (hereinafter referred to as the College) have attentively led and directed the quality improvement of education and training with many synchronous and effective guidelines and solutions. Accordingly, the contingent of lecturers, education managers have been standardised in enough quantity and gradually improved quality with reasonable structure to meet the task requirements and development. The College has completed their targets and output standards; the training programmes and contents have gradually been reformed and completed; the education and training have gained many significant changes, the quality has been achieved and clearly improved. Many real surveys at offices and units have shown that the quality of graduated cadets has basically met the task requirements; many of them are exemplary and typical of quality, capacity and working manners, deserving to be the political leaders at the grassroots units.

Presently, the task of building the politically strong Military, being the foundation of building the “adept, compact, strong” Military towards modernity has set high requirements, meanwhile, on implementing the Project of “Reforming the training processes and programmes for all-level officers in the Military to meet the requirements in the new situation”, since the 2023-2024 academic year, that the training time for junior political officers, the graduate lecturers of military social sciences and humanities has been shortened from 5 to 4 years has imposed new and higher requirements for the education and training of the College. On fully grasping resolutions and directions of the Party, CMC, Defence Ministry on the education and training, especially Resolution No. 1657-NQ/QUTW, dated 20 December 2022 by the CMC, the College’s Party Committee and Director Board have continually led and directed the synchronous and comprehensive renovation of education and training in the standardised and modernised way with the long-run view, effective solutions and suitable schedules, of which, focusing on some main contents and solutions as follows:

Firstly, strengthening the leadership and direction by the party committees and commands at all levels on reforming and improving the quality of education and training. This is not only the basic and vital solution but also the leading content, demand and rule of reforming and improving the quality of education and training in the right direction; also, the precondition for the College to well accomplish its main political task. Hence, the College’s Party Committee should require all-level party committees and organisations to strengthen their leadership and direction with many synchronous and practical solutions.  First and foremost, they need  to direct the improvement of research, grasp and implementation of resolutions, directions and projects by the CMC, Defence Ministry and the College on the education and training, directly Resolution No. 563-NQ/ĐU, dated 08 March 2023 by the College’s Party Committee on continuing to renovate the education and training to meet the task requirements in the new situation; make drastic changes in the awareness and responsibility among cadres and party members, especially the all-level leading cadres, in renovating and improving the quality of education and training. The party committees, party organisations, leaders and commanders at all levels need to concretise into contents, targets and solutions in the regular leading resolutions, make the plans and action programmes suitable with each office, faculty and unit; regularly learn from experience, find solutions for weaknesses and shortcomings. In the implementation, the College should pay more attention to improving the effectiveness of the party and political work, regularly strengthened the party committees and party organisations due to the payroll organisation; strictly combine the building of the pure and strong party organisations with building the comprehensively strong, “exemplary, typical” offices, faculties and units; the building of the party committees with cultivating the leading cadres at all levels; regularly retrain and improve the political spirit, revolutionary morality for lecturers, education managers and cadets; maintain the political orientation in the process of education and training; repair the thought of impatience, hesitation of reforming or satisfaction among groups of cadres, lecturers, cadets, etc.

Secondly, enhancing the synchronous and comprehensive renovation, well carrying out the training contents, programmes and schedules. It is the fact that the College’s reforming the training schedules, contents and programmes has gained great results, however, the structure of the knowledge areas is not really suitable with some contents focusing on theories, not being able to keep up with the development of the party and political work at grassroots levels. On grasping and implementing the Project of “Reforming the training processes and programmes for all-level officers in the Military to meet the requirements in the new situation”, the College’s Party Committee and Director Board should direct the functional offices and faculties to actively check, proactively build and complete the training schedules suitably with each training level, grade and participant, assuring the logicality and scientificity in each subject, term and the whole school year. The College should focus on building and standardising the training contents and programmes in the basic, comprehensive and interconnected way, which has been inherited, integrated and practical with the training targets and reality. On closely following the motto: “The training quality of schools is the combat readiness capacity of units”, the College should direct the intense training of practice skills, the accumulation of experience and the improvement of the self-study quality for cadets; attentively build the political spirit, morality, lifestyle, theoretical thinking, ability, working methods and manners in the party and political work for the political cadres; highly appreciate the transmission of combat experience, the improvement of foreign languages, information technology, physical fitness, soft skills, comprehensive knowledge of state management, economy, society, law, reality and experience of the party and political work, etc. for cadets; at the same time, check and complete the construction of the output standards, making them consistent with the targets and input standards of the training programmes.

Thirdly, building and standardising the contingent of lecturers, education managers to meet the requirements of renovating the training contents, programmes and schedules. This is the key solution to create the motivation for finishing the political tasks and improving the training quality of the College. To achieve it, the College’s Party Committee and Director Board should attentively lead the building and strengthening the organisation and staff; direct the offices, faculties and units to check and build the training plans on using and developing the lecturers and education managers in sufficient quantity, gradually high quality and synchronous structure, age and major; actively retrain and improve the comprehensive ability of knowledge, skills and real experience for lecturers and education managers according to the Framework of teaching competencies for lecturers in military academies, colleges and schools; properly carry out the cadre rotation, send cadres and lecturers to fact-finding trips in the units in the Military with suitable titles to accumulate knowledge and experience; attentively retrain and cultivate the lecturers and education managers in the way that they dare to think, dare to say, dare to do, dare to take responsibility, dare to be creative, dare to face difficulties and challenges, and dare to act for the common interest.

Especially, on grasping and implementing Resolution No. 45-NQ/TW, dated 24 November 2023 by the Central Party Committee (the 13^th tenure) on “Continually building and bringing into play the roles of the intellectuals to meet the demands for the fast and sustainable development of the country in the new period”, the College’s Party Committee and Director Board should direct the functional offices to proactively research and advise the CMC, Defence Ministry to complete the recruitment mechanism and policies to make motivations for the lecturers and education managers to actively study, research and improve their knowledge; attract and well treat the intellectuals, especially the leading scientists and cadres who have ability and real experience, to the College to work and join the activities of education, training and scientific research; gradually standardise the knowledge, titles, qualifications, pedagogical competence, real experience and professional ethics according to the rules by the Defence Ministry. The College strives that, prior to the end of 2025, it will have 100% lecturers and education managers holding tertiary degrees, 50%-60% of whom have postgraduate level (80% lecturers have postgraduate level) and 20% are doctors.

Fourthly, actively renovating the forms and methods of teaching and learning, tests and evaluation of education and training results. Implementing the “dual” purpose (of training in both titles and levels) and the “basic, systematic, unified, intensive” motto, the College’s Party Committee and Director Board should continue to lead and direct offices and faculties to drastically renew the teaching and learning forms and methods towards modernity; bring into play the learners’ activeness, proactiveness and creativity, well meet the demands of statements being related to reality, theories being matched with practice; attentively improve the quality of cadets’ self-studying and self-training in the way of turning the training process into the self-training one; consider building the motivation and responsibility for learning, training and doing scientific research for cadets; reform the methods of tests, examinations and evaluation of teaching and learning results to assure the real quality, preventing fake achievements and negatives in education and training. Together, the College should actively write the textbooks and teaching documents, invest into the materials, facilities and the system of training grounds; improve the coordination and cooperation in all education and training activities, contributing to the quality of education and training, and meeting the requirements of building the politically strong Military and the cause of safeguarding the Fatherland in the new condition.
