Over the past years, Tuyen Quang armed forces’ party and political work has been conducted comprehensively, making contribution to strengthening the Party’s leadership over the military and defence tasks, building comprehensively strong local armed forces, maintaining political stability, fostering socioeconomic development, and strengthening defence and security.

Under the leadership and the direction of the Military Region 2 Party Executive Committee and Command, and Tuyen Quang Province Party Executive Committee and People’s Committee, the armed forces of Tuyen Quang have always made tireless efforts and promoted the spirit of proactiveness, creativity, solidarity and consensus to successfully fulfil the military and defence tasks of the locality. As a result, the armed forces of Tuyen Quang have built and consolidated the all-people’s national defence posture in association with the people’s security posture, together with the increasingly strong defensive zone, making contributions to maintaining political security, social order and safety in the area. In 2016, the Provincial Military Command has given advice to the Party Executive Committee and the People’s Committee of the Province to implement the Project on training militia and self-defence forces and ensuring their policy for 2016-2020; held defensive area exercise of Lam Binh district, forest fire-fighting, search and rescue exercise of Chiem Hoa district; and held 35 commune-level exercise. The rate of militia and self-defence in the Province accounts for 1.7% of its population. The tasks of political, ideological, defence, security and law education, regularity, and discipline training have been conducted as planned and met the requirements. The above mentioned achievements are resulted from various elements, including the party and political work. From the performance of this important work, the following lessons have been drawn:

First, effectively conducting the work of political and ideological education. This is the central content of the party and political work. Tuyen Quang is a mountainous province with complicated terrain and harsh climate. Living conditions of a portion of the people are still in difficulty, particularly those living in remote and isolated areas and the ethnic groups. These issues impact awareness and responsibility of organizations, forces and people towards the implementation of local military and defence tasks. Thus, to effectively conduct the work of propagation and education will provide a foundation to achieve a consensus on awareness and promote responsibility of levels, sectors and people towards the military and defence tasks.

The content of education should focus on directives and resolutions of the Party and the State on the military and defence tasks, the building and the operation of defensive areas; the Law on Military Service, the Law on Militia and Self-Defence Forces, the Ordinance on the Reserve Force, etc. During the implementation process, units should closely combine political education with law propagation, dissemination and education, while encouraging the participation of organizations, forces, media, and grass-roots level system of culture.

Second, enhancing the leadership capability and the combat strength of party committees and organizations within the Provincial Party Organization. This is an important content deciding the quality of the party and political work. First and foremost, party committees at levels should thoroughly grasp and seriously implement directives and guidance of higher authorities, particularly the Resolution of the 12th National Party Congress, the Central Resolution No.4 (11th and 12th tenures) on Party building and rectification, in association with the 12th Politburo’s Directive on “Acceleration of studying and following Ho Chi Minh’s thought, ethics and lifestyle”, and the Campaign “Promoting tradition, devoting talent, deserving to be Uncle Ho’s Soldiers”. It is necessary to consolidate and concretize functions and tasks of each party organization; enhance the quality of party meetings and implementation of resolutions; intensify inspection and supervision work; proactively give advice to and collaborate with local party committees to build strong and pure commune-level military party cells and well conduct the work of admitting new party members within the militia and self-defence forces and the reserve force. Party committees and organizations should promote the role of cadres and party members, particularly key cadres at levels; amend, supplement and seriously implement leadership and working regulations; innovate the style of leadership. There is a need for strengthening the work of internal political protection, preventing of classified information and document leak; coordinating with local party committees and authorities to grasp the situation, timely prevent and thwart the hostile forces’ plots and acts of sabotage.

Third, building a cadre staff that meets the requirements of the task. Fully aware of the role of cadres in implementing military and defence tasks of localities, party committees, political commissars, commissars and commanders at levels have always grasped and strictly implemented the Central Military Commission’s Resolution 769-NQ/QUTW on “Building cadre staff in 2013-2020 period and beyond”, and Regulations on cadre work; improved responsibility, capability, working method and style, exemplification and creativity of key cadres at levels; trained and nurtured cadres both at units and academies and universities. The content of training should be comprehensive, with a focus on improving commanding and advising competence, combat skills, political will, fitness, and capabilities to carry out the party and political work for cadres, particularly those at grass-roots level.

Fourth, strengthening mass mobilization. In addition to promoting effective mass mobilization, party committees, political commissars, commissars and commanders should actively renovate the contents, forms, and methods of mass mobilization to be in accordance with characteristics and requirements of the task of localities and the armed forces in the new situation. In the process of mass mobilization, units should closely work with local party committees, authorities, sectors and organization to further foster solidarity between the military and the people. Mass mobilization should be in line with the task of building grass-roots level political system; socioeconomic development, hunger eradication, poverty reduction; epidemic prevention and control; natural disaster mitigation, search and rescue; and the implementation of the Campaign “The Army joins hand in building new rural area”.

Fifth, strengthening the “Determined to Win” Emulation Movement. Units should have detailed and practical emulation contents, forms and methods; combining this Movement with campaigns and other movements launched by sectors and mass organizations. It is necessary to build and multiply typical examples in the implementation of task, particularly new, difficult, complicated tasks as well as the studying and following of Ho Chi Minh’s thought, ethics and lifestyle. Accordingly, cadres and troops’ will, creativity, autonomy and self-reliance could be aroused to successfully fulfil all assigned tasks, preserve and promote the virtues of “Uncle Ho’s Soldiers” in the new period.

Promoting its tradition, over the past 70 years of building, combating and maturing, the party and political work of the armed forces of Tuyen Quang province has always stuck to subjects and reality and gained good outcomes, making contributions to strengthening the Party’s leadership over local military and defence tasks and building pure, strong Provincial Military Party Organization, and comprehensively strong unit.
