Hanoi Capital High Command, established under Order No.16/2008/L-CTN issued on July 16th, 2008 by the President of the Socialist Republic of Vietnam, functions to advise Hanoi Party Committee and authorities to perform all-people defence tasks and local military work, assist the Minister of National Defence and the Chairman of the Hanoi People's Committee in performing the state management over the local military and defence, and organise the building, management, and command of standing forces, the reserve force, and militia and self-defence forces under competence.
To build a powerful and high-quality reserve force to meet the task requirements in all situations under the 8th Central Resolution (the 9th and 10th Tenure) on the Strategy for National Defence in the new situation, Hanoi Capital Party Committee and High Command have synchronously implemented several solutions, in which improving the quality and efficiency of the Party and political work in training is the key content.
As Hanoi is the heart of the country, the head of national politics and administration, and the culture, education, economics, and international transactions hub, the composition of the reservists is diverse, including those who work in the Central departments and agencies and often have to work abroad, far away, or in industrial zones, etc. Therefore, to mobilise sufficient number of reservists for training as prescribed, the High Command has directed agencies and units to actively coordinate with localities in well implementing the building and management of sources and early notify the convening and gathering time for training so that the localities and reservists can actively arrange their work to participate in training as planned. Annually, it has coordinated with localities in examining the mobilisation reserve sources to grasp, register, and manage the quantity and quality of reservists.

As the annual allocated time for reserve force training is not much, to perform well the training task, the High Command has determined to prepare carefully in all aspects before training, from coordinating and contracting with the localities for delivery of reservists to training and fostering of cadres, consolidating the organisation and Party committees at all levels, preparing facilities, etc. Every year, the High Command has directed the Party committees at all levels to issue thematic resolutions for leading the mobilisation reserve force training, consolidate the provisional Party and Youth organisations, and foster Party committee members at all levels, especially secretaries and deputy secretaries of the training units. Before training, the Party committees at all levels have conducted the comprehensive review and assessment of cadres to propose training and fostering contents and measures suitable to each object. The preparation of training fields and grounds, training plans, lesson plans, and lectures for each object and training section have been closely inspected by the High Command commanders and agencies, especially updating new training contents and materials.
Stemming from the characteristics of the permanent frame units with reduced staffing, the cadres and soldiers of Frame A lack confidence in their work and lower training requirements, while the reservists who have gone through the army sometime have subjective thoughts, underestimate, and absoluteize their experience in training, etc. Therefore, the High Command has instructed agencies and units to promote communicating and educating the Frame-A cadres and soldiers to realise the position and meaning of the task of building the reserve force, particularly the Law on the Reserve Force and the high requirements of the Army’s training and combat readiness in the new situation. At the same time, the Party committee, Party organisations, and commanders at all levels have been required to strengthen the leadership and direction to improve the efficiency of the Party and political work in training, associate training with emulation movements and the implementation of the Grassroots Democracy Regulations, and promote the role of mass organisations and sense of responsibility of all military personnel towards overcoming difficulties and fulfilling training tasks. Due to the short time for the reservist training, the units have closely combined the forms of political and legal education with task communication, proactively coordinated with the Party committees, authorities, and military commands of districts through inspections to grasp sources, alarm, and mobilise for propaganda and education, grasped thoughts, aspirations, and family circumstances of each object, and well implemented the policy work. Accordingly, the awareness and sense of responsibility of the cadres and soldiers of the High Command, especially the reservists, for the training tasks have been raised to actively and voluntarily participate in training and be ready for mobilisation when ordered.
For the reservists to approach the qualifications of the standing ones, the High Command has directed to renovate the training contents and methods to suit the objects and local characteristics. Thoroughly grasping and strictly implementing Resolution No.765-NQ/QUTW issued on December 20th, 2012 by the Central Military Commission on "Improving the training quality in the 2013 - 2020 period and beyond", the agencies and units have reviewed all training contents, programs, and plans for political education as prescribed for each object to adjust and supplement the training plans to ensure adherence to the units’ practice and local characteristics. As the reservists usually have uneven cultural qualifications, military expertise, ages, health, ... the quality will be limited if they receive the same training. Therefore, the High Command has directed the units to flexibly combine diverse training forms and methods under the motto for mobilisation reserve force training: "Basic - quality - effectiveness". Importance has been attached to synchronous and specialised training, strengthening examination, and promoting democracy in training. After each training content, the units have held contests and competitions to closely examine the understanding (report writing), objectively and substantially evaluate the results, timely reward, replicate good, creative, and effective practices, and fight against all subjective manifestations, fear of difficulties, fear of sufferings, lowering of requirements, and credit-driven practice in training. Along with regular training, the High Command has attached special importance to organising drills for commanders and agencies, using artificial bullets, explosives, and real firing at platoon and company levels. This has been determined as the most practical training form to train and raise qualifications for cadres and soldiers to meet the task requirements when mobilised. As a result, the High Command has always fulfilled the reserve training and drills with increasingly high training quality through the years. In 2020, it completed 100% of the training section. 100% examination results were satisfactory, of which 78% are above-average and good. Live-firing practice achieved good results and ensured absolute safety. The reservists are always ready to receive and perform the task of mobilisation as prescribed.
The High Command has paid attention to discipline training, regularity building, and assurance of logistics, life, regimes, and standards for the reservists during the concentrated training time. The units have strictly maintained the daily and weekly routines, commanding, guard, and combat readiness duty regimes, regularly managed the reservists in days off and break time, especially technical equipment, and maintained the uniform wearing mode and code of conducts as prescribed during the training time. At the same time, they have also carefully prepared and given priority to ensuring the best living conditions for the reservists. All standards and regimes have been publicised to fully and promptly meet the regulations. The localities have been coordinated with in well implementing the army-rear policy towards the reservists and their families to contribute to consolidating thoughts and ensuring the health for the cadres and soldiers to feel secure and excited to participate in training, overcome difficulties, and fulfill their tasks.
Promoting the results of the Party and political work in reserve force training in the past years, in the coming time, Hanoi Capital High Command continues strengthening the leadership and direction and enhancing the role and responsibility of the Party committees, key cadres, and political agencies at all levels for this work to contribute to improving the quality of training and combat readiness and building the Capital's armed forces to be strong in all aspects.
